【摘要】：政策性農(nóng)業(yè)保險發(fā)展的問題,是一個長久以來困擾中國政府而亟待解決的歷史性。中國是一個農(nóng)業(yè)生產(chǎn)比重較大的國家,農(nóng)業(yè)關(guān)乎國民生活,同時也關(guān)乎國民經(jīng)濟,但由于農(nóng)業(yè)的弱勢性,其生產(chǎn)容易受到自然因素的影響,農(nóng)業(yè)災(zāi)害發(fā)生產(chǎn)生損失大,農(nóng)產(chǎn)品價格波動大,不同地域生長差別大都是其主要特點,也正是這些特點為保障農(nóng)業(yè)穩(wěn)定發(fā)展的工作帶來了巨大隱患。農(nóng)業(yè)保險的誕生,有效地減小自然災(zāi)害等因素對其發(fā)展的影響程度,為農(nóng)業(yè)生產(chǎn)所面臨的風(fēng)險問題提出了解決路徑。但是,發(fā)展農(nóng)業(yè)保險和發(fā)展好農(nóng)業(yè)保險又是兩個截然不同的命題。中國幅員遼闊,不同地區(qū)氣候環(huán)境迥異,自然災(zāi)害發(fā)生頻繁,中國政府針對此狀況雖然很早就開始農(nóng)業(yè)保險的相關(guān)研究和發(fā)展,但多以失敗告終。找到一條適合中國農(nóng)業(yè)保險發(fā)展的道路,才是農(nóng)險工作開展的重點。 本文將以河南省地區(qū)的政策性農(nóng)業(yè)保險工作為突破口,建立在各種相關(guān)理論基礎(chǔ)之上,針對河南省農(nóng)業(yè)以及農(nóng)業(yè)保險的發(fā)展現(xiàn)狀,陳列發(fā)展數(shù)據(jù),挖掘制約河南省農(nóng)業(yè)保險發(fā)展的因素并進(jìn)行分析,通過借鑒其他國家和地區(qū)成功的農(nóng)業(yè)保險發(fā)展經(jīng)驗,提出河南省政策性農(nóng)業(yè)保險發(fā)展思路和對策建議,對相關(guān)工作起到指導(dǎo)作用。 全文一共分為五部分。第一部分是緒論,主要闡述了論文的選題背景和研究目的意義,列舉了國內(nèi)外研究現(xiàn)狀及水平,提出了本篇論文的寫作思路、研究方法以及創(chuàng)新點。第二部分是政策性農(nóng)業(yè)保險的相關(guān)概念,主要交代了農(nóng)業(yè)保險以及政策性農(nóng)業(yè)保險的意義,陳述了本文研究的理論基礎(chǔ),指出了政策性農(nóng)業(yè)保險和商業(yè)性農(nóng)業(yè)保險的不同并說明本文將以政策性農(nóng)業(yè)保險為研究點。第三部分是對河南省農(nóng)業(yè)發(fā)展歷史、現(xiàn)狀以及現(xiàn)階段政策性農(nóng)業(yè)保險經(jīng)營存在的問題進(jìn)行分析。第四部分是通過對比美國、法國、日本和國內(nèi)上海、江蘇和內(nèi)蒙古三地區(qū)農(nóng)業(yè)保險發(fā)展模式和現(xiàn)狀,對其成功的經(jīng)驗進(jìn)行借鑒。第五部分筆者從政府層面、承保機構(gòu)層面以及民眾層面對河南省政策性農(nóng)業(yè)保險提出發(fā)展思路和對策建議。
[Abstract]:The development of policy-oriented agricultural insurance is a historical problem that has been puzzling the Chinese government for a long time.China is a country with a large proportion of agricultural production. Agriculture is not only related to the life of the people, but also to the national economy. However, because of the weakness of agriculture, its production is easily affected by natural factors, and agricultural disasters cause great losses.The price of agricultural products fluctuates greatly, and the difference of growth in different regions is its main characteristic. It is these characteristics that bring great hidden trouble to the work of ensuring the stable development of agriculture.The birth of agricultural insurance effectively reduces the impact of natural disasters and other factors on its development and provides a solution to the risk problems faced by agricultural production.However, the development of agricultural insurance and the development of agricultural insurance are two very different proposition.China has a vast territory, different climate and environment, frequent natural disasters, although the Chinese government began to research and develop agricultural insurance early, but most of them ended in failure.Finding a road suitable for the development of China's agricultural insurance is the focus of agricultural insurance work.This paper will take the policy-oriented agricultural insurance work in Henan Province as the breakthrough point, establish on the basis of various relevant theories, and display the development data in view of the present development situation of agriculture and agricultural insurance in Henan Province.This paper excavates the factors that restrict the development of agricultural insurance in Henan Province and analyzes the development experience of agricultural insurance in other countries and regions, and puts forward the development ideas and countermeasures of policy agricultural insurance in Henan Province.Play a guiding role in related work.The full text is divided into five parts altogether.The first part is the introduction, which mainly expounds the background and significance of the research, enumerates the status quo and level of research at home and abroad, and puts forward the writing ideas, research methods and innovation points of this paper.The second part is the related concepts of policy-oriented agricultural insurance, mainly explained the significance of agricultural insurance and policy-oriented agricultural insurance, and stated the theoretical basis of this paper.This paper points out the difference between policy-oriented agricultural insurance and commercial agricultural insurance and explains that this paper will take policy-oriented agricultural insurance as the research point.The third part is to analyze the agricultural development history, the present situation and the existing problems of policy agricultural insurance management in Henan Province.The fourth part is to compare the development model and current situation of agricultural insurance in America, France, Japan and Shanghai, Jiangsu and Inner Mongolia, and draw lessons from its successful experience.The fifth part of the author from the government level, underwriting institutions and the public level to Henan policy-oriented agricultural insurance development ideas and suggestions.
