【摘要】：社會(huì)保障卡作為社會(huì)保障業(yè)務(wù)信息化中最重要、最核心的應(yīng)用，承擔(dān)著醫(yī)療保險(xiǎn)（包括城鎮(zhèn)居民醫(yī)保）費(fèi)用支付，工傷保險(xiǎn)、生育保險(xiǎn)，勞動(dòng)就業(yè)等領(lǐng)域的流通應(yīng)用，如何實(shí)現(xiàn)社會(huì)保障卡“一卡通”是現(xiàn)代化生活及管理的要求。 本論文采用文獻(xiàn)調(diào)查法、問卷調(diào)查法和統(tǒng)計(jì)方法，對(duì)衡陽市社會(huì)保障信息系統(tǒng)現(xiàn)狀進(jìn)行調(diào)查分析。發(fā)現(xiàn)各類保障信息系統(tǒng)投資重復(fù)建設(shè)、系統(tǒng)數(shù)據(jù)不完善，系統(tǒng)業(yè)務(wù)辦理流程服務(wù)效率不高、基金監(jiān)管不科學(xué)等問題，從而提出衡陽市社會(huì)保障卡信息系統(tǒng)建設(shè)的必要性，即對(duì)現(xiàn)有分散各類社會(huì)保障信息系統(tǒng)進(jìn)行整合，實(shí)現(xiàn)信息的集成與共享。繼而結(jié)合國(guó)內(nèi)外其他地區(qū)社會(huì)保障卡建設(shè)經(jīng)驗(yàn)，構(gòu)建衡陽市社會(huì)保障卡信息系統(tǒng)，不再局限于基本險(xiǎn)種業(yè)務(wù)經(jīng)辦的范疇，它包括社會(huì)保險(xiǎn)業(yè)務(wù)、公共就業(yè)服務(wù)、勞動(dòng)關(guān)系業(yè)務(wù)、執(zhí)法監(jiān)察、基金監(jiān)管和宏觀決策等業(yè)務(wù)。該社會(huì)保障卡信息系統(tǒng)分為參保管理服務(wù)、社會(huì)保障卡業(yè)務(wù)接口、社會(huì)保障卡應(yīng)用接口、個(gè)人業(yè)務(wù)和社區(qū)社會(huì)保障專干五個(gè)功能模塊。本研究詳細(xì)的描述了各模塊功能的的具體功能，并對(duì)衡陽市社會(huì)保障卡信息系統(tǒng)建設(shè)提出了幾點(diǎn)保障措施。
[Abstract]:As the most important and core application of social security business informatization, social security card undertakes the circulation application in the fields of medical insurance (including medical insurance for urban residents), industrial injury insurance, birth insurance, labor employment, etc.How to realize the "one-card" social security card is the requirement of modern life and management.The present situation of social security information system in Hengyang City is investigated and analyzed by literature survey, questionnaire survey and statistical method.It is found that various kinds of security information system investment duplicate construction, the system data is not perfect, the system business management process service efficiency is not high, the fund supervision is not scientific and so on, thus puts forward the Hengyang city social security card information system construction necessity,That is, the existing decentralized social security information systems are integrated to realize the integration and sharing of information.Then, based on the experience of social security card construction in other regions at home and abroad, the construction of Hengyang social security card information system is no longer confined to the scope of basic insurance business. It includes social insurance business, public employment service, labor relations business, etc.Law enforcement supervision, fund supervision and macro-decision making and other business.The information system of the social security card is divided into five functional modules: the participating insurance management service, the social security card business interface, the social security card application interface, the personal business and the community social security service.This study describes the specific functions of each module in detail, and puts forward some safeguard measures for the construction of Hengyang social security card information system.
