【摘要】：農(nóng)業(yè)保險(xiǎn)要健康穩(wěn)定發(fā)展,需要政府承擔(dān)引導(dǎo)、促進(jìn)的責(zé)任。近年來我國政府出臺(tái)了一系列農(nóng)業(yè)保險(xiǎn)支持政策,涵蓋經(jīng)濟(jì)、立法和行政等各個(gè)方面,大力促進(jìn)了農(nóng)業(yè)保險(xiǎn)的快速發(fā)展。但隨著農(nóng)業(yè)保險(xiǎn)廣泛深入開展,政府支持不到位或過度干預(yù)的現(xiàn)象時(shí)有發(fā)生。基于此,本文在評(píng)述我國農(nóng)業(yè)保險(xiǎn)支持政策的基礎(chǔ)上,借鑒國外政府引導(dǎo)農(nóng)業(yè)保險(xiǎn)發(fā)展的成功經(jīng)驗(yàn),試圖構(gòu)建一個(gè)"政府引導(dǎo)、市場運(yùn)作"的農(nóng)業(yè)保險(xiǎn)發(fā)展分析框架,界定政府與市場的行為邊界,明確政府的作用范圍,以便更好地發(fā)揮政策的引導(dǎo)、促進(jìn)作用和市場的資源配置作用。應(yīng)用這一分析框架,加強(qiáng)和改善政府引導(dǎo)農(nóng)業(yè)保險(xiǎn)發(fā)展,就應(yīng)基于農(nóng)業(yè)保險(xiǎn)市場化取向,健全農(nóng)業(yè)保險(xiǎn)法律法規(guī),完善財(cái)稅支持政策,加強(qiáng)支持政策的協(xié)調(diào)性和執(zhí)行力,鼓勵(lì)農(nóng)業(yè)保險(xiǎn)公共服務(wù)組織的發(fā)展。
[Abstract]:The agricultural insurance to the healthy and stable development, the government needs to take the responsibility of guiding, promoting. In recent years, the Chinese government issued a series of supporting policies of agricultural insurance, covering economic, various legislative and administrative aspects, and vigorously promote the rapid development of agricultural insurance. But with the agricultural insurance to carry out extensive, government support is not in place or over the intervention of the phenomenon have occurred. Based on this, this article on China's agricultural insurance policy based on the experiences of foreign government to guide the development of agricultural insurance, trying to build a "government guidance and market operation" of the agricultural insurance development framework, the government and market behavior boundary, clear scope the government, in order to better play the role of resource allocation policy, and promote the market. The application of this framework, strengthen and improve the government to guide the development of agricultural insurance, it Based on the market-oriented orientation of agricultural insurance, we should improve the laws and regulations of agricultural insurance, improve the fiscal and tax support policies, strengthen the coordination and execution of supporting policies, and encourage the development of public service organizations of agricultural insurance.
