文章摘要：中國(guó)健康與養(yǎng)老追蹤調(diào)查數(shù)據(jù)表明，中國(guó)老年人實(shí)際居住安排和居住偏好發(fā)生分離的程度在加大。本文構(gòu)建了一個(gè)含有居住安排、養(yǎng)老保險(xiǎn)以及家庭孝養(yǎng)倫理的效用均衡模型，以研究養(yǎng)老保險(xiǎn)、家庭孝養(yǎng)倫理對(duì)于老年人居住安排及其福利的影響。研究發(fā)現(xiàn)，老年父母養(yǎng)老金的獲得將會(huì)擴(kuò)展家庭兩代人的效用可能性前沿，但能否為兩代人提供實(shí)現(xiàn)資源配置帕累托改進(jìn)的機(jī)會(huì)，取決于一個(gè)家庭的孝養(yǎng)倫理狀態(tài)。如果子女默認(rèn)的父母效用權(quán)重比父母自己默認(rèn)的效用權(quán)重還大，意味著父母的偏好得到尊重。在這樣的家庭孝養(yǎng)倫理中，若父母愿意與子女同住，老年父母養(yǎng)老金的獲得將會(huì)為兩代人提供實(shí)現(xiàn)資源配置帕累托改進(jìn)的機(jī)會(huì)。在父母愿意與子女同住但子女堅(jiān)持父母獨(dú)住的孝養(yǎng)倫理發(fā)生分裂的家庭，老年父母養(yǎng)老金的收入效應(yīng)將會(huì)被沖減。本文利用CHARLS數(shù)據(jù)發(fā)現(xiàn)，中國(guó)農(nóng)村養(yǎng)老保險(xiǎn)維護(hù)了家庭孝養(yǎng)倫理，創(chuàng)造了家庭福利代際帕累托改進(jìn)的機(jī)會(huì)，而政府、事業(yè)單位養(yǎng)老保險(xiǎn)和城鎮(zhèn)職工養(yǎng)老保險(xiǎn)未能創(chuàng)造家庭資源的帕累托改進(jìn)機(jī)會(huì)。本文建議養(yǎng)老保險(xiǎn)適度向農(nóng)村老年人傾斜，，并將養(yǎng)老保險(xiǎn)發(fā)放額度與老年人家庭居住安排結(jié)合起來(lái)，比如養(yǎng)老保險(xiǎn)向三代同堂家庭傾斜，促使養(yǎng)老保險(xiǎn)成為維護(hù)中華民族家庭孝養(yǎng)倫理的經(jīng)濟(jì)力量。

Abstr：CHARLS data shows that the separation of living arrangements and residential preferences is increasingly severe. We construct utility equilibrium model which contains old-age insurance, living arrangements and family ethics of filial piety. Theoretical model has proved that if elderly parents get pension, it will expand the utility possibility frontier of two generations, but whether they obtain the opportunity to achieve a Pareto improvement or not depends on the family ethics of the society. If the utility weight of parents that their children acquiesce is greater than that of parents, it means that parents＇ preferences are respected. If parents are willing to live with their children, the acquisition of pensions will provide an opportunity to achieve a Pareto improvement for them. However if parents are willing to live with their children, but children insist on living alone namely the ethics of filial piety collapse, the income effect of elderly parents＇ pension will be weakened. CHARLS data show that old-age insurance in rural areas promotes the ethics of filial piety and creates an opportunity to achieve a Pareto improvement; however old-age insurance of employees in government agencies, institutions and enterprises fail to create an opportunity to achieve a Pareto improvement and accelerate the collapse of the ethics of filial piety. We propose that old-age insurance tilts to the elderly in rural areas and pension payment is linked to elderly living arrangements, such as old-age insurance tilts to an extended family of three or more generations living together, prompting old-age insurance to maintain the filial piety of the Chinese family.
