牧區(qū)基層幼兒園幼兒陪讀現(xiàn)象的問題及對策研究

【摘要】:近年來國家對學(xué)前教育越來越重視,相繼出臺(tái)了一系列重要的文件和指示。2010年7月28日中共中央、國務(wù)院印發(fā)了《國家中長期教育改革和發(fā)展綱要(2010——2020)》,正式將學(xué)前教育納入現(xiàn)代國民教育體系,要求大力發(fā)展學(xué)前教育。并明確提出了未來發(fā)展學(xué)前教育的三大任務(wù):一是“基本普及學(xué)前教育”、二是“明確政府職責(zé)”、三是“重點(diǎn)發(fā)展農(nóng)村學(xué)前教育”。國務(wù)院辦公廳于2010年11月21日正式發(fā)布了《國務(wù)院關(guān)于當(dāng)前發(fā)展學(xué)前教育的若干意見》(國發(fā)[2010]41號)(簡稱‘國十條’)突出強(qiáng)調(diào)了學(xué)前教育的重要地位,表明了學(xué)前教育的性質(zhì)。長期以來學(xué)前教育是我國教育體系中的最為薄弱的環(huán)節(jié)之一,學(xué)前教育的發(fā)展面臨著諸多急需解決的困難與問題。內(nèi)蒙古牧區(qū)地廣人稀、居住分散、交通不便、信息閉塞,教育資源分配不均衡,教育發(fā)展滯后。牧區(qū)幼兒家附近沒有幼兒園,家長對學(xué)前教育的認(rèn)識逐漸提高,意識到學(xué)前教育的重要性,但家長在認(rèn)識方面及實(shí)施過程存在諸多誤區(qū)。學(xué)前階段的幼兒有其自身的特殊性,自理能力還不足,不能獨(dú)自應(yīng)對學(xué)習(xí)和生活問題。因此為了讓孩子有機(jī)會(huì)上幼兒園,進(jìn)城陪讀是家長無奈的選擇。陪讀幼兒是保證牧區(qū)幼兒公平接受學(xué)前教育的必要舉措。然而筆者通過問卷調(diào)查、訪談發(fā)現(xiàn)牧區(qū)基層幼兒園幼兒陪讀也存在一些問題,牧區(qū)基層幼兒園陪讀幼兒行為方面、教師在陪讀幼兒管理方面、陪讀幼兒家長在家園合作方面、牧區(qū)基層幼兒園管理層對陪讀幼兒管理等方面都存在一些急需關(guān)注的問題。因此,研究者試圖通過在已有文獻(xiàn)和研究的基礎(chǔ)上,對牧區(qū)陪讀幼兒園幼兒陪讀現(xiàn)象進(jìn)行了現(xiàn)狀調(diào)查,尋找出牧區(qū)幼兒陪讀現(xiàn)象存在的問題,對牧區(qū)基層幼兒園管理方面提出一些針對性的建議和對策。為牧區(qū)基層幼兒園教師和陪讀幼兒家長提供相應(yīng)的指導(dǎo)和建議。
[Abstract]:In recent years, the state has paid more and more attention to preschool education, and has successively issued a series of important documents and instructions. On July 28, 2010, the CPC Central Committee, The State Council issued the outline of National medium and long term Education Reform and Development (2010-2020), which formally incorporated preschool education into the modern national education system, and called for the vigorous development of pre-school education. Three major tasks of developing preschool education in the future are clearly put forward: one is "basic popularization of preschool education", the other is "defining the responsibilities of the government", and the third is "focusing on the development of pre-school education in rural areas". On November 21, 2010, the General Office of the State Council officially issued the opinions of the State Council on the current Development of Preschool Education (Guofa [2010] 41) (referred to as "National Ten articles"), which highlighted the important status of preschool education and showed the nature of preschool education. Preschool education is one of the weakest links in our educational system for a long time. The development of preschool education is faced with many difficulties and problems that need to be solved urgently. The pastoral areas in Inner Mongolia are sparsely populated, scattered, inconvenient, information blocked, unbalanced distribution of educational resources and lagging behind in the development of education. There is no kindergarten near the children's home in pastoral area, parents' understanding of preschool education is gradually improved, and they realize the importance of preschool education, but there are many misunderstandings in the cognition and implementation process of parents. Preschool children have their own particularity and lack of self-care ability to cope with learning and life problems alone. Therefore, in order to let children have the opportunity to go to kindergarten, it is a helpless choice for parents to go to town. Accompanying children is a necessary measure to ensure that children in pastoral areas receive preschool education equitably. However, through the questionnaire survey and interview, the author found that there are some problems in the reading of children in pastoral primary kindergartens. In pastoral areas, the behavior of reading with children, the management of children accompanied by teachers, and the cooperation of parents of children with reading children in the pastoral area are also found. There are some urgent problems in the management of children in pastoral primary kindergartens. Therefore, on the basis of the existing literature and research, the researcher attempts to investigate the current situation of the phenomenon of accompany reading of children in pastoral areas, and find out the problems existing in the phenomenon of reading accompanied by children in pastoral areas. This paper puts forward some suggestions and countermeasures on the management of grass-roots kindergartens in pastoral areas. To provide corresponding guidance and suggestions for primary kindergarten teachers and parents of children in pastoral areas.
