【摘要】：在我國發(fā)展政策性農業(yè)保險，必須基于當前的國情，以不同省市（自治區(qū)）的現實發(fā)展情況為實踐基礎，尋求差異化的實施路徑，即發(fā)展省級政策性農業(yè)保險制度。省級政策性農業(yè)保險制度是基于我國各省市（自治區(qū)）在經濟發(fā)展水平、農業(yè)風險的區(qū)域分布、財政支農規(guī)模以及農民對農業(yè)保險的保險意識等方面存在的區(qū)域差異性而實行的一種農業(yè)保險制度，對其進行研究和分析具有重要的理論價值和現實意義。 本研究的主要內容是以國內外相關的區(qū)域經濟學理論、農業(yè)保護理論、公共產品理論以及委托代理理論為研究基礎，對政策性農業(yè)保險相關概念進行了界定。基于以上四個理論基礎，構建了我國省級政策性農業(yè)保險制度的理論框架。從我國農業(yè)保險區(qū)域發(fā)展的差異性出發(fā)，分析發(fā)展政策性農業(yè)保險的必要性和實行省級政策性農業(yè)保險制度的依據，詳細探討省級政策性農業(yè)保險制度的主要內容，包括經營原則、經營主體、立法體系、財政補貼制度、省級農業(yè)巨災風險基金五個部分組成。同時，本研究采用兩種不同的方式對省級政策性農業(yè)保險進行了實證研究，，一種是通過對財政補貼比例的測算與農業(yè)保費影響因素的實證模型的方式；另一種是以上海、黑龍江、新疆、浙江四個省市（自治區(qū)）政策性農業(yè)保險的發(fā)展為省級案例進行實證案例研究的方式。最后，結合理論研究基礎與省級政策性農業(yè)保險制度理論框架以及實證模型與實證案例的綜合分析，歸納出我國發(fā)展省級政策性農業(yè)保險面臨的主要困難并提出有針對性的政策建議。
[Abstract]:In order to develop policy-oriented agricultural insurance in China, we must take the actual development of different provinces (autonomous regions) as the practical basis, based on the current national conditions, and seek the implementation path of differentiation. That is, to develop the provincial policy agricultural insurance system. The provincial policy agricultural insurance system is based on the regional distribution of agricultural risks at the level of economic development of the provinces and municipalities (autonomous regions) in China. It is of great theoretical and practical significance to study and analyze an agricultural insurance system based on the regional differences in the scale of financial support for agriculture and the farmers' awareness of agricultural insurance. The main contents of this study are based on the related theories of regional economics, agricultural protection, public goods and principal-agent theory at home and abroad. Based on the above four theoretical foundations, this paper constructs the theoretical framework of the policy agricultural insurance system at provincial level in China, and proceeds from the differences of the regional development of agricultural insurance in China. This paper analyzes the necessity of developing policy-oriented agricultural insurance and the basis for implementing the policy-based agricultural insurance system at the provincial level, and discusses in detail the main contents of the policy-oriented agricultural insurance system at the provincial level, including the management principle, the main body of operation, and the legislative system. Financial subsidy system, provincial agricultural catastrophe risk fund is composed of five parts. At the same time, this study uses two different ways to carry out empirical research on provincial policy agricultural insurance. One is through the measurement of the proportion of financial subsidies and the empirical model of the factors affecting agricultural premiums; the other is based on Shanghai, Heilongjiang, Xinjiang, The development of policy-oriented agricultural insurance in four provinces (autonomous regions) of Zhejiang Province is the way of empirical case study in provincial cases. Finally, Based on the theoretical research foundation and the theoretical framework of provincial policy-based agricultural insurance system, as well as the empirical model and empirical cases, this paper sums up the main difficulties facing the development of policy-based agricultural insurance in China and puts forward targeted policy recommendations.
