【摘要】：新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)是農(nóng)村養(yǎng)老保障體系建設(shè)中最重要的一環(huán),政策的穩(wěn)定和不斷完善能夠穩(wěn)定農(nóng)民對(duì)于未來(lái)的預(yù)期,提高農(nóng)民收入,促進(jìn)農(nóng)村地區(qū)消費(fèi),最終對(duì)于二元經(jīng)濟(jì)體系產(chǎn)生積極影響。因此,研究新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的經(jīng)濟(jì)效應(yīng),對(duì)于改善目前內(nèi)需不足的農(nóng)村經(jīng)濟(jì)狀況、健全農(nóng)村社會(huì)保障體系建設(shè)和未來(lái)制度的可持續(xù)發(fā)展都有著較大的現(xiàn)實(shí)意義。論文首先介紹了新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的發(fā)展歷程,通過(guò)歷史沿革厘清了原有制度與現(xiàn)行新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的優(yōu)劣勢(shì)。繼而利用國(guó)家級(jí)調(diào)查數(shù)據(jù)進(jìn)行了實(shí)證分析,認(rèn)為新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)有著促進(jìn)消費(fèi)、改善儲(chǔ)蓄結(jié)構(gòu)、穩(wěn)定資本市場(chǎng)、改進(jìn)財(cái)富分配等等經(jīng)濟(jì)、社會(huì)效應(yīng)。并針對(duì)這些效應(yīng),提出了從給付公式、制度設(shè)計(jì)、制度外改進(jìn)這三個(gè)方面的改進(jìn)措施。新農(nóng)保給付公式指數(shù)化有利于促進(jìn)新農(nóng)保的消費(fèi)促進(jìn)效應(yīng)、儲(chǔ)蓄穩(wěn)定效應(yīng)、福利再分配效應(yīng)及與其他養(yǎng)老方式的良性互動(dòng);新農(nóng)保的制度改進(jìn)、管理經(jīng)辦效率提高、基金統(tǒng)籌層級(jí)提升、加快立法都能夠在新農(nóng)保制度內(nèi)促進(jìn)其對(duì)社會(huì)積極經(jīng)濟(jì)效應(yīng)的發(fā)揮;在制度之外的改進(jìn)方向上,應(yīng)當(dāng)增加農(nóng)民收入,完善社會(huì)保障制度與勞動(dòng)力市場(chǎng)的良性結(jié)合,促進(jìn)新農(nóng)保與其他養(yǎng)老方式的互相補(bǔ)充以及促進(jìn)國(guó)家經(jīng)濟(jì)增長(zhǎng)點(diǎn)轉(zhuǎn)型。本文認(rèn)為,以新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)來(lái)保障農(nóng)村地區(qū)農(nóng)民生活并刺激農(nóng)村地區(qū)經(jīng)濟(jì)發(fā)展,是可行的。以新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)作為擴(kuò)大農(nóng)村地區(qū)消費(fèi)的突破口,促進(jìn)社會(huì)經(jīng)濟(jì)和城鄉(xiāng)二元體系健康發(fā)展,提高農(nóng)民收入,改善農(nóng)民養(yǎng)老現(xiàn)狀,有著不可忽視的積極作用,加強(qiáng)這種積極作用的發(fā)揮,暢通其影響機(jī)制,非常關(guān)鍵。
[Abstract]:The new rural social endowment insurance is the most important part in the construction of the rural old-age security system. The stability and continuous improvement of the policy can stabilize the farmers' expectations for the future, raise the farmers' income, and promote the consumption in the rural areas. Finally, it has a positive impact on the dual economic system. Therefore, the study of the economic effects of the new rural social endowment insurance will improve the current rural economic situation of insufficient domestic demand. It is of great practical significance to perfect the construction of rural social security system and the sustainable development of future system. Firstly, the paper introduces the development course of new rural social endowment insurance. This paper clarifies the advantages and disadvantages of the original system and the current new rural social old-age insurance system through the historical evolution, and then makes an empirical analysis using the state-level survey data, and concludes that the new-type rural social old-age insurance has a promoting consumption. To improve the structure of savings, stabilize the capital market, improve the distribution of wealth and other economic and social effects. The indexed formula of the new rural insurance benefits the consumption promotion effect, the savings stability effect, the welfare redistribution effect and the positive interaction with other pension methods; The improvement of the new rural insurance system, the improvement of the efficiency of the management and administration, the promotion of the overall level of fund planning, and the acceleration of legislation can all promote the positive economic effects of the new rural insurance system within the new rural insurance system; in the direction of improvement outside the system, We should increase farmers' income, perfect the benign combination of social security system and labor market, promote the mutual supplement of new rural insurance and other old-age support methods, and promote the transformation of national economic growth point. It is feasible to use the new rural social endowment insurance to protect the farmers' life and stimulate the economic development in the rural areas. It is very important to promote the healthy development of social economy and urban-rural dual system, to improve the income of farmers and to improve the present situation of providing for the aged. It is very important to strengthen the exertion of this positive function and to unblock its influence mechanism.
