河北省職業(yè)教育集團(tuán)化辦學(xué)的理論與實(shí)踐研究

【摘要】:目前,河北省省級(jí)職業(yè)教育集團(tuán)共18家,涵蓋多行業(yè)、橫貫各領(lǐng)域,成立7年來,既有成績,也有不足,了解河北省職業(yè)教育集團(tuán)化辦學(xué)現(xiàn)狀則成為擺在我們面前的一個(gè)重要問題。開展這項(xiàng)研究具有重要的理論和實(shí)踐意義。一是有助于梳理職業(yè)教育集團(tuán)化辦學(xué)的基本理論,如內(nèi)涵、類型、目的、目標(biāo)、定位、功能、必要性、辦學(xué)體制,為研究河北省職業(yè)教育集團(tuán)辦學(xué)的實(shí)踐提供理論支持。二是有助于了解河北省職業(yè)教育集團(tuán)化辦學(xué)的現(xiàn)狀,發(fā)現(xiàn)其中存在的問題,探究問題背后的深層次原因,為完善我省職業(yè)教育集團(tuán)辦學(xué)提供對(duì)策建議。三是有助于河北省職業(yè)教育從量的規(guī)模擴(kuò)張向質(zhì)的內(nèi)涵發(fā)展,促進(jìn)職業(yè)教育發(fā)展方式向集團(tuán)化、規(guī);、集約化、連鎖化轉(zhuǎn)變,提高實(shí)用技能人才培養(yǎng)的質(zhì)量。 本文除緒論和結(jié)語外,共分四部分: 緒論—引出問題,從國外和國內(nèi)兩方面對(duì)職業(yè)教育集團(tuán)化的現(xiàn)狀和發(fā)展趨勢進(jìn)行闡述,闡明本文的研究目的、意義,介紹本文的主要研究方法和創(chuàng)新之處。 第一部分,職業(yè)教育集團(tuán)化辦學(xué)的一般理論。首先在綜合分析有關(guān)學(xué)者研究成果的基礎(chǔ)上,對(duì)職業(yè)教育集團(tuán)化辦學(xué)的相關(guān)概念,如定義、性質(zhì)、類型、功能進(jìn)行界定;其次說明職業(yè)教育集團(tuán)化辦學(xué)的定位,是政府行為還是市場行為,我們認(rèn)為應(yīng)該是一種政府行為與市場行為的自主結(jié)合;再次介紹了職業(yè)教育集團(tuán)化辦學(xué)的理論基礎(chǔ),如制度經(jīng)濟(jì)學(xué)、經(jīng)濟(jì)學(xué)博弈理論、經(jīng)濟(jì)學(xué)規(guī)模理論、經(jīng)濟(jì)學(xué)交易理論;最后,從人民群眾的需要、社會(huì)發(fā)展的需要、學(xué)校發(fā)展需要三個(gè)方面論述職業(yè)教育集團(tuán)化辦學(xué)的必要性。 第二部分,河北省職業(yè)教育集團(tuán)化辦學(xué)的概況。首先介紹了我省職業(yè)教育集團(tuán)化辦學(xué)發(fā)展的三個(gè)階段,即萌芽階段、探索階段和發(fā)展階段;然后運(yùn)用職業(yè)教育集團(tuán)化辦學(xué)的一般理論分析我省職業(yè)教育集團(tuán)化辦學(xué)的類型,即高職院校主導(dǎo)、國家重點(diǎn)中專主導(dǎo)、企業(yè)、行業(yè)主導(dǎo)和政府主導(dǎo);再次闡述了我省職業(yè)教育集團(tuán)化辦學(xué)的管理體制,包括外部管理和內(nèi)部運(yùn)行機(jī)制。最后,總結(jié)了我省職業(yè)教育集團(tuán)化辦學(xué)的特點(diǎn)和當(dāng)前面臨的困境。文章認(rèn)為,我省職業(yè)教育集團(tuán)化辦學(xué)具有四大特點(diǎn):一是政府主導(dǎo);二是有章可依;三是產(chǎn)業(yè)性強(qiáng);四是高職主力。當(dāng)前面臨諸如行業(yè)、企業(yè)參與不足;網(wǎng)絡(luò)宣傳意識(shí)較淡;集團(tuán)章程執(zhí)行不力;集而不團(tuán)大而不強(qiáng)等一些制約省級(jí)職教集團(tuán)發(fā)展的困境。 第三部分,河北省職業(yè)教育集團(tuán)化辦學(xué)困境的原因分析。通過走訪調(diào)研、查閱資料等方法對(duì)有關(guān)材料和數(shù)據(jù)進(jìn)行分析,對(duì)河北省職業(yè)教育集團(tuán)化辦學(xué)現(xiàn)狀進(jìn)行反思總結(jié),找出了當(dāng)前我省職業(yè)教育集團(tuán)化辦學(xué)困境的四大原因,即理論研究欠缺、團(tuán)體利益使然、運(yùn)行時(shí)間較短、制度化程度低。 第四部分,,河北省職業(yè)教育集團(tuán)化辦學(xué)的完善路徑。如何化解困境,完善我省職業(yè)教育集團(tuán)化辦學(xué)的路徑?以外部管理體制和內(nèi)部運(yùn)行機(jī)制為切入點(diǎn),具體來說,外部管理體制,是從宏觀角度來談我省職教集團(tuán)可持續(xù)健康發(fā)展的外部環(huán)境,如合理定位政府、市場、社會(huì)彼此之間的關(guān)系。政府、市場、社會(huì)應(yīng)該各就其位、各司其職:政府給政策創(chuàng)造適合職教集團(tuán)的管理環(huán)境;市場給機(jī)制激發(fā)適合職教集團(tuán)的內(nèi)在活力;社會(huì)給評(píng)鑒提供適合職教集團(tuán)的質(zhì)量保障。內(nèi)部治理機(jī)制,是從微觀角度上探究省級(jí)職教集團(tuán)作為個(gè)體如何克服困境形成良好的內(nèi)部治理生態(tài)。鑒于我省省級(jí)職教集團(tuán)在內(nèi)部治理上存在的網(wǎng)絡(luò)宣傳意識(shí)淡薄、集團(tuán)章程執(zhí)行不力、集而不團(tuán)大而不強(qiáng)的狀態(tài),擬從修改集團(tuán)章程、調(diào)整管理機(jī)構(gòu)、完善獎(jiǎng)懲機(jī)制三個(gè)方面闡述我的建議,以供參考。 結(jié)語部分,對(duì)本研究進(jìn)行了總結(jié)和展望。
[Abstract]:At present, a total of 18 provincial vocational education groups in Hebei province, covering the multi-industry and cross-cutting areas, has been set up for seven years, with both achievements and shortcomings, and it is an important issue before us to understand the current situation of the school running of vocational education in Hebei Province. It is of great theoretical and practical significance to carry out this research. First, it is helpful to comb the basic theory of the group running of the vocational education, such as the connotation, the type, the purpose, the goal, the position, the function, the necessity and the school running system, and provides the theoretical support for the research of the school running of the vocational education group in Hebei Province.
