【摘要】:正黨的十八大報(bào)告明確指出,要改革和完善企業(yè)和機(jī)關(guān)事業(yè)單位社會(huì)保險(xiǎn)制度。這為人力資源社會(huì)保障系統(tǒng)在未來一段時(shí)間內(nèi)的工作重點(diǎn)進(jìn)行了布局。就這一任務(wù)來說,目前最受關(guān)注的就是機(jī)關(guān)工作人員即公務(wù)員的社會(huì)保險(xiǎn)制度,尤其是養(yǎng)老保險(xiǎn)制度的完善和改革問題。養(yǎng)老保險(xiǎn)制度類型分析從籌資渠道的角度來看,養(yǎng)老保險(xiǎn)制度共分三種:國家保障型、責(zé)任共擔(dān)型和自我積累型。國家保障型即
