【摘要】：為了解決中國基本養(yǎng)老保險基金在老齡人口高峰時期的巨大支付缺口,政府部門正在研究制定提高退休年齡、延遲領(lǐng)取基本養(yǎng)老保險金的政策。由于政策限制,中國2萬億基本養(yǎng)老保險基金資產(chǎn)正持續(xù)遭受通貨膨脹的侵蝕,基金資產(chǎn)不斷貶值。選擇基本養(yǎng)老保險基金投資資本市場的策略進行研究,積極探討基本養(yǎng)老保險基金的保值增值,是應(yīng)對基本養(yǎng)老保險基金支付缺口的重要措施之一。 本文通過綜合運用文獻綜述、定性與定量相結(jié)合、對比研究等研究方法,對基本養(yǎng)老保險基金投資資本市場實現(xiàn)保值增值的策略進行了較為深入的研究。在遵循了“安全性”、“收益性”與“流動性”相統(tǒng)一的原則后,基本養(yǎng)老保險基金進入資本市場后,通過構(gòu)建多種投資工具的投資組合,在風險可控的情況下取得較高投資收益,實現(xiàn)基本養(yǎng)老保險基金的保值增值。基本養(yǎng)老保險基金投資資本市場實現(xiàn)保值增值,是非常有利于基本養(yǎng)老保險制度、資本市場以及中國社會經(jīng)濟的可持續(xù)發(fā)展。因此,應(yīng)盡快完成中國基本養(yǎng)老保險基金投資資本市場的“頂層設(shè)計”。
[Abstract]:In order to solve the huge payment gap in China's basic old-age insurance fund during the peak period of the aging population, government departments are studying and formulating policies to raise the retirement age and delay the receipt of basic old-age insurance benefits. The assets of China's 2 tillion basic old-age insurance fund are continuously being eroded by inflation and the assets of the fund are continuously depreciating. The strategy of choosing the basic pension insurance fund to invest in the capital market is studied. It is one of the important measures to deal with the gap between the basic pension fund and the basic pension fund. Through the comprehensive use of literature review, qualitative and quantitative analysis, comparative research and other research methods, This paper makes a deep study on the strategy of maintaining and increasing the value of the investment capital market of the basic endowment insurance fund. After following the principle of "security", "profitability" and "liquidity", After entering the capital market, the basic old-age insurance fund can obtain higher investment returns under the condition of controllable risk by constructing a portfolio of various investment instruments. It is very beneficial to the basic endowment insurance system, the capital market and the sustainable development of China's social economy to maintain and increase the value of the basic endowment insurance fund. Therefore, the investment capital market of the basic pension insurance fund is very conducive to the sustainable development of the basic pension insurance system, the capital market and China's social economy. The top-level design of China's basic pension fund investment capital market should be completed as soon as possible.
