【摘要】：陜西省是蘋果生產大省，近年來蘋果產業(yè)已經成為陜西六大支柱產業(yè)之一，同時也是果區(qū)果農主要的收入來源。但是由于全球氣候變化，災害性天氣和其他風險不斷增多。蘋果保險作為應對蘋果生產中面臨的眾多自然災害和其他風險的有效手段之一，其合理的體系有助于蘋果保險更好地運營。農戶作為蘋果保險的參保人，，是該體系中的參與主體，農戶的需求、農戶的利益無疑對蘋果保險體系的構建、蘋果保險的健康發(fā)展有著重大影響。因此，基于農戶需求視角的陜西蘋果保險體系構建研究有著重要的現(xiàn)實意義。 論文基于對陜西省洛川縣194戶農戶的調查資料，采用規(guī)范分析與實證分析相結合的方法，對影響其參與蘋果保險的因素進行了預測，并運用logistic回歸分析模型進行了分析，得出影響農戶對蘋果保險需求的具體因素。論文認為，政府補貼力度、自然災害影響程度、家庭年收入及保險公司服務滿意度四個因素主要影響了農戶對蘋果保險的購買需求。而后，論文闡述了國外典型的五個國家農業(yè)保險體系的經驗，總結出其運行過程中充分考慮農戶需求的措施、規(guī)定，得出對陜西省蘋果保險體系構建的啟示。最后，在實證分析和國外農業(yè)保險體系啟示的基礎上，從農戶需求視角對陜西蘋果保險體系進行了構建。 論文構建的陜西省蘋果保險體系是由五部分組成的有機整體，包括蘋果保險體系運行的外部環(huán)境、供給主體、服務對象、發(fā)展模式以及服務管理。體系構建中提出的主要建議有：加強農業(yè)保險立法，盡快制定和頒布農業(yè)保險法；穩(wěn)定或提高政府對農戶參保的保費補貼；提高農戶的收入水平，增強其投保能力；增加蘋果保險供給主體的數(shù)量；根據(jù)不同地域農戶對農業(yè)保險的不同需求，適當調整條款并細化條款；改進或增加服務對象的形式，以專業(yè)大戶、家庭農場或者蘋果種植專業(yè)合作社為單位來進行承保和服務；引入再保險機制；提高保險公司對農戶的綜合服務水平，尤其是理賠金額和效率。
[Abstract]:Shaanxi Province is a big province of apple production. In recent years, apple industry has become one of the six pillar industries in Shaanxi Province, and it is also the main source of income for fruit farmers in fruit regions. But as a result of global climate change, catastrophic weather and other risks are increasing. Apple Insurance is one of the effective means to deal with many natural disasters and other risks in apple production, and its reasonable system can help Apple Insurance to operate better. As the insured person of apple insurance, peasant household is the main body in this system. The demand of farmers and the interests of farmers undoubtedly have a great influence on the construction of apple insurance system and the healthy development of apple insurance. Therefore, the research on the construction of Shaanxi apple insurance system based on farmers' demand is of great practical significance. Based on the investigation data of 194 peasant households in Luochuan County, Shaanxi Province, this paper forecasts the factors that affect the participation of the farmers in apple insurance by combining normative analysis with empirical analysis, and analyzes the factors by using logistic regression model. The specific factors that affect the farmers' demand for apple insurance are obtained. The paper holds that the government subsidy, the degree of natural disaster, the annual income of the family and the satisfaction degree of the insurance company mainly affect the farmers' demand for Apple insurance. Then, the paper expounds the experience of five countries' agricultural insurance system in foreign countries, summarizes the measures to fully consider the farmers' needs in the course of its operation, and provides the enlightenment to the construction of the apple insurance system in Shaanxi Province. Finally, based on the empirical analysis and the enlightenment of foreign agricultural insurance system, the author constructs the apple insurance system of Shaanxi province from the perspective of farmers' demand. The apple insurance system of Shaanxi Province is an organic whole composed of five parts, including the external environment, the main body of supply, the object of service, the mode of development and the service management. The main suggestions in the construction of the system are as follows: strengthening the agricultural insurance legislation, formulating and promulgating the agricultural insurance law as soon as possible; stabilizing or increasing the premium subsidy of the government to the farmers; improving the income level of the farmers and enhancing their ability to insure; Increase the number of apple insurance providers; adjust and refine the terms according to the different demand of farmers in different regions for agricultural insurance; improve or increase the form of service objects to professional large households, Family farms or specialized cooperatives for apple planting to provide insurance and services; to introduce reinsurance mechanisms; to improve the level of comprehensive insurance services to farmers, especially the amount and efficiency of claims.
