【摘要】：新型農(nóng)村合作醫(yī)療，即“新農(nóng)合”。由政府進行組織、支持、引導。農(nóng)民自愿參加。政府、集體和個人多方籌資。以大病統(tǒng)籌為主的醫(yī)療互助共濟的制度。我國幾億農(nóng)廣大農(nóng)民的醫(yī)療條件改善與“新農(nóng)合”的建立是密不可分的，“新農(nóng)合”的建立可以有效的加快我國提高城鎮(zhèn)化進度并加快向小康社會邁進的步伐，更好的促進社會的公平性，緩解城市與農(nóng)村的二元結(jié)構(gòu)中的矛盾，有效的促進和諧社會的建設。 本文研究對象是L縣新型農(nóng)村合作醫(yī)療，，通過歷史資料等相關資料，研究建國后我國農(nóng)村醫(yī)療的發(fā)展歷史及現(xiàn)狀。采取抽樣、典型調(diào)查等社會調(diào)查類型開展調(diào)查研究工作，收集與課題相關的資料，對L縣新型農(nóng)村合作醫(yī)療在當前的實際運行所取得的效果，還有L縣采取的管理模式，L縣新農(nóng)合實施的監(jiān)督運行機制等方面進行分析整理，分析L縣新農(nóng)合運行中存在的問題，提出完善L縣新農(nóng)合制度相對應的政策建議。 總結(jié)來說，本文通過對L縣新型農(nóng)村合作醫(yī)療的分析調(diào)查，得出的結(jié)論主要有下面幾個方面： 1、通過下鄉(xiāng)深入到基層對相關參保人員進行實地走訪、問卷調(diào)查的方法，對L縣新型農(nóng)村合作醫(yī)療的具體操作過程，其新農(nóng)合的實際效果進行了相對比較系統(tǒng)和全面的總結(jié)。通過總結(jié)我們發(fā)現(xiàn)到，相關的參合農(nóng)民的參保醫(yī)院不強烈，其對新型農(nóng)村合作醫(yī)療的認識也很淺薄，他們對作為基層醫(yī)療服務單位的鄉(xiāng)鎮(zhèn)衛(wèi)生院的服務質(zhì)量也有所擔心，并且普遍認為新農(nóng)合的補助標準相對比較低。這些問題都是因為政府及新農(nóng)合管理部門的宣傳動員工作不到位造成的，所以還應加大對新型農(nóng)村合作醫(yī)療的宣傳動員工作力度。 2、對L縣新農(nóng)合制度的實際運行效果、采取的管理模式、監(jiān)督運行機制等幾個方面進行分析，總結(jié)整理L縣新型農(nóng)村合作醫(yī)療在實施過程中所存在的相關法律法規(guī)缺失、籌資機制不穩(wěn)定、農(nóng)村基層醫(yī)療機構(gòu)設備落后和服務水平較低等問題。 3、就L縣新農(nóng)合所實施的的籌資機制，運行的管理機制和過程中的監(jiān)督機制，分析后提出相對應的對策，以及建議。包括：加快新農(nóng)合的法制建設、建立持久穩(wěn)定的籌資機制、完善醫(yī)療體系，加強醫(yī)療基礎設施建設，還要做好政策宣傳動員工作等措施。
[Abstract]:New rural cooperative medical system, that is, "new rural cooperation."Organized, supported and guided by the government.Farmers volunteered to participate.Government, collective and individual financing.The system of medical aid and mutual aid, which is based on the coordination of serious illness.The improvement of medical condition of hundreds of millions of farmers in China is closely related to the establishment of "new rural cooperation". The establishment of "new rural cooperation" can effectively accelerate the progress of urbanization and step forward to a well-off society in China.Better promote the fairness of society, alleviate the contradiction between urban and rural dual structure, and effectively promote the construction of a harmonious society.The research object of this paper is the New Rural Cooperative Medical system in L County. The history and present situation of rural medical treatment in China after the founding of the people's Republic of China are studied through historical data and other relevant data.Adopting sampling, typical investigation and other types of social investigation to carry out investigation and research work, collecting information related to the subject, and the effect of the new rural cooperative medical system in L County on the actual operation at present.There is also the management mode adopted in L County, such as the supervision and operation mechanism of the implementation of New Rural Cooperation in L County. The problems existing in the operation of New Rural Cooperation in L County are analyzed, and the corresponding policy suggestions are put forward to perfect the New Rural Cooperation system in L County.In conclusion, through the analysis and investigation of the New Rural Cooperative Medical system in L County, the conclusions are as follows:1. Through going to the countryside to go deep to the grassroots to carry on the field visit to the relevant insured personnel, questionnaire method, the concrete operation process of the new rural cooperative medical system in L county, the actual effect of the new rural cooperative medical system is comparatively systematic and comprehensive summary.Through summing up, we find that the relevant participating farmers' participating and insured hospitals are not strong, their understanding of the new rural cooperative medical care is also very shallow, and they are also worried about the service quality of the township health centers, which are the primary medical service units.And it is generally believed that the standard of subsidies for NCMS is relatively low.These problems are caused by the lack of propaganda and mobilization work of the government and the new rural cooperative management department, so we should strengthen the propaganda and mobilization of the new rural cooperative medical care.2. Analyze the actual operation effect, management mode and supervision mechanism of the new rural cooperative medical system in L county, summarize and sort out the lack of relevant laws and regulations in the process of implementation of the new rural cooperative medical system in L county.Financing mechanism is unstable, rural primary medical facilities are backward and service level is low.3. According to the financing mechanism, the management mechanism and the supervision mechanism in the process, the corresponding countermeasures and suggestions are put forward after the analysis of the financing mechanism, the management mechanism and the supervision mechanism in the process of the New Rural Cooperation in L County.These measures include: speeding up the legal construction of the new rural cooperation, establishing a sustainable and stable financing mechanism, perfecting the medical system, strengthening the construction of medical infrastructure, and doing a good job in promoting and mobilizing policies and other measures.
