【摘要】：農(nóng)業(yè)是云南省的基礎(chǔ)產(chǎn)業(yè)，有87%的人口居住在農(nóng)村，80%的輕工業(yè)產(chǎn)值，80%的國(guó)民生產(chǎn)總值，80%的財(cái)政收入和60%左右的創(chuàng)匯收入直接或間接來(lái)自于農(nóng)業(yè)。云南作為農(nóng)業(yè)大省，其中烤煙總產(chǎn)量和人均占有量均位居全國(guó)第一；甘蔗產(chǎn)量位居全國(guó)第二，含糖量位居全國(guó)第一。但是近幾年來(lái)，云南均遭受到不同程度的自然災(zāi)害，給云南農(nóng)業(yè)造成了巨大的損失，也引起了廣大學(xué)者沉重的思考：云南應(yīng)該建立什么樣的政策性農(nóng)業(yè)保險(xiǎn)運(yùn)營(yíng)模式才能使農(nóng)業(yè)保險(xiǎn)更好地發(fā)揮減災(zāi)防災(zāi)等社會(huì)管理功能？建立一個(gè)什么樣的政策性農(nóng)業(yè)保險(xiǎn)服務(wù)體系才能使云南農(nóng)業(yè)保險(xiǎn)制度高效運(yùn)行？才能真正的將農(nóng)業(yè)保險(xiǎn)的惠農(nóng)觸角伸到各家各戶？以及明確政策性農(nóng)業(yè)保險(xiǎn)服務(wù)體系對(duì)云南省農(nóng)業(yè)發(fā)展的重要性在哪？如何建立一個(gè)健全的、適合云南省省情的政策性農(nóng)業(yè)保險(xiǎn)服務(wù)體系？ 該文將以玉溪市，江川縣的實(shí)地調(diào)研和對(duì)部分農(nóng)民的調(diào)查問卷為基礎(chǔ)，以科學(xué)發(fā)展觀為統(tǒng)領(lǐng)，以完善云南省農(nóng)業(yè)保險(xiǎn)服務(wù)體系為目的，堅(jiān)持以人為本的理念，按照“廣覆蓋、�；尽⒍鄬哟�、可持續(xù)”的方針，建立完善的農(nóng)業(yè)保險(xiǎn)服務(wù)體系，完善保險(xiǎn)公司與地方政府及農(nóng)業(yè)相關(guān)部門之間的聯(lián)動(dòng)機(jī)制，明晰各自的職責(zé)，以求在各方共同努力下建立健全政策性農(nóng)業(yè)保險(xiǎn)服務(wù)體系。同時(shí)借鑒國(guó)內(nèi)外的先進(jìn)實(shí)例，對(duì)比總結(jié)出適合云南省省情、農(nóng)情的方法措施。 要從根本上解決阻礙服務(wù)體系建立的問題，就要大力宣傳農(nóng)業(yè)保險(xiǎn)的意義與功用，提高農(nóng)業(yè)保險(xiǎn)在農(nóng)村的普及程度，，明確政策性農(nóng)業(yè)保險(xiǎn)的非營(yíng)利性和外部性，進(jìn)一步強(qiáng)化政策性農(nóng)業(yè)保險(xiǎn)的社會(huì)管理功能，在現(xiàn)有農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)格局的基礎(chǔ)上，鼓勵(lì)其他財(cái)險(xiǎn)公司參與到政策性農(nóng)業(yè)保險(xiǎn)的經(jīng)營(yíng)中去。提高政府機(jī)構(gòu)對(duì)政策性農(nóng)業(yè)保險(xiǎn)的重視，積極參與到農(nóng)業(yè)保險(xiǎn)服務(wù)體系的建立中去，并給予資金和人力上大力的支持。建立由分管農(nóng)業(yè)副省長(zhǎng)為組長(zhǎng)的，由氣象部門、農(nóng)業(yè)部門、財(cái)政部門、相關(guān)保險(xiǎn)公司等部門領(lǐng)導(dǎo)組成“云南省政策性農(nóng)業(yè)保險(xiǎn)領(lǐng)導(dǎo)小組”，并以此為組織基礎(chǔ)形成農(nóng)業(yè)保險(xiǎn)服務(wù)體系，提升農(nóng)業(yè)保險(xiǎn)制度運(yùn)行效率，完善云南農(nóng)業(yè)保險(xiǎn)服務(wù)體系。
[Abstract]:Agriculture is the basic industry in Yunnan Province. 87% of the population live in rural areas, 80% of the output value of light industry or 80% of the gross national product (GNP) or 80% of the revenue and about 60% of the income from foreign exchange directly or indirectly from agriculture. Yunnan, as a big agricultural province, ranks first in the total yield and per capita possession of flue-cured tobacco, the second in sugarcane yield and the first in sugar content in China. However, in recent years, Yunnan has suffered different degrees of natural disasters, which have caused huge losses to Yunnan agriculture. It has also aroused the heavy thinking of the vast number of scholars: what kind of policy-oriented agricultural insurance operation mode should be established in Yunnan to make agricultural insurance play a better role in social management such as disaster reduction and disaster prevention? What kind of policy-oriented agricultural insurance service system can make the agricultural insurance system of Yunnan run efficiently? In order to really extend the agricultural insurance benefits to each household? What is the importance of policy agricultural insurance service system to the agricultural development of Yunnan Province? How to establish a sound, suitable for Yunnan Province policy agricultural insurance service system? Based on the field investigation in Yuxi City and Jiangchuan County and the questionnaire for some farmers, the paper will take the scientific development view as the leader, take the agricultural insurance service system of Yunnan Province as the goal, adhere to the people-oriented concept, according to the "extensive coverage," To establish a sound agricultural insurance service system, to perfect the linkage mechanism between insurance companies and local governments and agricultural related departments, and to clarify their respective responsibilities, In order to establish a sound policy agricultural insurance service system under the joint efforts of all parties. At the same time, draw lessons from the advanced examples at home and abroad, and compare and summarize the methods and measures suitable for Yunnan Province. In order to fundamentally solve the problems that hinder the establishment of the service system, we must vigorously publicize the significance and function of agricultural insurance, improve the popularity of agricultural insurance in rural areas, and clarify the non-profit and externality of policy-oriented agricultural insurance. We should further strengthen the social management function of policy-oriented agricultural insurance and encourage other property insurance companies to participate in the management of policy-oriented agricultural insurance on the basis of the existing management pattern of agricultural insurance. The government should pay more attention to policy-oriented agricultural insurance, take an active part in the establishment of agricultural insurance service system, and give strong financial and human support. To establish a "leading Group on Policy Agricultural Insurance in Yunnan Province", headed by vice governors in charge of agriculture and led by meteorological departments, agricultural departments, financial departments, relevant insurance companies, etc. On the basis of this, the agricultural insurance service system is formed, the operational efficiency of the agricultural insurance system is improved, and the service system of Yunnan agricultural insurance is improved.
