【摘要】：經過三十多年來社會主義市場經濟體制的建立與運行，我國中小企業(yè)得到了長足發(fā)展，量大面廣，分布在國民經濟中各個部門，成為國民經濟中的重要組成部分，在解決就業(yè)問題、為國家增加稅收以及促進經濟增長等多方面發(fā)揮著重要作用。但是中小企業(yè)員工的社會保障狀況與大型企業(yè)特別是大型國有企業(yè)員工相比還有很大差距，存在諸多問題。由于制度、企業(yè)、員工等多方面的缺陷，導致中小企業(yè)員工的參保率低，參加保險的積極性不高，社會保險的推行面臨困難。而社會保障制度的全覆蓋對于維護社會公平，創(chuàng)建和諧社會有著重要意義，這就提出了一個重要問題：如何盡快提高對中小企業(yè)員工社會保險的覆蓋面，促進社會保障功能更加高效的發(fā)揮？ 本文將社會保險理論與山西高平市（縣級市）中小企業(yè)員工社會保險的實際情況相結合，，在運用社會保險一般理論進行深入研究的基礎上，針對典型企業(yè)的參保狀況進行了社會調查，并通過訪談等方式進一步深入了解，通過這些調查所得到的數據對高平市中小企業(yè)員工參與社會保險制度的現(xiàn)狀進行分析，找出高平市中小企業(yè)社會保險運行及管理中存在的問題，進而深入分析產生這些問題的原因，同時從構成社會保險的養(yǎng)老保險、醫(yī)療保險、生育保險、工傷保險、失業(yè)保險五個險種進行分析，總結出解決問題的建議，為改變高平市中小企業(yè)員工社會保險的現(xiàn)狀提供一定的參考。
[Abstract]:After more than 30 years of the establishment and operation of the socialist market economy system, the small and medium-sized enterprises in our country have made considerable progress, with a wide range of quantity and distribution in various sectors of the national economy, and have become an important part of the national economy.It plays an important role in solving the employment problem, increasing tax revenue and promoting economic growth.However, compared with large enterprises, especially large state-owned enterprises, the social security situation of small and medium-sized enterprises still has a big gap, and there are many problems.Due to the defects of system, enterprises and employees, the participation rate of employees in small and medium-sized enterprises is low, the enthusiasm of participating in insurance is not high, and the implementation of social insurance is facing difficulties.The full coverage of the social security system is of great significance for maintaining social equity and building a harmonious society, which raises an important question: how to improve the coverage of social insurance for small and medium-sized enterprise employees as soon as possible.Promoting more efficient use of social security?This paper combines the theory of social insurance with the actual situation of employee social insurance in small and medium-sized enterprises in Gaoping City, Shanxi Province, on the basis of the deep research on the general theory of social insurance.Based on the social investigation of typical enterprises, and through interviews and other ways to further understand, through the data obtained from these surveys to analyze the current situation of staff participation in the social insurance system of small and medium-sized enterprises in Gaoping City.To find out the problems existing in the operation and management of social insurance for small and medium-sized enterprises in Gaoping City, and then analyze the causes of these problems in depth, and at the same time, from the endowment insurance, medical insurance, maternity insurance, industrial injury insurance, which constitute social insurance,This paper analyzes the five kinds of unemployment insurance, sums up the suggestions to solve the problem, and provides some references for changing the present situation of social insurance for the employees of small and medium-sized enterprises in Gaoping City.
