【摘要】:隨著工業(yè)化和城市化進(jìn)程的急速推進(jìn),我國(guó)城鄉(xiāng)二元分割狀態(tài)下的非對(duì)稱性養(yǎng)老保險(xiǎn)制度安排不僅與“城鄉(xiāng)統(tǒng)籌”的時(shí)代要求不相適應(yīng),而且還與“公平、普惠、共享”的社會(huì)保障目標(biāo)嚴(yán)重背離,制度發(fā)展已陷入“新老問題交織、內(nèi)外矛盾重重”的交困境地,城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度統(tǒng)籌協(xié)調(diào)發(fā)展已刻不容緩;诖,本文從城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度發(fā)展的時(shí)空境遇入手,參照國(guó)外經(jīng)驗(yàn)并結(jié)合本土實(shí)踐,就我國(guó)社會(huì)養(yǎng)老保險(xiǎn)城鄉(xiāng)統(tǒng)籌的制度模式和推進(jìn)步驟展開了深入研究。本文的寫作架構(gòu)共設(shè)7章,按以下邏輯依次展開:第一章導(dǎo)論主要介紹了此項(xiàng)選題的背景、緣由和研究意義,整理并評(píng)述了國(guó)內(nèi)外關(guān)于此議題已有的研究成果,勾勒出本文的研究思路、整體框架以及運(yùn)用的主要研究方法、論文可能的創(chuàng)新與不足等,并提出本文的基本觀點(diǎn):社會(huì)養(yǎng)老保險(xiǎn)制度城鄉(xiāng)統(tǒng)籌勢(shì)在必行,但制度設(shè)計(jì)和統(tǒng)籌進(jìn)程不能脫離特定的時(shí)空環(huán)境而盲目推進(jìn),合理的戰(zhàn)略選擇和有序的實(shí)施路徑將加速制度統(tǒng)籌目標(biāo)的實(shí)現(xiàn)。在第二章中,界定了社會(huì)養(yǎng)老保險(xiǎn)制度城鄉(xiāng)統(tǒng)籌的核心概念,并從系統(tǒng)論、公共產(chǎn)品理論、公平效率理論和社會(huì)時(shí)空觀等理論角度說明社會(huì)養(yǎng)老保險(xiǎn)城鄉(xiāng)統(tǒng)籌需要以整體的視角、發(fā)展的眼光和系統(tǒng)的思維,由政府主導(dǎo)設(shè)計(jì)公平與效率兼顧的統(tǒng)籌制度模式,實(shí)現(xiàn)統(tǒng)籌制度在時(shí)間上的有序推進(jìn)和空間上的合理布局,以加快城鄉(xiāng)一體化進(jìn)程。第三章和第四章為經(jīng)驗(yàn)研究,從制度變遷的視角,對(duì)我國(guó)城鄉(xiāng)二元社會(huì)養(yǎng)老保險(xiǎn)制度的發(fā)展歷史和運(yùn)行現(xiàn)狀進(jìn)行縱向梳理和橫向比較,并闡釋了不同時(shí)期下制度發(fā)展的時(shí)空特征、政策理念嬗變以及建設(shè)軌跡,揭示出我國(guó)城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度非均衡發(fā)展的歷史原因,進(jìn)一步厘清了城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度統(tǒng)籌發(fā)展的內(nèi)部障礙與外部制約,只有對(duì)制度發(fā)展所處的時(shí)空境遇做全面客觀的研判,對(duì)阻礙城鄉(xiāng)統(tǒng)籌的制度本身問題進(jìn)行有針對(duì)性的剖析,設(shè)計(jì)出來的制度統(tǒng)籌方案和推進(jìn)步驟才能更具合理性和可行性。當(dāng)然,西方發(fā)達(dá)國(guó)家養(yǎng)老保險(xiǎn)一體化發(fā)展的制度模式和政策實(shí)踐過程對(duì)我國(guó)社會(huì)養(yǎng)老保險(xiǎn)城鄉(xiāng)統(tǒng)籌有著重要的經(jīng)驗(yàn)啟示和借鑒意義,因此,在第五章中選取與我國(guó)養(yǎng)老保險(xiǎn)發(fā)展有著相似宏觀境遇的日本和歐盟做橫向比較,從日本“全民皆年金”制度建立的時(shí)機(jī)選擇和歐盟養(yǎng)老保險(xiǎn)區(qū)域一體化的空間整合兩方面來啟示我國(guó):在推進(jìn)城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度統(tǒng)籌發(fā)展過程中,必須充分考慮到制度內(nèi)外的阻礙因素和制約條件,采取分布推進(jìn)、區(qū)域協(xié)調(diào)的整合戰(zhàn)略,合理設(shè)計(jì)社會(huì)養(yǎng)老保險(xiǎn)城鄉(xiāng)統(tǒng)籌的制度模式和時(shí)空演進(jìn)步驟。第六章和第七章為本文的關(guān)鍵章節(jié),是對(duì)前述問題的總體性回應(yīng)。第六章主要從經(jīng)濟(jì)、社會(huì)、政治等方面論證了推進(jìn)社會(huì)養(yǎng)老保險(xiǎn)城鄉(xiāng)統(tǒng)籌的必要性和已具備的條件,認(rèn)為我國(guó)已經(jīng)整體進(jìn)入城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度統(tǒng)籌發(fā)展的推進(jìn)期,需要從宏觀、整體的角度合理定位制度統(tǒng)籌的戰(zhàn)略目標(biāo)和推進(jìn)策略,并在推進(jìn)社會(huì)養(yǎng)老保險(xiǎn)城鄉(xiāng)統(tǒng)籌的原則、主導(dǎo)邏輯、目標(biāo)分段定位、改革頂層設(shè)計(jì)和重點(diǎn)突破等方面來探討如何從時(shí)間、空間和制度三維一體來實(shí)現(xiàn)社會(huì)養(yǎng)老保險(xiǎn)制度城鄉(xiāng)統(tǒng)籌的方案和步驟。在第七章中,進(jìn)一步細(xì)化了社會(huì)養(yǎng)老保險(xiǎn)城鄉(xiāng)統(tǒng)籌的實(shí)施路徑問題,并從宏觀、中觀和微觀三個(gè)層面合理設(shè)定統(tǒng)籌時(shí)機(jī)和有序規(guī)劃推進(jìn)布局。第一,在制度統(tǒng)籌的推進(jìn)時(shí)間上要實(shí)行動(dòng)態(tài)漸進(jìn)、分段到位的推進(jìn)策略。統(tǒng)籌進(jìn)程既要遵循國(guó)外發(fā)達(dá)國(guó)家養(yǎng)老保險(xiǎn)制度城鄉(xiāng)一體化推進(jìn)的一般規(guī)律,又要與二元戶籍制度、土地產(chǎn)權(quán)制度、財(cái)政體制等相關(guān)經(jīng)濟(jì)社會(huì)制度改革相容共進(jìn)、協(xié)調(diào)配合和互為保障,同時(shí)還需要設(shè)定以五年為一個(gè)周期、分三步漸進(jìn)統(tǒng)籌的實(shí)施步驟,先易后難、以點(diǎn)帶面、循序漸進(jìn)地推進(jìn)城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度的“體系整合”、“統(tǒng)籌并軌”和“待遇均等”,分階段、分區(qū)域、分步驟地完成社會(huì)養(yǎng)老保險(xiǎn)制度從“城鄉(xiāng)分立——城鄉(xiāng)整合——城鄉(xiāng)銜接——城鄉(xiāng)統(tǒng)籌——城鄉(xiāng)一體化”的過渡。第二,在制度統(tǒng)籌的推進(jìn)空間上要實(shí)行分區(qū)統(tǒng)籌、層層遞進(jìn)的推進(jìn)策略。我國(guó)各省份工業(yè)化進(jìn)程的巨大落差和各區(qū)域城鄉(xiāng)養(yǎng)老保險(xiǎn)制度發(fā)展基礎(chǔ)的參差不齊,決定了制度統(tǒng)籌進(jìn)程不可能實(shí)現(xiàn)各地的等量齊觀和同步共進(jìn),需要分區(qū)、分層、分段依次推進(jìn),而且根據(jù)我國(guó)的國(guó)家制度和現(xiàn)行城鄉(xiāng)養(yǎng)老保險(xiǎn)制度統(tǒng)籌層次都正在努力實(shí)現(xiàn)省級(jí)統(tǒng)籌的現(xiàn)實(shí),制度統(tǒng)籌推進(jìn)的空間節(jié)點(diǎn)應(yīng)定位在省級(jí)行政區(qū)劃層面才有利于統(tǒng)籌空間效率的提高。在此基礎(chǔ)上,根據(jù)經(jīng)濟(jì)、社會(huì)和人口等8項(xiàng)指標(biāo)進(jìn)行聚類分析,把我國(guó)31個(gè)省份分為三大養(yǎng)老保險(xiǎn)區(qū)域,先在省級(jí)單位內(nèi)部實(shí)現(xiàn)城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度的統(tǒng)籌發(fā)展,再在“同質(zhì)性”較強(qiáng)的省份間逐步推進(jìn)城鄉(xiāng)社會(huì)養(yǎng)老保險(xiǎn)制度的區(qū)域性統(tǒng)籌,最后達(dá)到全國(guó)性統(tǒng)籌。
[Abstract]:With the rapid progress of industrialization and urbanization, the asymmetric pension insurance system in the state of urban and rural division in China is not only inconsistent with the requirements of the "urban and rural co-ordination", but also deviates from the social security goal of "fair, universal and shared", and the development of the system has fallen into the "new and old problems intertwined, inside and outside". There is no delay in the coordination and development of urban and rural social endowment insurance system. Based on this, this paper, starting with the space-time situation of the development of urban and rural social endowment insurance system, referring to foreign experience and combining with the local practice, has carried out a deep research on the system mode and steps of the urban and rural social endowment insurance in China. There are 7 chapters in this paper. The first chapter introduces the background, reasons and significance of this topic, collates and reviews the existing research results at home and abroad on this topic, outlines the research ideas, frame frame and the main research methods of the application, and the possible creation of the paper. The basic viewpoint of this article is that the social endowment insurance system is imperative in the urban and rural areas, but the system design and the overall planning process can not be pushed forward blindly from the specific space-time environment. The rational strategic choice and the orderly implementation path will accelerate the realization of the goal of the system overall planning. In the second chapter, the social endowment insurance is defined. The core concept of the urban and rural integration of insurance system, and from the theory of system theory, public product theory, fair efficiency theory and social space-time view, explains that the urban and rural social endowment insurance needs the overall perspective, the development vision and the systematic thinking, and the government led to the design of the overall system mode of balancing the fairness and efficiency, so as to realize the overall planning system. The third chapter and the fourth chapter are the empirical research. From the perspective of institutional change, the development history and operation status of the two yuan social endowment insurance system in urban and rural areas in China are longitudinally combed and compared, and the development of the system in different periods is explained. The temporal and spatial characteristics, the evolution of the policy concept and the construction track reveal the historical reasons for the unbalanced development of the urban and rural social endowment insurance system in our country, and further clarify the internal and external constraints of the overall development of the urban and rural social endowment insurance system, and make a comprehensive and objective study of the time and space situation in the development of the system, and the hindrance to the city. The system itself has a specific analysis of the system itself, and the design of the system plan and the steps to advance can be more reasonable and feasible. Of course, the system mode and the policy practice process of the integrated development of the old-age insurance in the western developed countries have important experience enlightenment to the urban and rural overall planning of the social endowment insurance of our country. Therefore, in the fifth chapter, the comparison of Japan and the EU which has a similar macro situation with the development of pension insurance in China is made in the fifth chapter. From the two aspects of the timing of the establishment of the "universal annuity" system and the integration of the EU endowment insurance region, we can promote the social endowment insurance system in urban and rural areas. In the process of overall development, we must fully take into account the obstacles and constraints inside and outside of the system, adopt the integration strategy of distribution promotion, regional coordination, rationally design the system mode of the urban and rural integration of social endowment insurance and the step of time and space evolution. The sixth chapter and the seventh chapter are the key chapters of this paper, which is the overall response to the problems mentioned above. The sixth chapter mainly from the economic, social, political and other aspects to demonstrate the necessity and conditions to promote the overall planning of urban and rural social endowment insurance. It is considered that China has entered the development period of the overall development of the urban and rural social endowment insurance system, and it needs the strategic goal and the promotion strategy from the macro and overall perspective. It is easy to be difficult to follow and promote the urban and rural social endowment insurance step by step. The "system integration" of the insurance system, "overall integration" and "equal treatment", stages, sub regions and steps to complete the social endowment insurance system from "urban and rural separation - urban and rural integration - urban-rural integration - urban and rural integration - urban and rural integration". Second, the implementation of the system to co-ordinate the space to carry out the zoning of the space The big drop in the process of industrialization and the uneven development foundation of the urban and rural endowment insurance system in various provinces in our provinces determine that the process of system co-ordination cannot achieve the equal and synchronous progress in all regions, and it needs to be divided, stratified and subdivided in order, and according to the national system and current of our country. On the basis of the 8 indexes of economy, society and population, 31 provinces in China are divided into three major provinces. The endowment insurance region, first in the provincial units to realize the overall development of urban and rural social endowment insurance system, and in the "homogeneity" between the strong provinces and gradually promote the urban and rural social endowment insurance system in the regional co-ordination, and finally to national overall planning.
