【摘要】：我國醫(yī)療保障制度發(fā)展了幾十年，目前已經(jīng)基本形成了“3+1”的醫(yī)療保障體系，，覆蓋城鄉(xiāng)的醫(yī)療保障制度框架初步建立，醫(yī)療保險總覆蓋人口超過13億人，全民醫(yī)療保險體系初步形成。由于我國的醫(yī)療保險制度長期受制于城鄉(xiāng)二元結(jié)構(gòu)，目前醫(yī)療保障制度的分割情況嚴重，已經(jīng)無法適應(yīng)現(xiàn)階段人員流動性的需要，同時也造成制度公平性的缺失，影響醫(yī)療保險的可持續(xù)發(fā)展，制約著社會經(jīng)濟的健康發(fā)展。隨著“十二五”規(guī)劃中明確提出了“健全覆蓋城鄉(xiāng)居民的基本醫(yī)療保障體系”的目標，下一步如何完善醫(yī)療保險架構(gòu)，構(gòu)建覆蓋城鄉(xiāng)全體居民的一體化醫(yī)療保障體系，也就是實現(xiàn)城鄉(xiāng)醫(yī)療保險政策一體化，將成為醫(yī)療保險改革工作的核心。本文以此為背景，以實現(xiàn)城鄉(xiāng)醫(yī)療保險政策一體化為研究目標，在總結(jié)了有關(guān)理論的基礎(chǔ)上，重點分析了城鄉(xiāng)醫(yī)療保險政策一體化存在的困境及其成因，從而提出了實現(xiàn)城鄉(xiāng)醫(yī)療保險政策一體化的建議，力圖為我國城鄉(xiāng)醫(yī)療保險制度的發(fā)展提供參考。 全文共六章，具體如下： 第一章緒論，對論文選題的目的、意義以及研究的目標、內(nèi)容概述進行介紹。第二章提出城鄉(xiāng)醫(yī)療保險政策一體化的基礎(chǔ)理論，探討實現(xiàn)城鄉(xiāng)醫(yī)療保險政策一體化可參考的理論依據(jù)。第三章提出了城鄉(xiāng)醫(yī)療保險政策一體化的具體內(nèi)容，對其內(nèi)涵、必要性和可行性進行了分析。第四章提出了城鄉(xiāng)醫(yī)療保險政策一體化存在的困境。第五章深入分析了導致城鄉(xiāng)醫(yī)療保險政策一體化困境的原因，為下一步提出推進一體化建設(shè)的建議提供依據(jù)。第六章提出了實現(xiàn)城鄉(xiāng)醫(yī)療保險政策一體化的建議，并做了一些有效性分析。最后結(jié)論部分總結(jié)了論文研究的結(jié)論。
[Abstract]:The medical security system of our country has developed for several decades. At present, it has basically formed a "31" medical security system. The framework of the medical security system covering urban and rural areas has been preliminarily established, with a total population of over 1.3 billion people covered by medical insurance.The national medical insurance system was initially formed.Because the medical insurance system of our country is subject to the dual structure of urban and rural areas for a long time, the current medical security system is divided seriously and can not meet the needs of personnel mobility at the present stage. At the same time, it also results in the lack of fairness in the system.It affects the sustainable development of medical insurance and restricts the healthy development of social economy.With the clear goal of "perfecting the basic medical security system covering urban and rural residents" in the 12th Five-Year Plan, how to perfect the medical insurance framework and build an integrated medical security system covering all urban and rural residents,That is to achieve the integration of urban and rural medical insurance policy, will become the core of medical insurance reform.Based on this background, and taking the integration of urban and rural medical insurance policy as the research goal, based on the summary of relevant theories, this paper focuses on the analysis of the difficulties and causes of the integration of urban and rural medical insurance policies.The paper puts forward some suggestions to realize the integration of urban and rural medical insurance policy, and tries to provide reference for the development of urban and rural medical insurance system in China.The full text consists of six chapters, as follows:The first chapter introduces the purpose, significance, research goal and content of the thesis.The second chapter puts forward the basic theory of the integration of urban and rural medical insurance policy, and discusses the theoretical basis for realizing the integration of urban and rural medical insurance policy.The third chapter puts forward the specific contents of the integration of urban and rural medical insurance policy, and analyzes its connotation, necessity and feasibility.The fourth chapter puts forward the dilemma of the integration of urban and rural medical insurance policy.The fifth chapter analyzes the causes of the integration of urban and rural medical insurance policy, and provides the basis for the next step to promote the integration of the construction.The sixth chapter puts forward some suggestions to realize the integration of urban and rural medical insurance policy, and makes some effective analysis.The conclusion part summarizes the conclusion of the thesis.
