安陽市職工基本養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)的研究

【摘要】:近年來,隨著安陽市“富民強市、晉位爭先”戰(zhàn)略的實施,大力推進(jìn)中原經(jīng)濟(jì)區(qū)區(qū)域性中心強市建設(shè),全市工業(yè)化和城鎮(zhèn)化的步伐不斷加快,市場經(jīng)濟(jì)體制不斷完善,國有企業(yè)改革不斷深化。在此背景下,我市的勞動者同其全國各地市一樣,在市場經(jīng)濟(jì)宏觀調(diào)控下跨地區(qū)流動就業(yè)越來越頻繁,參保人員的養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)的需要也越來也強烈。為了滿足人們?nèi)找鎻娏业酿B(yǎng)老養(yǎng)老保險轉(zhuǎn)移接續(xù)的需求,國務(wù)院于2009年12月底出臺了《城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險轉(zhuǎn)移接續(xù)暫行辦法》,隨之河南省結(jié)合本省的工作實際,于2010年4月份出臺了《河南省人力資源和社會保障廳河南省財政廳關(guān)于印發(fā)河南省城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)暫行辦法的通知》文件。這兩個文件的出臺,為安陽市職工基本養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)提供了政策依據(jù)和操作的可能性,緩解了安陽市職工基本養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)需求的壓力,但它們沒有從根上解決矛盾,它們只是一時的權(quán)宜之計。 本文通過調(diào)查研究的方式,針對安陽市職工基本養(yǎng)老保險轉(zhuǎn)移接續(xù)經(jīng)辦中遇到的問題:1、新的轉(zhuǎn)移接續(xù)政策設(shè)計的缺陷;2、新老轉(zhuǎn)移接續(xù)政策的銜接問題;3、安陽市職工基本養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)面臨各地社保經(jīng)辦機構(gòu)政策執(zhí)行不一致的情況;4、安陽市職工基本養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)面臨社保信息系統(tǒng)的制約;5、關(guān)于信息表郵寄問題。綜合運用社會公平理論和公共政策執(zhí)行理論來分析產(chǎn)生這些問題的原因:1、職工基本養(yǎng)老保險統(tǒng)籌層次低;2、養(yǎng)老保險制度的“碎片化”;3、養(yǎng)老保險法律和配套的相關(guān)政策滯后;4、職工基本養(yǎng)老保險關(guān)系轉(zhuǎn)移接續(xù)的利益性因素;5、缺少全國統(tǒng)一的社會保險信息系統(tǒng);6、現(xiàn)行的戶籍制度原因。并借鑒國外養(yǎng)老保險轉(zhuǎn)移接續(xù)的實踐,結(jié)合我國的實際情況,提出解決安陽市職工基本養(yǎng)老保險轉(zhuǎn)移的問題的一些看法和措施。
[Abstract]:In recent years, with the implementation of the strategy of "enriching the people and strengthening the city, striving for the first place" in Anyang City, and vigorously promoting the construction of a strong central city in the Central Plains Economic Zone, the pace of industrialization and urbanization in the whole city has been continuously accelerated, and the market economic system has been continuously improved. The reform of state-owned enterprises continues to deepen. In this context, workers in our city, like all prefectures and cities throughout the country, move more and more frequently across regions under the macro-control of the market economy. The need for the transfer of pension insurance relationships among insured personnel is also growing. In order to meet the growing demand for the transfer of pension insurance, At the end of December 2009, the State Council promulgated the interim measures for the transfer of basic Endowment Insurance for employees in Urban Enterprises. In April 2010, the Henan Provincial Department of Human Resources and Social Security issued a circular on the issuance of interim measures for the transfer of basic old-age insurance for employees of urban enterprises in Henan Province. These two documents were issued. It provides the policy basis and the possibility of operation for the transfer of the basic old-age insurance relationship of the workers in Anyang city. It alleviates the pressure of the need for the transfer of the basic old-age insurance relationship of the workers in Anyang city, but they do not solve the contradiction from the root. They are temporary expediency. This article through the investigation and research way, In view of the problems encountered in the transfer and continuation of basic old-age insurance for workers in Anyang City, the problems encountered in the design of the new transfer succession policy and the convergence of the new and old transfer policies, the relationship between the basic old-age insurance of workers and staff in Anyang City has been transferred. Continue to face the situation of inconsistent implementation of policies of social security agencies around Anyang City workers basic old-age insurance relationship transfer in succession to face the constraints of social security information system 5, on the mailing of information forms. Comprehensive use of social equity. On the Analysis of the causes of these problems with the Theory of Public Policy implementation: 1, the low level of basic old-age insurance for workers, the "fragmentation" of the old-age insurance system, the lagging of pension insurance laws and related policies, and the basic staff and workers. The benefit factors of the transfer of the relationship between the old-age insurance are 5, the lack of the national unified social insurance information system, the reasons of the current household registration system, and the practice of the transfer of the endowment insurance abroad. According to the actual situation of our country, this paper puts forward some opinions and measures to solve the problem of the transfer of basic old-age insurance for workers in Anyang city.
