【摘要】：隨著經(jīng)濟(jì)社會(huì)環(huán)境的快速發(fā)展變化，失業(yè)保險(xiǎn)制度對于一個(gè)高速發(fā)展的國家來說越來越重要，人們對失業(yè)保險(xiǎn)制度認(rèn)識(shí)也在逐漸深入。失業(yè)保險(xiǎn)制度與生俱來有兩大功能：即收入保障功能和促進(jìn)就業(yè)功能。這二者之間是相輔相成、缺一不可的。當(dāng)前，我國失業(yè)保險(xiǎn)制度與國家積極就業(yè)政策還有諸多不適應(yīng)現(xiàn)實(shí)需要的地方，在社會(huì)保險(xiǎn)的改革和發(fā)展進(jìn)程中，失業(yè)保險(xiǎn)制度的改革和發(fā)展相對滯后。因此無論是從理論上來說，還是從現(xiàn)實(shí)意義上來說，失業(yè)保險(xiǎn)制度的功能研究都具有重大意義。 本文通過文獻(xiàn)研究法，對失業(yè)與失業(yè)人員、失業(yè)保險(xiǎn)制度做出概念界定，介紹失業(yè)保險(xiǎn)制度的功能，，通過對國內(nèi)外相關(guān)文獻(xiàn)研究進(jìn)行總結(jié)，引出本文的理論基礎(chǔ)，其中包括了失業(yè)理論、公民權(quán)利理論、收入閑暇理論以及職業(yè)搜尋理論。 本文通過訪談法，對武漢市失業(yè)保險(xiǎn)制度功能實(shí)現(xiàn)問題進(jìn)行定性分析，深入了解相關(guān)專家和代表性較強(qiáng)的失業(yè)人員對目前武漢市失業(yè)保險(xiǎn)制度功能實(shí)現(xiàn)方面的看法和建議，并且為調(diào)查問卷設(shè)計(jì)指明方向。 本文通過問卷調(diào)查發(fā)，對武漢市失業(yè)保險(xiǎn)制度功能實(shí)現(xiàn)問題進(jìn)行深入的實(shí)證調(diào)查研究。通過對照武漢市失業(yè)保險(xiǎn)制度的制度安排，對比武漢市政策執(zhí)行的實(shí)際效果，在分析整理實(shí)證調(diào)查的反饋數(shù)據(jù)和武漢市失業(yè)保險(xiǎn)相關(guān)資料數(shù)據(jù)基礎(chǔ)上，分析武漢市在失業(yè)保險(xiǎn)制度功能實(shí)現(xiàn)上存在的問題和原因，進(jìn)而提出促進(jìn)武漢市失業(yè)保險(xiǎn)制度功能實(shí)現(xiàn)的針對性的對策和建議。 失業(yè)保險(xiǎn)制度是一個(gè)經(jīng)濟(jì)社會(huì)的有效穩(wěn)定器μ和助推器μ。促進(jìn)武漢市失業(yè)保險(xiǎn)制度的功能實(shí)現(xiàn)，有利于維護(hù)武漢市的社會(huì)穩(wěn)定、保障失業(yè)人員的基本生活，對武漢市失業(yè)保險(xiǎn)制度改革具有重大推重作用。
[Abstract]:With the rapid development of the economic and social environment, the unemployment insurance system is becoming more and more important for a rapidly developing country. People's understanding of unemployment insurance system is also gradually deepening. Unemployment insurance system is born with two functions: income security function and employment promotion function. The two functions are complementary and indispensable. China's unemployment insurance system and the national active employment policy still have many places which do not meet the actual needs, in the process of reform and development of social insurance. The reform and development of unemployment insurance system is lagging behind, so it is of great significance to study the function of unemployment insurance system both theoretically and practically. Through literature research, this paper defines the concept of unemployment and unemployment insurance system, introduces the function of unemployment insurance system, and summarizes the relevant literature research at home and abroad. The theoretical basis of this paper includes unemployment theory, civil rights theory, income leisure theory and occupational search theory. This article through the interview method, carries on the qualitative analysis to the Wuhan unemployment insurance system function realization question. To understand deeply the views and suggestions of relevant experts and the representative unemployed people on the realization of the function of Wuhan unemployment insurance system at present, and to point out the direction for the questionnaire design. This paper makes a deep empirical study on the realization of the function of the unemployment insurance system in Wuhan by questionnaire, and compares the system arrangement of the unemployment insurance system in Wuhan. Comparing the actual effect of Wuhan policy implementation, on the basis of analyzing and collating the feedback data of empirical survey and the relevant data of Wuhan unemployment insurance. This paper analyzes the problems and causes of realizing the function of unemployment insurance system in Wuhan, and puts forward some countermeasures and suggestions to promote the realization of the function of unemployment insurance system in Wuhan. Unemployment insurance system is an economic and social effective stabilizer 渭 and booster 渭. It promotes the realization of the function of Wuhan unemployment insurance system, helps to maintain the social stability of Wuhan, and ensures the basic life of the unemployed. It plays an important role in the reform of unemployment insurance system in Wuhan.
