【摘要】：環(huán)境污染責任保險是一種新型保險，是保護環(huán)境的一種有效機制。隨著河北省經(jīng)濟的快速發(fā)展，環(huán)境污染頻頻發(fā)生，不僅給社會穩(wěn)定、人民群眾的財產(chǎn)、健康、人身安全帶來巨大危害，而且對河北省的經(jīng)濟造成了巨大的損失。為了更好的解決環(huán)境問題，河北省政府開始開展環(huán)境污染責任保險試點工作。但是，我國該制度剛剛建立，各方面發(fā)展還不成熟，理論研究與實踐經(jīng)驗都還存在著很大的不足。河北省在這樣的基礎上開展環(huán)境污染責任保險，，必定會遇到各種困難，從而導致污染企業(yè)缺乏投保積極性，保險公司缺乏開發(fā)和推廣該保險的動力等問題，進而制約其在河北省的發(fā)展。 本文從環(huán)境污染責任保險的理論基礎出發(fā)，研究了其在河北省的發(fā)展現(xiàn)狀，分析了河北省在發(fā)展該保險過程中存在的問題及其原因，然后介紹了美國、德國、英國等國家該保險制度的情況，通過借鑒國外該保險的發(fā)展和實踐經(jīng)驗，為河北省快速發(fā)展該保險提出了自己的建議措施。 文章緒論部分首先介紹了此問題的研究背景，闡述了研究目的和意義，然后介紹了關于該問題的國內外學者的理論研究綜述，充分掌握了環(huán)境污染責任保險的研究動態(tài)，最后介紹了本文的主要內容，并就本文的創(chuàng)新點和不足之處做出說明。第二部分主要對環(huán)境污染責任保險作了概述，并介紹了環(huán)境污染責任保險的相關理論，為整篇文章做好理論基礎。第三部分主要介紹了環(huán)境污染責任保險在河北省的推行現(xiàn)狀，分析了該險種發(fā)展期間存在的問題以及產(chǎn)生這些問題的原因。第四部分主要對國外的環(huán)境責任保險進行了介紹，為其在河北省的發(fā)展提供借鑒性意見。第五部分在上述分析的基礎上，針對河北省的具體情況，提出了具體的建議措施，希望環(huán)境污染責任保險能在河北省持續(xù)快速發(fā)展。
[Abstract]:Environmental pollution liability insurance is a new type of insurance and an effective mechanism to protect the environment. With the rapid development of economy in Hebei Province, environmental pollution occurs frequently, which not only brings great harm to social stability, people's property, health and personal safety, but also causes huge losses to the economy of Hebei Province. In order to better solve environmental problems, Hebei Provincial Government began to carry out environmental pollution liability insurance pilot work. However, the system has just been established in our country, the development of all aspects is not mature, theoretical research and practical experience are still a lot of deficiencies. If Hebei Province carries out environmental pollution liability insurance on such a basis, it will inevitably encounter various difficulties, which will lead to the lack of enthusiasm for insurance coverage by polluting enterprises, the lack of motivation for insurance companies to develop and promote the insurance, and so on. Then restrict its development in Hebei Province. Based on the theoretical basis of liability insurance for environmental pollution, this paper studies the present situation of its development in Hebei Province, analyzes the problems and causes in the process of developing the insurance, and then introduces the United States, Germany, Germany, the United States of America, Germany, the United States of America and Germany. The situation of the insurance system in the United Kingdom and other countries, by learning from the development and practical experience of foreign countries, puts forward some suggestions for the rapid development of the insurance in Hebei Province. In the introduction part, the author introduces the research background, the purpose and significance of the research, and then introduces the domestic and foreign scholars' theoretical research on the problem, and fully grasps the research trends of the liability insurance for environmental pollution. Finally, the main contents of this paper are introduced, and the innovation and shortcomings of this paper are explained. The second part mainly summarizes the liability insurance of environmental pollution, and introduces the related theory of the liability insurance of environmental pollution, which provides a theoretical basis for the whole article. The third part mainly introduces the implementation of environmental pollution liability insurance in Hebei Province, analyzes the existing problems during the development of the insurance and the causes of these problems. The fourth part mainly introduces the foreign environmental liability insurance and provides reference advice for its development in Hebei Province. In the fifth part, based on the above analysis, the author puts forward some concrete suggestions on the basis of the concrete situation of Hebei Province, hoping that the liability insurance for environmental pollution will continue to develop rapidly in Hebei Province.
