事業(yè)單位養(yǎng)老制度改革的困境和難題

【摘要】:從當(dāng)前我國(guó)機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)的運(yùn)行狀況來(lái)看,現(xiàn)行制度對(duì)財(cái)政造成了極大的負(fù)擔(dān);從我國(guó)養(yǎng)老保險(xiǎn)制度內(nèi)部關(guān)系來(lái)說(shuō),板塊林立、差距過(guò)大的情況也造成了極大的社會(huì)公平問(wèn)題。因此,盡快改革現(xiàn)行的事業(yè)單位養(yǎng)老保險(xiǎn)制度既是在解決一個(gè)經(jīng)濟(jì)問(wèn)題,更是在解決一個(gè)政治問(wèn)題。新一輪的事業(yè)單位養(yǎng)老保險(xiǎn)制度改革試點(diǎn)肇始于2008年,試點(diǎn)方案出臺(tái)至今逾四年,而無(wú)所實(shí)質(zhì)進(jìn)展,改革試點(diǎn)遭到了莫大的阻力。 一項(xiàng)公共政策的制定,要經(jīng)歷問(wèn)題界定、政策議程、方案擬定、合法化等過(guò)程,而在政策議程階段,博弈中的人群會(huì)對(duì)政策的最終形成和執(zhí)行起到近乎決定性的作用。因此,有別于以往研究中脫離失敗方案而大談?wù)呓ㄗh的情況,本文將研究的重點(diǎn)置于對(duì)改革受阻原因的分析。這樣的原因既有歷史的也有現(xiàn)實(shí)的,因此以歷史為視角,本文第一部分回顧了事業(yè)單位養(yǎng)老保險(xiǎn)制度的歷史沿革,并對(duì)試點(diǎn)方案進(jìn)行了簡(jiǎn)要解讀;第二部分則著重分析了事業(yè)單位及人員的特征,尤其是這些特征對(duì)養(yǎng)老制度會(huì)產(chǎn)生的影響;在第三部分中,則在社會(huì)公平的視角下,著重對(duì)目前養(yǎng)老保險(xiǎn)制度中企業(yè)、事業(yè)單位和公務(wù)員三個(gè)最重要組成部分進(jìn)行了對(duì)比分析,探究不同身份的人對(duì)這一制度改革的影響;第四部分則對(duì)改革試點(diǎn)擬定的方案進(jìn)行了養(yǎng)老金待遇的測(cè)算,以檢視改革前后的待遇差距;通過(guò)以上四個(gè)部分的分析研究,自然而然在第五部分中得出了一些對(duì)于改革試點(diǎn)的政策建議,同時(shí)結(jié)合廣東省深圳市的改革實(shí)踐,并在本文的最后形成了研究結(jié)論。 本文認(rèn)為,改革勢(shì)在必行,不改不行;改革中的阻力難以避免,改革非強(qiáng)力難以推進(jìn),但是在改革中通過(guò)適當(dāng)?shù)氖侄?減少阻力,減緩矛盾,是可以實(shí)現(xiàn)的。
[Abstract]:From the point of view of the current operating situation of the old-age insurance in the organs and institutions of our country, the current system has created a great burden on the finance; in terms of the internal relations of the endowment insurance system in our country, there are numerous plates.The disparity too big also caused the enormous social equity question.Therefore, reforming the current endowment insurance system of institutions as soon as possible is not only solving an economic problem, but also solving a political problem.The new round of reform of pension insurance system of institutions began in 2008, the pilot program has been issued for more than four years, without any substantial progress, the reform of the pilot project has encountered great resistance.The formulation of a public policy has to go through the process of problem definition, policy agenda, programming, legalization and so on. In the policy agenda stage, the crowd in the game will play a nearly decisive role in the final formation and implementation of the policy.Therefore, different from the previous studies in which policy advice is discussed from the failure scheme, this paper focuses on the analysis of the reasons for the obstruction of reform.Therefore, from the perspective of history, the first part of this paper reviews the historical evolution of the pension insurance system in institutions, and briefly interprets the pilot program;The second part focuses on the analysis of the characteristics of institutions and personnel, especially the impact of these characteristics on the pension system. In the third part, from the perspective of social equity, it focuses on the enterprises in the current pension insurance system.Three of the most important components of public institutions and civil servants are compared and analyzed to explore the impact of people of different status on the reform of the system. The fourth part measures the pension benefits of the schemes drawn up in the pilot projects of the reform.In order to examine the treatment gap before and after the reform; through the analysis and study of the above four parts, naturally, in the fifth part, some policy recommendations for the pilot reform are drawn, while combining with the reform practice in Shenzhen City, Guangdong Province,At the end of this paper, the conclusion is formed.This paper holds that the reform is imperative and cannot be changed; the resistance in the reform is difficult to avoid and the reform is not strong enough to advance, but it is possible to reduce the resistance and ease the contradiction through appropriate means in the reform.
