【摘要】：日本雇傭保險(xiǎn)制度由失業(yè)保險(xiǎn)制度演變而來。1947年日本以失業(yè)給付為中心引入了失業(yè)保險(xiǎn)制度。1973年由于第一次石油危機(jī)的影響，日本出現(xiàn)了大量的失業(yè)問題，由此為了預(yù)防失業(yè)而需要采取的雇傭?qū)Σ咭膊粩嘣龆唷?975年雇傭保險(xiǎn)制度替換了原有的失業(yè)保險(xiǎn)制度，即雇傭保險(xiǎn)制度作為社會(huì)保險(xiǎn)實(shí)行失業(yè)給付的同時(shí)，定位為雇傭安定事業(yè)、能力開發(fā)事業(yè)、雇傭福祉事業(yè)等3個(gè)事業(yè)所作為主要雇用保險(xiǎn)實(shí)施機(jī)構(gòu)。直到1990年初為止，日本的雇傭保險(xiǎn)制度作為日本經(jīng)濟(jì)穩(wěn)定成長和完全雇傭的基礎(chǔ)，發(fā)揮了重要的作用。 20世紀(jì)90年代后，由于泡沫經(jīng)濟(jì)的破滅，日本經(jīng)濟(jì)出現(xiàn)了衰退，特別是1997年的亞洲金融危機(jī)更是雪上加霜，倒閉企業(yè)不計(jì)其數(shù)。存活下來的企業(yè)經(jīng)營舉步維艱，被迫放棄了終身雇傭制度，致使大量職工失業(yè)。嚴(yán)峻的失業(yè)狀況，對日本社會(huì)保險(xiǎn)制度提出了挑戰(zhàn)。日本政府屢次修改失業(yè)保險(xiǎn)制度，對失業(yè)者的基本生活和促進(jìn)失業(yè)者的再就業(yè)方面發(fā)揮了重要的作用。 本文的第一部分闡述了研究背景與研究意義、界定相關(guān)概念、研究方法以及創(chuàng)新之處；第二部分對國內(nèi)外失業(yè)保險(xiǎn)制度的研究成果進(jìn)行梳理，并闡述本文的理論基礎(chǔ)；第三部分論述終身雇傭制度下的雇傭保險(xiǎn)制度、終身雇傭制度瓦解與雇傭保險(xiǎn)制度、轉(zhuǎn)型期日本失業(yè)保險(xiǎn)制度的內(nèi)容；第四部分通過縱向比較轉(zhuǎn)型期與日本經(jīng)濟(jì)的恢復(fù)期、增長期、穩(wěn)定期等三個(gè)時(shí)期的失業(yè)保險(xiǎn)制度，揭示日本失業(yè)保險(xiǎn)制度的發(fā)展特征，同時(shí)，橫向比較轉(zhuǎn)型期日本雇傭保險(xiǎn)制度與中國失業(yè)保險(xiǎn)制度；第五部分轉(zhuǎn)型期日本失業(yè)保險(xiǎn)制度對中國失業(yè)保險(xiǎn)制度的啟示，提出了進(jìn)一步完善中國失業(yè)保險(xiǎn)制度的對策建議。
[Abstract]:Japan's employment insurance system evolved from the unemployment insurance system. In 1947, Japan introduced the unemployment insurance system around unemployment benefits. In 1973, due to the impact of the first oil crisis, Japan had a large number of unemployment problems. In 1975, the employment insurance system replaced the original unemployment insurance system, that is, the employment insurance system, as a social insurance system, implemented unemployment benefits, and at the same time, it was defined as employment stability. Until the beginning of 1990, Japan's employment insurance system played an important role as the basis for the stable growth and full employment of Japan's economy. After the 1990s, as a result of the bursting of the bubble economy, the Japanese economy had a recession, especially the Asian financial crisis of 1997, and the number of failed enterprises was innumerable. Forced to abandon the lifelong employment system, causing a large number of workers to lose their jobs. The severe unemployment situation has challenged the Japanese social security system. The Japanese government has repeatedly revised the unemployment insurance system. It plays an important role in the basic life of the unemployed and in promoting the reemployment of the unemployed. The first part of this paper describes the research background and significance, defines the relevant concepts, research methods and innovations, the second part of the domestic and foreign unemployment insurance system research results are combed, and describes the theoretical basis of this article; The third part discusses the employment insurance system under the life-long employment system, the collapse of the lifelong employment system and the employment insurance system, the content of the Japanese unemployment insurance system in the transitional period. The unemployment insurance system in the three periods of growth and stability reveals the characteristics of the development of Japan's unemployment insurance system. At the same time, it compares the Japanese employment insurance system with the Chinese unemployment insurance system in the transitional period. The fifth part is about the enlightenment of Japan's unemployment insurance system to China's unemployment insurance system during the transition period, and puts forward some countermeasures and suggestions for further perfecting China's unemployment insurance system.
