【摘要】：本文以管道局項目部工程保險管理為背景,為了更好地轉(zhuǎn)移工程施工中的風險,指出良好的工程保險管理有利于項目部最大程度上降低項目風險,從而保障自身合法利益。目前,各個管道工程項目部都具備一定的工程保險的管理水平,但缺乏既懂管道工程項目管理又熟悉工程保險業(yè)務(wù)的復合型人才,諸如保險管理人員缺少崗前專業(yè)培訓,不了解保險內(nèi)容,風險防范意識弱,保險合同變更處理不及時,項目各部門分工不明確且對索賠認識不足,工程數(shù)據(jù)資料收集整理不完備等方面,造成了即使購買工程保險仍未能實現(xiàn)風險轉(zhuǎn)移的現(xiàn)象。針對各個管道工程項目部在工程保險合同管理中普遍存在的不足,研究對策并改進工程保險投保、過程、索賠三個管理階段,提出建立高效的工程保險合同管理全過程,并充分體現(xiàn)合同管理的特點,在保險經(jīng)紀公司、保險公估公司的共同參與下,使各階段管理環(huán)節(jié)在科學專業(yè)的管理下充滿“生命活力”,解決或避免了管理中存在的缺陷,減少了工程風險的不確定性,在工程建設(shè)過程中有效地控制資金投入,保障了項目部的財務(wù)穩(wěn)定和項目利潤。
[Abstract]:This paper takes the project insurance management of the project department of the pipeline bureau as the background, in order to transfer the risk in the project construction better, points out that the good engineering insurance management is beneficial to the project department to reduce the project risk to the greatest extent. At present, each pipeline project department has a certain level of engineering insurance management, but the lack of both pipeline project management and familiar with engineering insurance business complex talent. Such as insurance managers lack of pre-job professional training, do not understand the content of insurance, risk prevention awareness is weak, insurance contract change processing is not timely, the project departments are not clear and lack of awareness of claims. The incomplete collection and arrangement of engineering data resulted in the phenomenon that even the purchase of engineering insurance could not realize the risk transfer. In view of the shortcomings of various pipeline engineering project departments in the management of engineering insurance contracts. Research countermeasures and improve engineering insurance insurance, process, claims three management stages, proposed to establish an efficient project insurance contract management process, and fully reflect the characteristics of contract management in the insurance brokerage company. With the joint participation of the insurance evaluation company, the management link of each stage is full of "life vitality" under the management of scientific specialty, which solves or avoids the defects in the management and reduces the uncertainty of the engineering risk. In the process of project construction, the financial stability and project profit of the project department are ensured by controlling the investment effectively.
