【摘要】：老齡化進(jìn)程加快,使原有的社會(huì)保障體系面臨較大挑戰(zhàn),同時(shí)也為長期照護(hù)保險(xiǎn)的建立帶來了新契機(jī),成為一種理性的制度選擇。尤其在"健康中國"戰(zhàn)略的推動(dòng)下,加強(qiáng)長期照護(hù)服務(wù)供給和保險(xiǎn)建設(shè)不僅能有效分散疾病經(jīng)濟(jì)風(fēng)險(xiǎn),也有利于改善國民健康福利。從長期照護(hù)保險(xiǎn)的制度理性入手,分析了政策演進(jìn)中的供需困境以及悖論,并在制度價(jià)值目標(biāo)指導(dǎo)下提出了我國長期照護(hù)保險(xiǎn)的發(fā)展模式與優(yōu)化路徑。
[Abstract]:The aging process is accelerated, which makes the original social security system face greater challenges, and at the same time brings a new opportunity for the establishment of long-term care insurance, and becomes a rational system choice, especially under the promotion of the "healthy China" strategy. Strengthening the supply of long-term care services and the construction of insurance not only can effectively disperse the economic risk of disease, but also help to improve the national health welfare. Starting with the institutional rationality of long-term care insurance, this paper analyzes the dilemmas and paradoxes between supply and demand in the evolution of policies. And under the guidance of system value goal, this paper puts forward the development mode and optimized path of long-term care insurance in our country.
