【摘要】：隨著經(jīng)濟的快速發(fā)展，人們對生活質(zhì)量的要求越來越高；然而，市場競爭越來越嚴重，人們生活壓力越來越大，健康成為人們最關(guān)注的問題之一。疾病不僅僅給人們的身體帶來傷害，同時也給自身家庭帶來了很大的經(jīng)濟負擔。所以，疾病的影響受到了人們的廣泛關(guān)注。 基于這樣的背景，本文對大病和大病保險的概念與內(nèi)涵進行深入分析，并總結(jié)了我國大病醫(yī)療保險的發(fā)展現(xiàn)狀。發(fā)現(xiàn)我國大病醫(yī)療保險存在著缺乏合理的醫(yī)療經(jīng)費籌措機制和穩(wěn)定的醫(yī)療費用來源、宣傳不到位與不適當宣傳同時存在、以及商業(yè)保險承辦大病醫(yī)療保險的方式遭質(zhì)疑的問題。通過分析不難看出這些問題主要是由于我國相關(guān)的法律法規(guī)不完善、政府投資不足和“次國民待遇”觀念根深蒂固等原因造成的。 結(jié)合英國、德國、印度、和古巴四個國家大病醫(yī)療保險的作法，，我們總結(jié)了他們的成功經(jīng)驗對我國大病醫(yī)療保險發(fā)展的啟示：應(yīng)該加強初級醫(yī)療網(wǎng)的建設(shè)，重視弱勢群體和低收入群眾的醫(yī)療保障；應(yīng)該堅持公立醫(yī)療行業(yè)的主導地位，積極發(fā)展私立醫(yī)療行業(yè)；應(yīng)該加重預防保健在公共衛(wèi)生醫(yī)療服務(wù)中的比重。 結(jié)合上述內(nèi)容，對完善我國大病醫(yī)療保險提出了四條建議：制定大病醫(yī)療保險的相關(guān)法律政策，規(guī)范各地作法；加強對門診大病管理的配套支持，嚴格審核管理；加強對合作商業(yè)保險的審核，監(jiān)督和監(jiān)管商業(yè)保險的實施；加速醫(yī)藥改革的進程，做好大病醫(yī)療保險配套支持。
[Abstract]:With the rapid development of economy, people are demanding more and more high quality of life. However, the market competition is becoming more and more serious, people live under more and more pressure, health has become one of the most concerned problems. Disease not only brings harm to people's body. At the same time, it also brings a great financial burden to their families. Therefore, the influence of the disease has been widely concerned. Based on this background, the concept and connotation of serious illness and serious illness insurance are deeply analyzed in this paper. And summarized the development of medical insurance of serious illness in China, found that there is a lack of reasonable medical financing mechanism and stable sources of medical expenses in China's serious illness medical insurance. Inadequate publicity and inappropriate publicity simultaneously exist, as well as commercial insurance to undertake serious illness medical insurance is questioned. Through analysis, it is not difficult to see these problems are mainly due to the relevant laws and regulations of our country is not perfect. Inadequate government investment and the concept of "sub-national treatment" deep-rooted and other reasons. Combined with the practices of the four countries of Great Britain, Germany, India and Cuba, we sum up their successful experience to the development of China's medical insurance for serious illness: we should strengthen the construction of primary health care network. Pay attention to the medical security of the vulnerable groups and low-income people; We should adhere to the leading position of the public medical industry and actively develop the private medical industry; The proportion of preventive health care in public health care should be increased. Combined with the above contents, this paper puts forward four suggestions to improve the medical insurance of serious illness in China: to formulate the relevant laws and policies of the medical insurance for serious illness, and to standardize the practices in various places; Strengthen the supporting support to the management of outpatient serious illness, strictly audit management; Strengthen the audit of cooperative commercial insurance, supervise and supervise the implementation of commercial insurance; Speed up the process of medical reform and do a good job of supporting medical insurance for serious illness.
