【摘要】：我國(guó)農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ)產(chǎn)業(yè),其持續(xù)穩(wěn)定的發(fā)展不僅對(duì)于農(nóng)業(yè)生產(chǎn)起到至關(guān)重要的作用,同時(shí)也是關(guān)系到農(nóng)民收入增長(zhǎng)和社會(huì)穩(wěn)定的大事。農(nóng)業(yè)保險(xiǎn)作為一種有效的風(fēng)險(xiǎn)轉(zhuǎn)移和分散機(jī)制,有利于災(zāi)后農(nóng)業(yè)生產(chǎn)的恢復(fù)、維持農(nóng)民收入穩(wěn)定以及加快社會(huì)主義新農(nóng)村的建設(shè)的進(jìn)程。2012年中央一號(hào)文件和《國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展十二五發(fā)展規(guī)劃綱要》都明確提出了要大力發(fā)展政策性農(nóng)業(yè)保險(xiǎn),不斷完善農(nóng)業(yè)保險(xiǎn)制度。 在建設(shè)社會(huì)主義新農(nóng)村的宏觀背景之下,本文以湖南省農(nóng)業(yè)保險(xiǎn)的發(fā)展作為研究對(duì)象,系統(tǒng)地分析了農(nóng)業(yè)保險(xiǎn)的理論基礎(chǔ)以及其在新農(nóng)村建設(shè)中的重要作用,并且結(jié)合了世界各國(guó)農(nóng)業(yè)保險(xiǎn)發(fā)展的實(shí)踐經(jīng)驗(yàn),詳細(xì)地分析了湖南農(nóng)業(yè)保險(xiǎn)發(fā)展進(jìn)程所遇到的問(wèn)題,并提出了相應(yīng)的解決對(duì)策。
[Abstract]:Agriculture is the basic industry of the national economy in our country. Its sustainable and stable development not only plays a vital role in agricultural production, At the same time, it is also a major event related to the growth of farmers' income and social stability. As an effective risk transfer and dispersal mechanism, agricultural insurance is conducive to the recovery of agricultural production after the disaster. To maintain the stability of farmers' income and to speed up the process of building a new socialist countryside. In 2012, the first document of the Central Committee and the outline of the 12th Five-Year Plan for National Economic and Social Development clearly stated that we should vigorously develop policy-oriented agricultural insurance. We will continue to improve the agricultural insurance system. Under the macro background of building a new socialist countryside, this paper takes the development of agricultural insurance in Hunan Province as the research object, and systematically analyzes the theoretical basis of agricultural insurance and its important role in the construction of new countryside. Combined with the practical experience of agricultural insurance development in various countries in the world, the problems encountered in the development process of Hunan agricultural insurance are analyzed in detail, and the corresponding countermeasures are put forward.
