【摘要】：隨著新型城鎮(zhèn)化的不斷推進、城市"夾心層"人口數(shù)量的急劇增加,解決好"夾心層"人口的住房問題是衡量新型城鎮(zhèn)化進程能否取得成效的重要指標(biāo)。由于一段時期的政策調(diào)控,導(dǎo)致城市中的大量樓盤淪為存量商品房。本文通過存量房的現(xiàn)狀分析和保障房的資金缺口,測算兩個方面,引出存量房轉(zhuǎn)為保障房的兩種狀態(tài)下的PPP運作模式,而能否在政府資金短缺和市場管理經(jīng)驗不足的現(xiàn)狀下,采用PPP模式將存量房轉(zhuǎn)化為保障房,是本文研究的重點。
[Abstract]:With the continuous development of new urbanization, the population of the "sandwich layer" in the city has increased dramatically. A good solution to the housing problem of the "sandwich layer" population is an important indicator to measure the effectiveness of the new urbanization process. This paper, through the analysis of the current situation of the housing stock and the fund gap of indemnificatory apartment, calculates two aspects, leading to the operation mode of PPP under the two states of the stock house being converted into indemnificatory apartment. Under the condition of the shortage of government funds and the lack of market management experience, it is the focal point of this paper to adopt the PPP model to transform the stock housing into indemnificatory apartment.
