【摘要】:我國地理位置特殊、地形復(fù)雜,是世界上自然災(zāi)害最嚴(yán)重的國家之一。加上近年來全球氣候環(huán)境惡化,洪水、干旱、臺(tái)風(fēng)和地震等我國巨大自然災(zāi)害頻發(fā),給農(nóng)業(yè)帶來嚴(yán)重?fù)p失,威脅到我國農(nóng)業(yè)發(fā)展和社會(huì)經(jīng)濟(jì)的穩(wěn)定。例如,2008年-2012年,自然災(zāi)害共造成農(nóng)作物受災(zāi)面積達(dá)18206.3萬公頃,農(nóng)業(yè)直接經(jīng)濟(jì)損失總計(jì)26897.5億元,平均每年有4.2億人次受災(zāi)。因此,農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理問題越來越受到社會(huì)各界的廣泛關(guān)注。 農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)影響范圍廣、造成的損失嚴(yán)重,單個(gè)農(nóng)戶或者農(nóng)村集體很難應(yīng)對(duì),加之農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)是一種“準(zhǔn)公共風(fēng)險(xiǎn)”,需要政府作為強(qiáng)大的后盾。2013年開始實(shí)施的《農(nóng)業(yè)保險(xiǎn)條例》中明確提出要建立農(nóng)業(yè)大災(zāi)風(fēng)險(xiǎn)分散機(jī)制,但對(duì)于政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中應(yīng)該發(fā)揮何種職能并沒有明確界定。為了避免政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中出現(xiàn)“大包大攬”或者“袖手旁觀”的情況,需要根據(jù)我國具體國情分析政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中的職能發(fā)揮問題。 本文試圖明確界定政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中的職能,以期充分發(fā)揮市場(chǎng)機(jī)制,改善政府的服務(wù)職能,并促進(jìn)二者協(xié)調(diào)配合,加強(qiáng)對(duì)農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理,維護(hù)農(nóng)業(yè)和經(jīng)濟(jì)社會(huì)的穩(wěn)定。 本文研究的主要內(nèi)容有:第一,以諸多農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理相關(guān)理論為基礎(chǔ),,以界定農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中的政府職能為主要研究?jī)?nèi)容,從農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)屬性入手分析得出我國政府非常有必要參與農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理。第二,對(duì)我國當(dāng)前農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理現(xiàn)狀進(jìn)行詳細(xì)描述,分析我國政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中的職能發(fā)揮現(xiàn)狀。第三,通過比較并借鑒國外政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中的職能定位,得出我國政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理中應(yīng)該是組織者、協(xié)調(diào)者和引導(dǎo)者的角色。第四,針對(duì)目前我國政府在農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理職能發(fā)揮中存在的問題,提出相應(yīng)的對(duì)策建議:如政府要組織農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理的法律法規(guī)建設(shè);設(shè)立農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)管理局來協(xié)調(diào)各相關(guān)部門工作;充分發(fā)揮市場(chǎng)功能建立多層次的農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)分散機(jī)制;注重非工程性措施在農(nóng)業(yè)巨災(zāi)的防災(zāi)減災(zāi)中的使用等。
[Abstract]:China is one of the most serious natural disasters in the world because of its special geographical location and complex terrain.In recent years, the global climate environment has deteriorated, floods, droughts, typhoons and earthquakes and other huge natural disasters occur frequently in China, which brings serious losses to agriculture and threatens the development of agriculture and the stability of social economy in China.For example, from 2008 to 2012, natural disasters affected 182.063 million hectares of crops, and direct economic losses from agriculture totalled 2.68975 trillion yuan, with an average of 420 million disasters per year.Therefore, agricultural catastrophe risk management has attracted more and more attention from all walks of life.Agricultural catastrophe risk is a kind of "quasi-public risk" because of its wide range of impacts and serious losses, which makes it difficult for individual farmers or rural collectives to cope with it.In 2013, the Agricultural Insurance regulations put forward the establishment of agricultural catastrophe risk dispersion mechanism, but there is no clear definition of what functions the government should play in agricultural catastrophe risk management.In order to avoid the situation of "all-out" or "standing idly by" in the management of agricultural catastrophe risk, it is necessary to analyze the function of government in agricultural catastrophe risk management according to the specific conditions of our country.This paper attempts to clearly define the functions of the government in agricultural catastrophe risk management, in order to give full play to the market mechanism, improve the service function of the government, and promote the coordination between the two to strengthen the management of agricultural catastrophe risk.Maintain agricultural and economic and social stability.The main contents of this paper are as follows: first, based on many theories of agricultural catastrophe risk management, defining the government function in agricultural catastrophe risk management is the main research content.From the analysis of the attribute of agricultural catastrophe risk, it is very necessary for our government to participate in agricultural catastrophe risk management.Secondly, the current situation of agricultural catastrophe risk management in China is described in detail, and the function of our government in agricultural catastrophe risk management is analyzed.Thirdly, by comparing and drawing lessons from the functions of foreign governments in agricultural catastrophe risk management, it is concluded that our government should be the organizer, coordinator and guide in agricultural catastrophe risk management.Fourthly, in view of the problems existing in the function of agricultural catastrophe risk management, the corresponding countermeasures and suggestions are put forward: for example, the government should organize the construction of laws and regulations of agricultural catastrophe risk management;Establish agricultural catastrophe risk management bureau to coordinate the work of relevant departments; give full play to market function to establish a multi-level agricultural catastrophe risk dispersal mechanism; pay attention to the use of non-engineering measures in agricultural catastrophe disaster prevention and mitigation.
