【摘要】：大病保險作為商業(yè)保險參與社會醫(yī)療保險的最佳結(jié)合方式,被譽(yù)為是以中國智慧解決長期存在的"看病難、看病貴"問題的創(chuàng)新途徑。大病保險能否穩(wěn)定持續(xù)發(fā)展,依賴于大病保險基金能否實現(xiàn)收支當(dāng)期平衡和中期平衡。H省大病保險制度試運(yùn)行以來,保障效果顯現(xiàn),明顯緩解了參保人員的醫(yī)療費(fèi)用負(fù)擔(dān),但從長期來看,城鄉(xiāng)居民大病保險基金面臨著收支失衡的危機(jī)。因此,須提升商業(yè)保險機(jī)構(gòu)的參與積極性、加大政府的資金投入與政策扶持、構(gòu)建多渠道的大病保險籌資體系,并加強(qiáng)大病保險基金的動態(tài)監(jiān)管,保證大病保險基金實現(xiàn)基本收支平衡,為大病保險制度的持續(xù)運(yùn)營提供有力支撐和可靠保障。
[Abstract]:As the best combination of commercial insurance and social medical insurance, the insurance of serious illness is regarded as an innovative way to solve the problem of "difficult and expensive to see a doctor" with Chinese wisdom. Whether the serious illness insurance can develop steadily and sustainably depends on whether the insurance fund can realize the balance of income and expenditure in the current period and the medium-term balance. Since the trial operation of the serious illness insurance system in the province of H, the effect of the guarantee is obvious, which obviously alleviates the burden of the medical expenses of the insured personnel. But in the long-term, the insurance fund of urban and rural residents is facing the crisis of imbalance of income and expenditure. Therefore, it is necessary to enhance the participation enthusiasm of commercial insurance institutions, increase the government's capital input and policy support, construct a multi-channel financing system for serious illness insurance, and strengthen the dynamic supervision of the serious illness insurance fund. To ensure the basic balance of income and expenditure of the serious illness insurance fund, and to provide strong support and reliable guarantee for the continuous operation of the serious illness insurance system.
