武漢新型城鎮(zhèn)化質(zhì)量及其影響因素耦合

【摘要】:改革開(kāi)放以來(lái),我國(guó)的城鎮(zhèn)化進(jìn)程十分迅速,但是過(guò)快的發(fā)展也導(dǎo)致了城鎮(zhèn)規(guī)模擴(kuò)張無(wú)序,資源利用率低下,生態(tài)環(huán)境保護(hù)不夠重視,城鄉(xiāng)二元結(jié)構(gòu)依然顯著等問(wèn)題。因此,相對(duì)于城鎮(zhèn)化發(fā)展的規(guī)模,更應(yīng)該注重提高城鎮(zhèn)化發(fā)展的質(zhì)量。新型城鎮(zhèn)化要求形成內(nèi)涵式的經(jīng)濟(jì)增長(zhǎng)方式、集約式的資源利用方式、統(tǒng)籌一體化的城鄉(xiāng)關(guān)系。本文基于系統(tǒng)理論、可持續(xù)發(fā)展理論和協(xié)調(diào)發(fā)展理論,歸納總結(jié)國(guó)內(nèi)外既有研究,分析武漢市新型城鎮(zhèn)化質(zhì)量?jī)?nèi)涵。首先,運(yùn)用層次分析法,構(gòu)建武漢市新型城鎮(zhèn)化質(zhì)量測(cè)度指標(biāo)體系,從城鎮(zhèn)化發(fā)展水平和發(fā)展效率兩個(gè)維度,測(cè)度武漢市新型城鎮(zhèn)化質(zhì)量,分析城鎮(zhèn)化質(zhì)量的時(shí)空變化。然后,借助協(xié)調(diào)發(fā)展度模型,對(duì)影響城鎮(zhèn)化質(zhì)量的人口、土地和經(jīng)濟(jì)三大要素及其關(guān)系進(jìn)行動(dòng)態(tài)分析,并分別與新型城鎮(zhèn)化質(zhì)量進(jìn)行耦合,以探究三大要素與城鎮(zhèn)化質(zhì)量之間的聯(lián)系,明確影響要素與武漢市新型城鎮(zhèn)化質(zhì)量的協(xié)調(diào)狀況的空間差異,為提高武漢市新型城鎮(zhèn)化質(zhì)量奠定基礎(chǔ)。最后,針對(duì)制約武漢市新型城鎮(zhèn)化質(zhì)量提高的主要原因,提出提升武漢市新型城鎮(zhèn)化質(zhì)量的對(duì)策建議。研究結(jié)果表明:(1)新型城鎮(zhèn)化質(zhì)量受到城鎮(zhèn)化發(fā)展水平和發(fā)展效率共同的影響。其中城鎮(zhèn)化發(fā)展水平包括人口、土地和經(jīng)濟(jì)三者的城鎮(zhèn)化水平,城鎮(zhèn)化發(fā)展效率包括經(jīng)濟(jì)增長(zhǎng)方式、資源利用效率、公共服務(wù)質(zhì)量、基礎(chǔ)設(shè)施建設(shè)、城鄉(xiāng)發(fā)展關(guān)系和生態(tài)環(huán)境質(zhì)量等6個(gè)子指標(biāo)。(2)武漢市新型城鎮(zhèn)化質(zhì)量在時(shí)間上總體呈上升趨勢(shì),并呈現(xiàn)出三個(gè)不同的發(fā)展階段;武漢市新型城鎮(zhèn)化質(zhì)量在空間分布上有明顯差異,整體上呈現(xiàn)從中心向外圍逐漸減少的變化趨勢(shì)。根據(jù)武漢市各個(gè)區(qū)縣的城鎮(zhèn)化質(zhì)量綜合值數(shù)據(jù),可以將武漢市新型城鎮(zhèn)化質(zhì)量分為3個(gè)類型區(qū)域。(3)對(duì)人口-土地-經(jīng)濟(jì)要素協(xié)調(diào)發(fā)展度分析,發(fā)現(xiàn)各個(gè)影響要素之間在2000-2015年都經(jīng)過(guò)了從失調(diào)階段到過(guò)渡階段再到協(xié)調(diào)階段的過(guò)程。從亞型來(lái)看,武漢市當(dāng)前土地城鎮(zhèn)化發(fā)展最快,城鎮(zhèn)擴(kuò)張迅速,人口城鎮(zhèn)化其次,城鎮(zhèn)人口增加較快,經(jīng)濟(jì)城鎮(zhèn)化相對(duì)滯后,經(jīng)濟(jì)發(fā)展有待進(jìn)一步提高,城鄉(xiāng)間差異依然較大。(4)武漢市新型城鎮(zhèn)化質(zhì)量與各影響因素空間分析結(jié)果顯示:①主城區(qū)的三個(gè)影響因素的城鎮(zhèn)化指數(shù)均比遠(yuǎn)城區(qū)高②人口與經(jīng)濟(jì)城鎮(zhèn)化與城鎮(zhèn)化質(zhì)量均處于高度協(xié)調(diào)階段,土地城鎮(zhèn)化則區(qū)域差異較大,以主城區(qū)為中心向外圍遞減,從中部向南北遞減的空間分異規(guī)律。
[Abstract]:Since the reform and opening up, the process of urbanization in China has been very rapid, but the rapid development has also led to the urban scale expansion disorder, the low utilization rate of resources, the insufficient attention to the protection of the ecological environment, the urban-rural dual structure is still significant and so on. Relative to the scale of urbanization development, we should pay more attention to improving the quality of urbanization development. Based on the system theory, sustainable development theory and coordinated development theory, this paper summarizes the existing research at home and abroad, analyzes the connotation of new urbanization quality in Wuhan. This paper constructs a new urbanization quality measurement index system in Wuhan, measures the urbanization quality from the two dimensions of urbanization development level and development efficiency, analyzes the space-time change of urbanization quality, and then, with the aid of coordinated development degree model, analyzes the spatial and temporal changes of urbanization quality. Through dynamic analysis of the population, land and economy factors and their relations, and coupling with the new urbanization quality, the paper explores the relationship between the three factors and the urbanization quality. It is clear that the spatial difference between the influencing factors and the coordination status of the new urbanization quality in Wuhan City, which lays a foundation for improving the new urbanization quality in Wuhan City. Finally, the main reasons that restrict the improvement of the new urbanization quality in Wuhan City are pointed out. The research results show that the quality of new urbanization is affected by both the level of urbanization and the efficiency of urbanization. The urbanization level of land and economy, urbanization development efficiency includes economic growth mode, resource utilization efficiency, public service quality, infrastructure construction, The relationship between urban and rural development and eco-environmental quality and other six sub-indicators. (2) Wuhan's new urbanization quality has an overall upward trend in time, and presents three different stages of development; There are obvious differences in spatial distribution of the new urbanization quality in Wuhan, and the overall trend is gradually decreasing from the center to the periphery. According to the comprehensive value data of urbanization quality in each district and county of Wuhan, The quality of new-type urbanization in Wuhan can be divided into three types of regions. (3) the degree of coordinated development of population, land and economic elements can be analyzed. It is found that from 2000 to 2015, all the influencing factors have gone through the process from maladjustment stage to transition stage to coordination stage. From the subtype point of view, Wuhan has the fastest development of land urbanization, rapid urban expansion, and population urbanization. The urban population is increasing rapidly, the economic urbanization is lagging behind, and the economic development needs to be further improved. The spatial analysis of the new urbanization quality and the influencing factors in Wuhan shows that the urbanization index of the three influencing factors in the main urban area of 1: 1 is 2 higher than that of the far urban area, and the urbanization and urbanization of economy and population are higher than that of the far urban area. Quality is at a high level of coordination, On the other hand, there is a great regional difference in the urbanization of land, and the spatial differentiation law of decreasing from the central to the north and from the center of the main urban area to the periphery.
