保險(xiǎn)公司績(jī)效考核及其對(duì)政府改革的啟示

【摘要】:績(jī)效考核是績(jī)效管理中尤為重要的環(huán)節(jié),科學(xué)合理的績(jī)效考核體系的既是企業(yè)發(fā)展的現(xiàn)實(shí)需求,也是政府部門(mén)提高管理能力與服務(wù)質(zhì)量的重要工具。但目前在績(jī)效考核體系方面仍然存在很多問(wèn)題,比如思想意識(shí)不到位、考核體系不完善、考核內(nèi)容過(guò)于籠統(tǒng)、考核形式較為單一、考核指標(biāo)不夠健全、考核結(jié)果交流與反饋不足等。近年來(lái),保險(xiǎn)公司在績(jī)效考核方面進(jìn)行了積極的探索及豐富的實(shí)踐,在績(jī)效考核方面取得了大量的寶貴經(jīng)驗(yàn)。這些成功經(jīng)驗(yàn)的合理運(yùn)用及革新對(duì)促進(jìn)政府結(jié)構(gòu)的職能轉(zhuǎn)變、改善服務(wù)質(zhì)量、提高服務(wù)效率與管理能力等方面有著重要的理論意義及實(shí)踐意義。本文在學(xué)習(xí)和研究前人成果的基礎(chǔ)上,首先以保險(xiǎn)公司的績(jī)效考核體系為例進(jìn)行了全面的分析及研究,在分析過(guò)程中通過(guò)對(duì)績(jī)效考核指標(biāo)、計(jì)劃、結(jié)果運(yùn)用、反饋等方面采用調(diào)查問(wèn)卷的形式對(duì)結(jié)果進(jìn)行分析,歸納總結(jié)績(jī)效考核在保險(xiǎn)行業(yè)中存在的問(wèn)題并對(duì)問(wèn)題原因進(jìn)行了深入分析與討論。然后介紹了我國(guó)政府績(jī)效考核中存在的問(wèn)題并對(duì)所存在問(wèn)題的原因進(jìn)行了詳盡的分析,提出了績(jī)效考核制度的完善與改進(jìn)對(duì)于政府的改革推進(jìn)有著重要的現(xiàn)實(shí)意義。最后,提出借鑒企業(yè)成功的績(jī)效考核經(jīng)驗(yàn)來(lái)解決政府績(jī)效考核過(guò)程中存在的問(wèn)題,主要分析了把保險(xiǎn)公司績(jī)效考核引入到政府部門(mén)的可行性及局限性,并闡述了保險(xiǎn)公司績(jī)效考核對(duì)我國(guó)政府改革的啟示。
[Abstract]:Performance appraisal is an important link in performance management. A scientific and reasonable performance appraisal system is not only the actual demand of enterprise development, but also an important tool for government departments to improve their management ability and service quality. However, at present, there are still many problems in the performance appraisal system. For example, the ideological consciousness is not in place, the assessment system is not perfect, the content of the assessment is too general, the form of assessment is relatively single, and the assessment index is not perfect enough. Lack of feedback and exchange of results. In recent years, the insurance company has carried on the active exploration and the rich practice in the performance appraisal aspect, has obtained the massive valuable experience in the performance appraisal aspect. The rational application and innovation of these successful experiences have important theoretical and practical significance in promoting the function transformation of government structure, improving service quality, improving service efficiency and management ability. Based on the study and study of the previous achievements, this paper firstly takes the performance appraisal system of the insurance company as an example to carry on the comprehensive analysis and research, through the performance appraisal index, the plan, the result application in the analysis process, Feedback and other aspects of the form of questionnaire analysis of the results, summed up the performance appraisal in the insurance industry problems and in-depth analysis and discussion of the causes of the problems. Then it introduces the problems existing in the performance appraisal of our government and analyzes the causes of the problems in detail, and points out that the perfection and improvement of the performance appraisal system is of great practical significance to the government reform. Finally, the paper proposes to use the successful performance appraisal experience of enterprises for reference to solve the problems existing in the process of government performance appraisal, mainly analyzes the feasibility and limitation of introducing the performance appraisal of insurance companies into government departments. And elaborated the insurance company performance appraisal to our country government reform enlightenment.
