遼寧省新型農(nóng)村養(yǎng)老保險(xiǎn)個(gè)人賬戶繳費(fèi)研究

【摘要】:2009年國務(wù)院決定在我國廣大的農(nóng)村地區(qū)開展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)工作,這是一項(xiàng)惠國利民、真正有益于農(nóng)民的政策,對應(yīng)對日益嚴(yán)峻的人口老齡化危機(jī)、保障農(nóng)民的養(yǎng)老權(quán)益、維護(hù)農(nóng)村社會(huì)穩(wěn)定有重要作用。新農(nóng)保采用具有終身記錄功能的個(gè)人賬戶制,確立了個(gè)人、集體、政府三方責(zé)任分擔(dān)的基金籌集模式,,還對新農(nóng)保的參保范圍、養(yǎng)老金待遇、養(yǎng)老金給付、養(yǎng)老基金的管理和監(jiān)督等做出了相關(guān)的規(guī)定。新農(nóng)保的頒布和實(shí)施可以說是我國社會(huì)保障領(lǐng)域的一大進(jìn)步,但新農(nóng)保制度并未完善,新農(nóng)保個(gè)人賬戶制度也存在一些問題,如繳費(fèi)檔次調(diào)整機(jī)制不完善、現(xiàn)有的繳費(fèi)水平難以滿足未來農(nóng)民養(yǎng)老需求、財(cái)政補(bǔ)貼方式對農(nóng)民參保的激勵(lì)效果不明顯等,這些都是本文將要討論的重點(diǎn)。 基于上述問題,文章按以下章節(jié)展開: 緒論部分主要論述了選題的背景與意義、主要采用的研究方法和手段,并對國內(nèi)外的相關(guān)研究成果進(jìn)行介紹。文章第一章主要介紹新農(nóng)保個(gè)人賬戶的相關(guān)概念及理論基礎(chǔ)。第二章對新農(nóng)保個(gè)人賬戶繳費(fèi)的現(xiàn)狀進(jìn)行分析,包括新農(nóng)保建立和發(fā)展歷程、個(gè)人賬戶繳費(fèi)模式、繳費(fèi)水平和繳費(fèi)財(cái)政補(bǔ)貼。個(gè)人賬戶繳費(fèi)水平是從繳費(fèi)率和繳費(fèi)能力兩方面進(jìn)行分析的,財(cái)政補(bǔ)貼則從財(cái)政補(bǔ)貼責(zé)任分擔(dān)機(jī)制和財(cái)政補(bǔ)貼力度兩方面進(jìn)行分析的。第三章對新農(nóng)保個(gè)人賬戶繳費(fèi)模式、財(cái)政補(bǔ)貼、繳費(fèi)水平、繳費(fèi)意愿與繳費(fèi)選擇進(jìn)行評價(jià)。第四章利用基金平衡原理,對現(xiàn)行繳費(fèi)檔次實(shí)際替代率進(jìn)行測算,并與新農(nóng)保合意替代率進(jìn)行比較,結(jié)果發(fā)現(xiàn)現(xiàn)有繳費(fèi)水平難以達(dá)到合意替代率水平,將難以滿足未來農(nóng)民年老時(shí)的生活需求。第五章對新農(nóng)保存在的問題進(jìn)行具體分析,如繳費(fèi)檔次調(diào)整過緩、繳費(fèi)意愿不足、繳費(fèi)水平過低及財(cái)政補(bǔ)貼激勵(lì)性不足。最后,第六章提出可通過加大宣傳力度、建立個(gè)人賬戶彈性財(cái)政補(bǔ)貼機(jī)制、養(yǎng)老基金投資多樣化等途徑對新農(nóng)保個(gè)人賬戶進(jìn)行改進(jìn)和完善。
[Abstract]:In 2009, the State Council decided to carry out a new rural social endowment insurance in the vast rural areas of China. This is a policy that benefits the people and is really beneficial to the farmers. It plays an important role in dealing with the increasingly severe crisis of population aging, protecting the rights and interests of the peasants and maintaining the stability of the rural society. The new agricultural insurance has a lifelong record. The individual account system of the function has established the fund raising mode of the three party responsibility shared by the individual, the collective and the government, and also made the relevant provisions on the coverage of the new agricultural insurance, the pension treatment, the pension payment, the management and supervision of the pension fund. The promulgation and implementation of the new agricultural insurance is a major progress in the social security field of our country. The new agricultural insurance system has not been improved, and there are some problems in the new agricultural insurance personal account system, such as the imperfect payment grade adjustment mechanism, the existing payment level is difficult to meet the needs of the farmers in the future, and the incentive effect of the financial subsidy is not obvious. These are the key points to be discussed in this article.
Based on the above questions, the article is carried out in the following chapters:
The introduction part mainly discusses the background and significance of the topic, the main research methods and means, and introduces the relevant research results at home and abroad. The first chapter mainly introduces the related concepts and theoretical basis of the new agricultural insurance personal account. The second chapter analyzes the status of the contribution of the new agricultural insurance personal account, including the establishment of new agricultural insurance. And development process, personal account payment mode, payment level and payment financial subsidy. The level of personal account payment is analyzed from two aspects of payment rate and payment ability. Financial subsidies are analyzed from two aspects of financial subsidy responsibility sharing mechanism and financial subsidy. The third chapter of the new agricultural insurance personal account payment model, The fourth chapter makes use of the balance principle of fund to calculate the actual replacement rate of the current payment grade and compares it with the replacement rate of new agricultural insurance. The result is that the existing payment level is difficult to reach the level of consensual substitution rate, and it will be difficult to meet the life of the farmers in the future. The fifth chapter makes a specific analysis of the problems of the new agricultural insurance, such as the adjustment of the premium grade, the lack of payment intention, the low level of payment and the insufficient incentive of the financial subsidy. Finally, the sixth chapter proposes to establish a flexible financial subsidy mechanism for individual accounts and the diversification of the pension fund investment to the new agricultural insurance. Personal accounts are improved and perfected.
