【摘要】：城鄉(xiāng)居民基本養(yǎng)老保險是統(tǒng)籌城鄉(xiāng)發(fā)展的重要組成部分,在維護居民基本利益方面有著重要的作用。隨著經(jīng)濟的發(fā)展,城鄉(xiāng)差距的擴大,城鄉(xiāng)居民養(yǎng)老保障方面的差異已經(jīng)成為影響社會穩(wěn)定和制約經(jīng)濟均衡發(fā)展的重要因素,勢必進行統(tǒng)籌。本文以河南N縣為例,對城鄉(xiāng)居民養(yǎng)老保險一體化推進中存在的問題進行探討,旨在為城鄉(xiāng)居民養(yǎng)老保險一體化實踐提供思路與指導。論文基于社會公平理論和政府責任理論,運用個案研究的方法,對河南N縣社保中心和相關(guān)居民進行實地調(diào)查,開展研究,通過實施背景、實施政策、實施效果等三個方面對城鎮(zhèn)居民養(yǎng)老保險和新型農(nóng)村養(yǎng)老保險進行對比分析,可以看出在養(yǎng)老保險二元化的背景下,城鎮(zhèn)居民與農(nóng)村居民享受養(yǎng)老保險福利的權(quán)利是不平等的,其制度設計的起點就存在著不平等的現(xiàn)象,兩者的養(yǎng)老保險覆蓋面差別較大。因此,養(yǎng)老保險制度一體化必然成為實現(xiàn)社會公平正義的必由之路。N縣在實施城鄉(xiāng)居民養(yǎng)老保險一體化改革中取得了明顯的效果,初步實現(xiàn)了養(yǎng)老保險制度的全覆蓋,養(yǎng)老保險制度保障效果比較明顯,城鄉(xiāng)居民的養(yǎng)老壓力問題得到有效緩解。但由于該制度實施時間尚短,相關(guān)政策措施也在實踐中摸索,因此在推進過程中仍然存在不少亟待解決的問題,如資金籌措困難,管理水平不高,監(jiān)督管理執(zhí)行不到位,部分群眾參保積極性不高等,究其原因,是基層政府服務效率的不高、職能缺位,形式化的監(jiān)督機制和群眾參保存在顧慮等因素綜合影響的結(jié)果。深化城鄉(xiāng)居民養(yǎng)老保險一體化改革,應該通過提高政府補貼標準、完善基金管理制度、建立財政和基金共擔的機制來提高籌資標準與保障水平;要加快基層政府的職能轉(zhuǎn)變;優(yōu)化監(jiān)管資源配置,建立完善的監(jiān)管體系;要統(tǒng)籌城鄉(xiāng)發(fā)展,發(fā)展地方特色經(jīng)濟,提高居民收入水平,提升居民繳費能力;要加大政策宣傳力度,轉(zhuǎn)變傳統(tǒng)養(yǎng)老觀念,提高居民參保積極性;通過建立靈活多樣的養(yǎng)老服務供給機制,建立統(tǒng)一的養(yǎng)老保險電子信息平臺,強化基礎服務站點的建設,完善的經(jīng)辦服務體系。
[Abstract]:The basic old-age insurance for urban and rural residents is an important part of urban and rural development and plays an important role in safeguarding the basic interests of residents.With the development of economy and the widening of the gap between urban and rural areas, the difference of pension security between urban and rural residents has become an important factor affecting social stability and restricting the balanced development of economy.Taking N County of Henan Province as an example, this paper discusses the problems existing in the promotion of the integration of urban and rural residents' old-age insurance, in order to provide ideas and guidance for the practice of the integration of urban and rural residents' old-age insurance.Based on the theory of social equity and the theory of government responsibility, this paper applies the method of case study to carry out field investigation on social security center and related residents in N County of Henan Province, carry out research, implement policies through the implementation background.By comparing and analyzing the pension insurance of urban residents and the new rural old-age insurance in three aspects, we can see that under the background of dual endowment insurance, the rights of urban residents and rural residents to enjoy pension insurance benefits are not equal.There is inequality in the starting point of the system design, and the coverage of pension insurance is quite different between them.Therefore, the integration of endowment insurance system must become the only way to realize social equity and justice. N County has achieved obvious results in implementing the reform of urban and rural residents' pension insurance integration, and has initially realized the full coverage of the pension insurance system.The effect of the pension insurance system is obvious, and the aged pressure of urban and rural residents has been effectively alleviated.However, due to the short implementation time of the system and the exploration of relevant policies and measures in practice, there are still many urgent problems to be solved in the process of promotion, such as the difficulty of raising funds, the low level of management, the lack of supervision and management, and the lack of implementation of supervision and management.Some people's enthusiasm for participating in insurance is not high, the reason is that the efficiency of grass-roots government service is not high, the function is absent, the formal supervision mechanism and the concern of the masses participating in the insurance are the result of the comprehensive influence of such factors as the low efficiency of the grass-roots government service, the absence of functions, and so on.In order to deepen the reform of urban and rural residents' old-age insurance integration, we should improve the standard of raising funds and guarantee level by raising the standard of government subsidy, perfecting the fund management system, establishing the mechanism of finance and fund sharing, and speeding up the function transformation of grass-roots government.We should optimize the allocation of regulatory resources, establish a sound regulatory system, coordinate urban and rural development, develop the economy with local characteristics, raise the income level of residents, and enhance the ability of residents to pay fees.Improve the enthusiasm of residents to participate in insurance, through the establishment of flexible and diverse pension service supply mechanism, establish a unified electronic information platform of old-age insurance, strengthen the construction of basic service sites, improve the service system.
