【摘要】：職業(yè)教育是我國教育體系的重要組成部分,是推動社會經(jīng)濟(jì)發(fā)展、促進(jìn)就業(yè)和改善民生的重要途徑。作為我國首份教育綱領(lǐng)性文件,《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020)》提出要在2020年,要形成“適應(yīng)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整要求、體現(xiàn)終身教育理念、中等和高等職業(yè)教育協(xié)調(diào)發(fā)展的現(xiàn)代教育體系�！笔呤械靥幥匕蜕絽^(qū),交通相對閉塞,貧困人口相對集中,縣域經(jīng)濟(jì)發(fā)展滯后,產(chǎn)業(yè)結(jié)構(gòu)亟待優(yōu)化升級。職業(yè)教育的發(fā)展為十堰市優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、改善民生、解決“三農(nóng)問題”打開了一扇新的大門,而目前十堰市職業(yè)教育發(fā)展面臨重重困境,存在職業(yè)學(xué)校數(shù)量過多,資源浪費(fèi)和短缺的現(xiàn)象并存；生源緊張,招生市場相對混亂；缺乏辦學(xué)特色,服務(wù)地方經(jīng)濟(jì)能力不強(qiáng)等等問題,可以說,十堰市職業(yè)教育正處在一個(gè)亟待改革調(diào)整的關(guān)鍵時(shí)期。而十堰市各級政府在這個(gè)過程中發(fā)揮著不可替代的作用,十堰各職能部門必須認(rèn)清自身在職教發(fā)展和管理中存在的問題,分析出現(xiàn)問題的原因,并且結(jié)合地方實(shí)際,充分發(fā)揮主觀能動性,有針對性的加強(qiáng)和完善政府職教管理職能,這是十堰市職業(yè)教育得以長期健康發(fā)展的堅(jiān)實(shí)基礎(chǔ),也是本文探討和研究的重點(diǎn)和目的之所在。 本文基于十堰市社會經(jīng)濟(jì)發(fā)展背景和職業(yè)教育發(fā)展實(shí)際情況,深入分析十堰市十堰市政府在履行職業(yè)教育管理職能中存在的問題,并對存在問題的成因進(jìn)行分析,著重探討加強(qiáng)和完善政府職能的對策。本文具體分為以下五個(gè)部分： 第一部分：緒論,本部分基于十堰市經(jīng)濟(jì)社會發(fā)展的現(xiàn)狀以及職業(yè)教育發(fā)展要求,提出本文探討的問題,并分析此項(xiàng)研究的理論意義和現(xiàn)實(shí)意義。然后對國內(nèi)外的研究情況進(jìn)行梳理,強(qiáng)調(diào)國內(nèi)外學(xué)者對于職業(yè)教育內(nèi)涵、政府職能以及現(xiàn)實(shí)情況的分析和研究。最后總結(jié)論文的研究思路、研究方法以及創(chuàng)新之處。 第二部分：闡述重要概念和相關(guān)理論。對職業(yè)教育發(fā)展中政府職能所涉及的重要概念進(jìn)行界定,并且對本研究的相關(guān)理論：人力資本、公共產(chǎn)品和政府職能等進(jìn)行概述。 第三部分：考察十堰市職業(yè)教育發(fā)展中政府職能發(fā)揮的現(xiàn)實(shí)情況。在概述十堰市職業(yè)教育發(fā)展的背景、歷史沿革和現(xiàn)狀的基礎(chǔ)上,分析當(dāng)前十堰市政府在履行發(fā)展和管理職業(yè)教育的各項(xiàng)職能過程中存在的主要問題。 第四部分：分析十堰市政府在履行職業(yè)教育管理職能中存在問題的成因。從內(nèi)因和外因兩個(gè)方面展開。 第五部分：著重探討加強(qiáng)和完善十堰市職業(yè)教育發(fā)展過程中政府職能的路徑和對策,主要著眼于六個(gè)方面：加強(qiáng)立法與執(zhí)法、理順管理體制、推進(jìn)職教與地方經(jīng)濟(jì)結(jié)合、整合職教資源和集團(tuán)化發(fā)展、確立保障機(jī)制以及推進(jìn)校企結(jié)合。
[Abstract]:Vocational education is an important part of our educational system and an important way to promote social and economic development, promote employment and improve people's livelihood. As the first educational programmatic document of our country, the outline of the National medium-and long-term Educational Reform and Development Plan (2010 / 2020) proposes that by 2020, it is necessary to form "the requirements of adapting to the transformation of the mode of economic development and the adjustment of the industrial structure, and to embody the concept of lifelong education." A modern education system in which secondary and higher vocational education develops in harmony. " Shiyan city is located in Qinba mountainous area, the traffic is relatively blocked, the poor population is relatively concentrated, the development of county economy lags behind, and the industrial structure needs to be optimized and upgraded. The development of vocational education has opened a new door for Shiyan City to optimize the industrial structure, improve people's livelihood and solve the "three rural problems". At present, the development of vocational education in Shiyan City is facing many difficulties, and there are too many vocational schools. The co-existence of waste of resources and shortage of resources; It can be said that the vocational education in Shiyan city is in a critical period of urgent reform and adjustment, such as the shortage of the characteristics of running a school, the lack of ability to serve the local economy, and so on, due to the shortage of students and the relative confusion of the enrollment market. While the governments at all levels in Shiyan City play an irreplaceable role in this process, each functional department of Shiyan must recognize clearly the problems existing in the development and management of its on-the-job education, analyze the causes of the problems, and combine with the local reality. Giving full play to the subjective initiative and strengthening and perfecting the management function of the government vocational education is the solid foundation for the long-term and healthy development of the vocational education in Shiyan, and is also the focus and purpose of this paper. Based on the background of social and economic development and the actual situation of vocational education development in Shiyan City, this paper deeply analyzes the problems existing in Shiyan Municipal Government in carrying out the functions of vocational education management, and analyzes the causes of the existing problems. This paper mainly discusses the countermeasures to strengthen and perfect the government function. This paper is divided into the following five parts: the first part: introduction, this part based on the current situation of the economic and social development of Shiyan City and the development requirements of vocational education, put forward the issues discussed in this paper. And analyze the theoretical and practical significance of this study. Then the domestic and foreign research situation is combed, emphasizing the domestic and foreign scholars to the vocational education connotation, the government function as well as the reality situation analysis and the research. Finally, the paper summarizes the research ideas, research methods and innovations. The second part: explain the important concept and related theory. This paper defines the important concepts of government function in the development of vocational education, and summarizes the related theories of this study, such as human capital, public goods and government functions, etc. The third part: investigate the reality of the government function in the development of vocational education in Shiyan. On the basis of summarizing the background, historical evolution and present situation of the development of vocational education in Shiyan City, this paper analyzes the main problems existing in the process of carrying out the functions of the development and management of vocational education in Shiyan Municipal Government. The fourth part: analysis Shiyan municipal government in the performance of vocational education management functions of the causes of problems. From the internal and external factors two aspects. The fifth part focuses on the ways and countermeasures to strengthen and perfect the functions of the government in the course of the development of vocational education in Shiyan City, mainly focusing on six aspects: strengthening the legislation and law enforcement, straightening out the management system, promoting the combination of vocational education and local economy. Integrate vocational education resources and collectivize development, establish guarantee mechanism and promote the combination of schools and enterprises.
