基于施工風(fēng)險評估的橋梁工程保險費(fèi)率厘定優(yōu)化研究

【摘要】:隨著我國經(jīng)濟(jì)的快速發(fā)展,橋梁作為公路交通的樞紐環(huán)節(jié),對經(jīng)濟(jì)社會的平穩(wěn)快速發(fā)展有重要意義,一旦發(fā)生自然災(zāi)害或者其他意外事故,將會造成極為嚴(yán)重的后果。如何做到在事故發(fā)生前預(yù)防事故的發(fā)生,在事故發(fā)生后盡量降低事故造成的損失,這對于橋梁建設(shè)管理單位十分重要。從發(fā)達(dá)國家的經(jīng)驗來看,工程保險具有防損減損、轉(zhuǎn)移風(fēng)險的作用,因此應(yīng)當(dāng)重視橋梁工程保險的研究。 在所有事故中,施工期間的安全事故占了較大比重,本文基于橋梁施工過程風(fēng)險評估結(jié)果開展橋梁工程保險費(fèi)率厘定研究。論文分為施工風(fēng)險評估研究和橋梁工程保險費(fèi)率厘定研究兩個部分,通過運(yùn)用模糊綜合評價法的結(jié)果對原有橋梁工程保險費(fèi)率進(jìn)行修正的方法對工程實(shí)例進(jìn)行了應(yīng)用。 1.在對橋梁施工風(fēng)險特點(diǎn)和分類充分整理歸納的基礎(chǔ)上,進(jìn)行了橋梁施工風(fēng)險識別方法的研究,并且提出了橋梁施工風(fēng)險識別流程,建立了橋梁工程項目風(fēng)險清單。 2.通過對工程項目風(fēng)險估計中風(fēng)險概率估計研究和風(fēng)險損失估計研究,建立了風(fēng)險概率等級標(biāo)準(zhǔn)和風(fēng)險損失等級標(biāo)準(zhǔn)。依據(jù)工程風(fēng)險的評價目的和評價準(zhǔn)則,采用多種風(fēng)險評價方法對工程項目的風(fēng)險進(jìn)行了研究分析。 3.分析歸納整理了5種常用的工程保險費(fèi)率計算方法,提出了基于風(fēng)險評估結(jié)果的增減法對橋梁工程施工期間的工程保險費(fèi)率進(jìn)行厘定。 4.將建立的橋梁施工風(fēng)險識別、風(fēng)險評價以及工程保險費(fèi)率厘定方法應(yīng)用于實(shí)際橋梁工程項目,做到了對橋梁施工期間工程保險費(fèi)率厘定的全過程研究。
[Abstract]:With the rapid economic development of our country, as the hub of highway traffic, bridge is of great significance to the steady and rapid development of economy and society. Once natural disasters or other accidents occur, How to prevent the accident before the accident and minimize the loss caused by the accident after the accident, which is very important for the bridge construction management unit. From the experience of the developed countries, Engineering insurance has the function of damage prevention and risk transfer, so we should pay attention to the research of bridge engineering insurance. Of all the accidents, safety accidents during construction accounted for a large proportion. Based on the risk assessment results of bridge construction process, this paper studies the premium rate determination of bridge engineering, which is divided into two parts: construction risk assessment research and bridge engineering insurance rate determination research. By using the result of fuzzy comprehensive evaluation method to revise the insurance rate of the original bridge engineering, the engineering example is applied. 1. Based on the analysis of the characteristics and classification of the bridge construction risk, the method of bridge construction risk identification is studied, and the process of bridge construction risk identification is put forward, and the risk list of bridge construction project is established. 2. Based on the research of risk probability estimation and risk loss estimation in engineering project risk estimation, the risk probability grade standard and risk loss grade standard are established. Various risk assessment methods are used to study and analyze the risk of engineering projects. 3. Five common methods of calculating engineering insurance rate are analyzed and summarized, and an increase and decrease method based on the result of risk assessment is put forward to determine the insurance rate during the construction of bridge engineering. 4. The methods of bridge construction risk identification, risk evaluation and engineering insurance rate determination are applied to the actual bridge project, and the whole process of insurance rate determination during bridge construction is studied.
