【摘要】：農(nóng)村人力資源開(kāi)發(fā)時(shí)有效解決農(nóng)村人口壓力的關(guān)鍵,關(guān)系到"三農(nóng)"問(wèn)題的解決,關(guān)系到社會(huì)經(jīng)濟(jì)的健康發(fā)展,同時(shí)也是中國(guó)夢(mèng)、強(qiáng)國(guó)夢(mèng)得以實(shí)現(xiàn)的重要支撐。盤(pán)錦市農(nóng)村人力資源豐富,深藏巨大生產(chǎn)力潛能。如何有效開(kāi)發(fā)農(nóng)村人力資源,把盤(pán)錦市巨大的農(nóng)村人口壓力轉(zhuǎn)化為人力資源優(yōu)勢(shì),統(tǒng)籌城鄉(xiāng)發(fā)展,是亟需解決的現(xiàn)實(shí)問(wèn)題。本文基于盤(pán)錦市農(nóng)村人力資源開(kāi)發(fā)問(wèn)題展開(kāi)研究,全面分析盤(pán)錦市農(nóng)村人力資源開(kāi)發(fā)現(xiàn)狀,分析存在的主要問(wèn)題,并在汲取國(guó)內(nèi)外農(nóng)村人力資源開(kāi)發(fā)有關(guān)經(jīng)驗(yàn)的基礎(chǔ)上,提出有益于盤(pán)錦市農(nóng)村人力資源開(kāi)發(fā)的建議與舉措。研究結(jié)果表明,盤(pán)錦市農(nóng)村人力資源開(kāi)發(fā)成果顯著,總量豐富、質(zhì)量明顯提高、結(jié)構(gòu)趨于合理、社會(huì)保障覆蓋水平提高,為該地區(qū)社會(huì)經(jīng)濟(jì)發(fā)展提供了支撐。盤(pán)錦市農(nóng)村人力資源開(kāi)發(fā)還存在一定的問(wèn)題,如農(nóng)村教育事業(yè)發(fā)展水平低下、農(nóng)民培訓(xùn)體系不完善、農(nóng)民社會(huì)保障成效低下以及農(nóng)村勞動(dòng)力流動(dòng)不暢等,制約農(nóng)村人力資源進(jìn)一步開(kāi)發(fā)。盤(pán)錦市應(yīng)基于自身實(shí)際,發(fā)展農(nóng)村教育事業(yè)、提高農(nóng)民培訓(xùn)水平、健全農(nóng)村社會(huì)保障機(jī)制、促進(jìn)農(nóng)村剩余勞動(dòng)力合理流動(dòng),以更有效開(kāi)發(fā)本地區(qū)農(nóng)村人力資源。
[Abstract]:The key to effectively solve the rural population pressure in the development of rural human resources is related to the solution of the "three rural" problems, the healthy development of social economy, and Chinese Dream. Panjin City is rich in rural human resources and has great potential for productive forces. How to effectively develop rural human resources and transform the huge pressure of rural population into human resource advantages in Panjin City, Planning the development of urban and rural areas is a practical problem that needs to be solved. Based on the development of rural human resources in Panjin City, this paper makes a comprehensive analysis of the current situation of rural human resources development in Panjin City, and analyzes the main problems. Based on the experience of rural human resources development at home and abroad, the paper puts forward some suggestions and measures beneficial to the development of rural human resources in Panjin. The results show that the achievements of rural human resources development in Panjin are remarkable and the total amount is abundant. The quality is obviously improved, the structure tends to be reasonable, and the level of social security coverage is raised, which provides support for the social and economic development of the region. There are still some problems in the development of rural human resources in Panjin, such as the low level of development of rural education, Farmers' training system is not perfect, peasant's social security effect is low, and rural labor force flow is not smooth, which restricts the further development of rural human resources. Panjin City should develop rural education and improve the level of farmers' training based on its own reality. Improve the rural social security mechanism, promote the rational flow of rural surplus labor force, in order to develop rural human resources more effectively.
