【摘要】：《中共中央關(guān)于制定國民經(jīng)濟和社會發(fā)展第十三個五年規(guī)劃的建議》提出:完善城鎮(zhèn)化健康發(fā)展體制,推進以人為核心的城鎮(zhèn)化,堅持走中國特色新型城鎮(zhèn)化道路的發(fā)展要求。伴隨著我國城鎮(zhèn)化發(fā)展不斷推進,農(nóng)村耕地規(guī)模因城鎮(zhèn)建設(shè)用地需求的不斷增加而減少,失地農(nóng)民的數(shù)量日趨增多,如何保障農(nóng)民失地后的基本生活水平不下降,實現(xiàn)失地農(nóng)民的可持續(xù)發(fā)展已經(jīng)成為改革發(fā)展的焦點問題。本文認為解決失地農(nóng)民的生存和可持續(xù)發(fā)展問題離不開補償、保障和就業(yè)三管齊下,其中補償和保障是解決問題的基礎(chǔ),就業(yè)則是解決問題的關(guān)鍵。就業(yè)能夠從根本上為失地農(nóng)民帶來生活保障的同時,進一步幫助失地農(nóng)民得到可持續(xù)的長遠發(fā)展,有利于失地農(nóng)民自身發(fā)展,有利于社會穩(wěn)定,有利于推動城鎮(zhèn)化發(fā)展。所以,針對城鎮(zhèn)化進程中失地農(nóng)民就業(yè)問題進行分析,研究失地農(nóng)民的就業(yè)影響因素具有非常重要的意義�；诖�,本文在回顧和總結(jié)國內(nèi)外失地農(nóng)民就業(yè)問題研究現(xiàn)狀的基礎(chǔ)上,并結(jié)合凱恩斯就業(yè)理論、發(fā)展經(jīng)濟學(xué)就業(yè)理論、新古典綜合派就業(yè)理論和人力資本與就業(yè)理論,從個人角度、就業(yè)服務(wù)角度和制度角度對失地農(nóng)民就業(yè)影響因素展開分析,選取27項指標進行問卷設(shè)計。運用因子分析對選取的27項指標進行降維處理后得出勞動力素質(zhì)、就業(yè)觀念、社會資本、就業(yè)指導(dǎo)、就業(yè)培訓(xùn)、就業(yè)信息、失業(yè)保險、征地安置和就業(yè)保護9項失地農(nóng)民就業(yè)影響因素。通過相關(guān)分析與回歸分析對9項就業(yè)因素進行分析后,其影響程度依次是勞動力素質(zhì)、征地安置、就業(yè)培訓(xùn)、就業(yè)信息、就業(yè)指導(dǎo)、就業(yè)觀念、就業(yè)保護、失業(yè)保險、社會資本,并基于研究結(jié)果提出相關(guān)政策支持。就業(yè)是實現(xiàn)人生價值的重要途徑,失地農(nóng)民更需要通過就業(yè)實現(xiàn)農(nóng)轉(zhuǎn)非的身份轉(zhuǎn)變和自我認同,這就需要社會和政府部門為失地農(nóng)民架設(shè)一座走出就業(yè)困境的扶梯,讓失地農(nóng)民真正體會到社會改革帶來的愉悅感。
[Abstract]:The proposal of the CPC Central Committee on formulating the 13th Five-Year Plan for National Economic and Social Development puts forward the following: to perfect the healthy development system of urbanization and to promote urbanization with people as the core. Along with the continuous development of urbanization in China, the scale of rural arable land is decreasing because of the increasing demand for urban construction land, and the number of land-lost farmers is increasing day by day. How to ensure that the basic living standard of farmers does not decline after losing land, and how to realize the sustainable development of landless farmers has become the focus of reform and development. This paper holds that the solution to the problem of subsistence and sustainable development of land-lost farmers cannot be separated from compensation. Compensation and protection are the basis of solving the problem, and employment is the key to solve the problem. Employment can fundamentally provide livelihood security for landless farmers. To further help landless farmers to obtain sustainable long-term development, conducive to the development of land-lost farmers themselves, conducive to social stability, conducive to the development of urbanization. Therefore, in view of the problem of employment of land-lost farmers in the process of urbanization, It is of great significance to study the factors affecting the employment of landless farmers. Based on this, this paper reviews and summarizes the present situation of the research on the employment of landless peasants at home and abroad, and combines with Keynes' employment theory to develop the employment theory of economics. Neo-classical comprehensive employment theory and human capital and employment theory, from the perspective of individual, employment service and system to analyze the factors affecting the employment of landless farmers. Using factor analysis to reduce the dimensionality of 27 indexes, the quality of labor force, the concept of employment, social capital, employment guidance, employment training, employment information, unemployment insurance, employment training, employment training, employment information, unemployment insurance, employment training, employment training, employment information, unemployment insurance, employment quality, employment concept, social capital, employment guidance, Land requisition and employment protection of 9 factors affecting the employment of landless farmers. Through correlation analysis and regression analysis of 9 employment factors, the degree of influence is the quality of labor force, land acquisition and placement, employment training, employment information, etc. Employment guidance, employment concept, employment protection, unemployment insurance, social capital, and based on the results of the relevant policy support. Employment is an important way to realize the value of life. Landless farmers need to change their identity and identify themselves through employment, which requires society and government departments to set up an escalator for landless farmers to get out of the employment predicament. Let the land-lost farmers really appreciate the joy of social reform.
