【摘要】：農(nóng)業(yè)在我國的國民經(jīng)濟(jì)發(fā)展中有著非常重要的地位,中國自古以來就是農(nóng)業(yè)大國,“三農(nóng)”問題不僅關(guān)系到廣大農(nóng)民的切身利益,更關(guān)乎到一個(gè)國家的穩(wěn)定與和諧,是關(guān)系國計(jì)民生的重大問題。中國地域廣袤,自然資源豐富,但同時(shí)也是自然災(zāi)害較為嚴(yán)重的國家之一。國家每年都會(huì)為自然災(zāi)害造成的農(nóng)業(yè)損失付出沉重的代價(jià)。江西作為全國著名的糧食大省之一,每年都深受自然災(zāi)害對(duì)農(nóng)產(chǎn)品帶來的巨大損失。隨著國家政府對(duì)“三農(nóng)問題”日益重視,建立全省乃至全國的農(nóng)業(yè)保險(xiǎn)機(jī)制勢(shì)在必得。 本文以農(nóng)業(yè)經(jīng)濟(jì)學(xué)和保險(xiǎn)學(xué)中的相關(guān)理論為依據(jù),分析前人在農(nóng)業(yè)保險(xiǎn)制度方面已形成的結(jié)果,結(jié)合江西省農(nóng)業(yè)保險(xiǎn)的實(shí)際情況,采取恰當(dāng)?shù)难芯糠椒ㄟM(jìn)行了深層次的探討。文章從農(nóng)業(yè)保險(xiǎn)的準(zhǔn)公共物品理論出發(fā),借鑒比較美國、法國、日本、巴西等發(fā)達(dá)國家的農(nóng)業(yè)保險(xiǎn)的發(fā)展模式,對(duì)我國及江西農(nóng)業(yè)保險(xiǎn)發(fā)展現(xiàn)狀及存在的問題進(jìn)行分析,并在此基礎(chǔ)上就如何發(fā)展江西農(nóng)業(yè)保險(xiǎn)提出對(duì)策和建議。 全文共五章,由緒論、正文、結(jié)論三部分組成。 第一章,緒論。緒論部分主要包括三個(gè)部分,即本文的研究背景和研究意義、國內(nèi)外關(guān)于農(nóng)業(yè)保險(xiǎn)的研究現(xiàn)狀和文章的思路與研究方法,在文章的創(chuàng)作中,筆者對(duì)可能的創(chuàng)新之處也做了說明。 第二章,農(nóng)業(yè)保險(xiǎn)理論概述。界定保險(xiǎn)和農(nóng)業(yè)保險(xiǎn)的概念,闡述了兩者的含義和兩者之間的區(qū)別和特征。針對(duì)目前在西方發(fā)達(dá)國家中已經(jīng)形成的較為完整的農(nóng)業(yè)保險(xiǎn)理論進(jìn)行了探討,如馬克思的農(nóng)業(yè)保險(xiǎn)理論、新制度經(jīng)濟(jì)理論、福利經(jīng)濟(jì)理論等。這些理論在西方國家的農(nóng)業(yè)保險(xiǎn)發(fā)展過程中起到了至關(guān)重要的作用,通過這些理論的研究對(duì)發(fā)展我國農(nóng)業(yè)保險(xiǎn)有重要的借鑒意義。 第三章,江西農(nóng)業(yè)保險(xiǎn)發(fā)展的現(xiàn)狀與原因分析。首先,闡述中國農(nóng)業(yè)保險(xiǎn)發(fā)展的現(xiàn)狀,再次,研究分析中國農(nóng)業(yè)發(fā)展存在的問題。最后,結(jié)合江西省農(nóng)業(yè)保險(xiǎn)發(fā)展的現(xiàn)實(shí)情況及存在的問題,進(jìn)行了探討。 第四章,國外農(nóng)業(yè)保險(xiǎn)發(fā)展的經(jīng)驗(yàn)借鑒。美國、日本、法國三個(gè)國家在農(nóng)業(yè)保險(xiǎn)體系的構(gòu)建方面較為完善,文中對(duì)這三個(gè)國家的農(nóng)業(yè)保險(xiǎn)體系進(jìn)行了全面的分析,并歸納他們各自的發(fā)展經(jīng)驗(yàn),以期可以對(duì)我國的農(nóng)業(yè)保險(xiǎn)制度的構(gòu)建提供借鑒意義。 第五章,發(fā)展江西農(nóng)業(yè)保險(xiǎn)所需的對(duì)策研究。主要從政府作為、建立地方農(nóng)業(yè)保險(xiǎn)法、保險(xiǎn)公司作為等方面進(jìn)行了探討,建議采取突出政府主導(dǎo)作用,采取政策性農(nóng)業(yè)保險(xiǎn)與互助制保險(xiǎn)相結(jié)合,加快地方農(nóng)險(xiǎn)保險(xiǎn)立法,健全法規(guī)制度,建立適合江西省省情的區(qū)域農(nóng)業(yè)保險(xiǎn)制度,構(gòu)建多層次、多元化的農(nóng)業(yè)保險(xiǎn)體系,加大政府對(duì)政策性農(nóng)業(yè)保險(xiǎn)扶持力度,設(shè)立政策性農(nóng)業(yè)保險(xiǎn)監(jiān)管機(jī)構(gòu),保險(xiǎn)公司完善保險(xiǎn)服務(wù)體系和開發(fā)新險(xiǎn)種等措施。
[Abstract]:Agriculture plays a very important role in the national economic development of our country. China has been a big agricultural country since ancient times. The issue of "agriculture, rural areas and farmers" is not only related to the vital interests of farmers, but also to the stability and harmony of a country.Is a major issue related to the national economy and people's livelihood.China is one of the countries with a large area and abundant natural resources, but also one of the most serious natural disasters.Every year, the country pays a heavy price for the agricultural losses caused by natural disasters.Jiangxi, as one of the most famous grain provinces in China, suffers great losses from natural disasters every year.With the national government pay more and more attention to the "three rural issues", it is necessary to establish the agricultural insurance mechanism of the whole province and even the whole country.Based on the relevant theories of agricultural economics and insurance, this paper analyzes the results of the agricultural insurance system of the predecessors, and combines the actual situation of the agricultural insurance in Jiangxi Province, and adopts appropriate research methods to carry on the deep level discussion.Based on the quasi-public goods theory of agricultural insurance, this paper compares the development models of agricultural insurance in developed countries such as the United States, France, Japan, Brazil and so on, and analyzes the present situation and existing problems of agricultural insurance in China and Jiangxi.On this basis, the author puts forward countermeasures and suggestions on how to develop Jiangxi agricultural insurance.The full text consists of five chapters, consisting of three parts: introduction, text and conclusion.Chapter one, introduction.The introduction part mainly includes three parts, that is, the research background and significance of this paper, the present situation of the research on agricultural insurance at home and abroad, the ideas and research methods of the article, the author also explains the possible innovations in the creation of the article.The second chapter is an overview of agricultural insurance theory.This paper defines the concepts of insurance and agricultural insurance, and expounds their meanings, differences and characteristics.This paper probes into the relatively complete agricultural insurance theory which has been formed in the western developed countries, such as Marx's agricultural insurance theory, the new system economy theory, the welfare economy theory and so on.These theories play an important role in the development of agricultural insurance in western countries.The third chapter, Jiangxi agriculture insurance development present situation and the reason analysis.Firstly, the present situation of agricultural insurance development in China is expounded. Thirdly, the problems existing in agricultural development in China are studied and analyzed.Finally, combined with the development of agricultural insurance in Jiangxi Province, the actual situation and existing problems are discussed.The fourth chapter, foreign agricultural insurance development experience.Three countries, the United States, Japan and France, are comparatively perfect in the construction of agricultural insurance system. In this paper, the agricultural insurance system of these three countries is comprehensively analyzed, and their respective development experiences are summarized.In order to provide reference for the construction of agricultural insurance system in China.The fifth chapter, the development Jiangxi agricultural insurance needs the countermeasure research.This paper mainly discusses the establishment of local agricultural insurance law and insurance company as the government, and proposes to adopt the leading role of the government, the combination of policy-oriented agricultural insurance and mutual-aid insurance, and accelerate the legislation of local agricultural insurance.To improve the legal system, to establish a regional agricultural insurance system suitable for the situation in Jiangxi Province, to build a multi-level and diversified agricultural insurance system, to increase government support for policy-oriented agricultural insurance, and to set up a regulatory body for policy-oriented agricultural insurance.Insurance companies to improve the insurance service system and the development of new types of insurance and other measures.
