【摘要】：社會養(yǎng)老保險(xiǎn)制度是我國社會保障制度的重要組成部分，其目的是通過具體的制度安排將社會養(yǎng)老保險(xiǎn)基金發(fā)放到離退休的老年人手中，以保障他們的基本生活需要。然而伴隨著我國越來越嚴(yán)重的人口老齡化問題，如何解決老年群體的養(yǎng)老問題已經(jīng)成為我國社會養(yǎng)老保險(xiǎn)制度建設(shè)的當(dāng)務(wù)之急。社會養(yǎng)老保險(xiǎn)制度是保持社會穩(wěn)定與經(jīng)濟(jì)長期可持續(xù)發(fā)展必不可少的社會制度。 城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)，作為社會養(yǎng)老保險(xiǎn)最重要的組成部分，其運(yùn)行效率將直接影響到老年群體所能接受到的社會福利待遇水平。我國應(yīng)當(dāng)重視城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)的實(shí)施與完善。然而目前社會保障領(lǐng)域的相關(guān)研究中，專門針對城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)效率的研究還不夠豐富，而且此類研究大多局只限于定性分析。通過本人對大量文獻(xiàn)的閱讀與梳理，總結(jié)出現(xiàn)有相關(guān)研究主要有三個(gè)方向：一是簡要介紹國外社會養(yǎng)老保險(xiǎn)制度的運(yùn)行管理方式；二是著重于社會養(yǎng)老保險(xiǎn)本身，，對社會養(yǎng)老保險(xiǎn)基金收支、賬戶運(yùn)行以及替代率水平的相關(guān)研究；三是重點(diǎn)探求我國養(yǎng)老保險(xiǎn)制度模式的選擇和改革方面。 本文旨在通過建立地方城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)效率評估體系，利用DEA效率評價(jià)方法，對江蘇省城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)效率水平進(jìn)行評估，其結(jié)果可以為相關(guān)政府部門改進(jìn)當(dāng)前社會養(yǎng)老保險(xiǎn)工作方式及政策制定等方面提供理論基礎(chǔ)。本文主要從以下幾個(gè)方面進(jìn)行研究： 首先，對國內(nèi)外社會養(yǎng)老保險(xiǎn)制度的相關(guān)研究文獻(xiàn)和理論概念進(jìn)行了系統(tǒng)的梳理。確定了本文的研究思路以及研究方法：運(yùn)用數(shù)據(jù)包絡(luò)法對江蘇省城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)效率進(jìn)行評估分析。 其次，對評價(jià)指標(biāo)體系的建立。本文從數(shù)據(jù)的可獲得性和指標(biāo)相關(guān)性分析的角度出發(fā)，在總結(jié)并參考了以往相關(guān)研究的基礎(chǔ)上，最終建立了針對江蘇省地區(qū)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)效率的評價(jià)指標(biāo)體系。 最后，利用已有的DEA模型，按照評價(jià)指標(biāo)體系，從實(shí)證分析的角度得出江蘇省13個(gè)市轄區(qū)在2010年城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)相對效率大小，分析了各地區(qū)在投入產(chǎn)出方面的不足，及效率改進(jìn)空間。結(jié)論認(rèn)為：2010年，江蘇省城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)效率總體水平較好，但是存在基本養(yǎng)老保險(xiǎn)運(yùn)行效率與經(jīng)濟(jì)增長水平并不平衡的現(xiàn)象，區(qū)域差別仍然比較大。最后，提出了具體的工作建議，以期對江蘇省社會養(yǎng)老保險(xiǎn)制度改革提供理論決策支持。
[Abstract]:The social old-age insurance system is an important part of the social security system in our country. Its purpose is to distribute the social pension insurance fund to the retired elderly people through the specific system arrangement in order to ensure their basic living needs.However, with the increasingly serious problem of aging population in China, how to solve the old-age problem of the elderly has become the urgent task of the construction of social endowment insurance system in China.Social endowment insurance system is an indispensable social system to maintain social stability and sustainable economic development.As the most important part of social old-age insurance, the basic old-age insurance for urban workers will have a direct impact on the level of social welfare that the elderly can receive.Our country should attach importance to the implementation and perfection of basic old-age insurance for urban workers.However, the research on the efficiency of basic old-age insurance for urban workers is not rich enough, and most of these studies are limited to qualitative analysis.Through reading and combing a large number of documents, there are three main directions of related research: first, a brief introduction to the operation and management of the foreign social endowment insurance system; second, focusing on the social endowment insurance itself,This paper studies the income and expenditure of social pension insurance fund, the operation of account and the level of substitution rate. Thirdly, it focuses on the selection and reform of the pension insurance system model in China.The purpose of this paper is to establish the evaluation system of the basic old-age insurance efficiency of the local urban workers, and to evaluate the efficiency level of the basic old-age insurance for the urban workers in Jiangsu Province by using the DEA efficiency evaluation method.The results can provide theoretical basis for the relevant government departments to improve the current social pension insurance working methods and policy formulation.This article mainly carries on the research from the following several aspects:First of all, the domestic and foreign social endowment insurance system related research literature and the theory concept has carried on the systematic comb.This paper determines the research ideas and research methods: using the data envelopment method to evaluate the efficiency of basic old-age insurance for urban workers in Jiangsu Province.Secondly, the establishment of evaluation index system.From the angle of data availability and index correlation analysis, this paper summarizes and refers to the previous research, and finally establishes an evaluation index system for the efficiency of basic old-age insurance for urban workers in Jiangsu province.Finally, using the existing DEA model, according to the evaluation index system, from the perspective of empirical analysis, the relative efficiency of basic old-age insurance for urban workers in 13 municipal districts of Jiangsu Province in 2010 is obtained, and the input-output deficiencies of each region are analyzed.And efficiency improvement space.The conclusion is that the overall level of the basic old-age insurance efficiency of urban workers in Jiangsu Province is good in 2010, but there is a phenomenon that the operational efficiency of the basic old-age insurance is not balanced with the level of economic growth, and the regional differences are still quite large.Finally, the paper puts forward some concrete suggestions in order to provide theoretical decision support for the reform of social endowment insurance system in Jiangsu Province.
