【摘要】：面對全球金融危機延續(xù)、貿易保護主義抬頭和航運市場低迷的復雜國際環(huán)境,上海如何深化航運保險供給側改革、積極對接“一帶一路”戰(zhàn)略以提高國際競爭力值得深入思考。航運保險是維持我國航運業(yè)正常發(fā)展的重要保障,在提升我國航運中心建設中具有舉足輕重的地位。盡管我國航運保險有一定的發(fā)展,尤其作為我國最強國際航運中心的上海,但相比倫敦、新加坡和紐約等世界著名航運中心還有很大差距。本文首先對航運保險國內外現實市場和學術研究現狀進行闡述,指出研究航運保險競爭力的必要性。然后根據航運保險的特殊性,構建兩級航運保險競爭力的評價指標體系。接著使用模糊灰色綜合評價法對上海、倫敦、香港和新加坡的航運保險競爭力進行評價,又使用邊際產出方法對評價結果進行分析。最后根據分析結果提出發(fā)展上海航運保險競爭力意義與對策。本文的主要結論如下:1)發(fā)展上海航運保險十分必要,航運保險是既涉及到高端航運服務業(yè),又涉及到金融業(yè)務。發(fā)展上海航運保險業(yè),對加快國際航運中心和國際金融中心發(fā)展具有重大意義,同時也可以加快上海自貿區(qū)對接“一帶一路”戰(zhàn)略的步伐;2)航運保險競爭力指標復雜,通過對航運保險競爭力指標的調研,形成兩級指標體系,其中一級指標有:法律環(huán)境、稅收環(huán)境、經紀人市場、保險企業(yè)和市場環(huán)境;3)上海促進航運保險競爭力需要多方努力,發(fā)展保險市場是提高上海航運保險競爭力最快步驟,同時還需要完善航運保險法律建設、構建航運保險人才培養(yǎng)機制、實施航運保險財稅優(yōu)惠政策、創(chuàng)新航運保險產品和加強航運保險市場監(jiān)管。
[Abstract]:Facing the complex international environment of the continuation of the global financial crisis, the rise of trade protectionism and the downturn of the shipping market, how to deepen the supply-side reform of shipping insurance in Shanghai and actively connect with "Belt and Road" strategy in order to improve international competitiveness is worth further thinking.Shipping insurance is an important guarantee to maintain the normal development of China's shipping industry and plays an important role in promoting the construction of China's shipping center.Although China's shipping insurance has some development, especially Shanghai, which is the strongest international shipping center in China, there is still a big gap compared with London, Singapore and New York and other famous shipping centers in the world.In this paper, the current situation of domestic and international market and academic research of shipping insurance is expounded, and the necessity of studying the competitiveness of shipping insurance is pointed out.Then, according to the particularity of shipping insurance, the evaluation index system of the competitiveness of two-level shipping insurance is constructed.Then the fuzzy grey comprehensive evaluation method is used to evaluate the competitiveness of shipping insurance in Shanghai, London, Hong Kong and Singapore, and the marginal output method is used to analyze the evaluation results.Finally, according to the analysis results, the significance and countermeasures of developing Shanghai shipping insurance competitiveness are put forward.The main conclusions of this paper are as follows: (1) it is necessary to develop Shanghai shipping insurance, which involves both high-end shipping services and financial services.The development of Shanghai shipping and insurance industry is of great significance to accelerating the development of international shipping center and international financial center. At the same time, it can also accelerate the pace of "Belt and Road" strategy in Shanghai's free trade zone.Through the investigation of the indexes of the competitiveness of shipping insurance, a two-level index system is formed. Among them, the first-level indicators include: legal environment, tax environment, broker market, insurance enterprise and market environment) Shanghai needs many efforts to promote the competitiveness of shipping insurance.The development of the insurance market is the fastest step to improve the competitiveness of Shanghai's shipping insurance. At the same time, it is also necessary to improve the legal construction of shipping insurance, build up a mechanism for training shipping insurance personnel, and implement preferential policies on finance and taxation of shipping insurance.Innovate shipping insurance products and strengthen the supervision of shipping insurance market.
