【摘要】：隨社會(huì)經(jīng)濟(jì)發(fā)展,國家政策的促進(jìn),高職教育在近十年來發(fā)展迅速,已占據(jù)高等教育的半壁江山。當(dāng)前高職教育改革正在向縱深發(fā)展,國家的政策引導(dǎo)方向是增強(qiáng)高職競爭力,加強(qiáng)內(nèi)涵建設(shè),注重提高教育質(zhì)量。警察類高職教育是高職教育的具體類別,具備了高職教育的一般屬性,但其在人才培養(yǎng)和職業(yè)特征上又特色鮮明,有其不同的教育特點(diǎn)。在高職教育快速發(fā)展的帶動(dòng)下,警察類高職教育也取得了長足地發(fā)展。在政府不斷出臺(tái)政策規(guī)定促進(jìn)高職教育發(fā)展的同時(shí),警察類高職在實(shí)際發(fā)展中受到了許多政策環(huán)境的制約,成為其進(jìn)一步發(fā)展的障礙。分析當(dāng)前警察類高職發(fā)展的政策環(huán)境現(xiàn)狀、問題,探討進(jìn)一步優(yōu)化的策略,是這類高職教育發(fā)展必須要面對(duì)的問題。 全文共分五個(gè)部分,第一部分導(dǎo)論介紹文章的選題背景、寫作目的和意義、研究思路與方法；第二部分,將可持續(xù)發(fā)展的觀點(diǎn)與高職教育理念相結(jié)合,分析我國警察類高職教育可持續(xù)發(fā)展的條件、要素及其政策環(huán)境需求；第三部分,對(duì)我國警察類高職教育所處的政策環(huán)境現(xiàn)狀、出現(xiàn)的問題進(jìn)行分析；第四部分,分析國外主要發(fā)達(dá)國家的高職教育政策策略,從中汲取經(jīng)驗(yàn)；第五部分,提出警察類高職教育可持續(xù)發(fā)展的政策環(huán)境優(yōu)化思路。 文章從政策因素的視角來分析警察類高職可持續(xù)發(fā)展面臨的問題——高職教育定位政策不完善；經(jīng)費(fèi)投入政策不完善；招生政策不利于其公平發(fā)展；產(chǎn)學(xué)合作政策不完善；高職辦學(xué)自主權(quán)不夠。通過經(jīng)驗(yàn)借鑒,提出了警察類高職可持續(xù)發(fā)展的政策環(huán)境優(yōu)化思路：要轉(zhuǎn)變政府職能,進(jìn)一步健全和完善法律法規(guī)；建立完備的高職教育體系；加大政府財(cái)政投入的支持；改革招生就業(yè)政策；加強(qiáng)產(chǎn)學(xué)合作政策扶持力度。
[Abstract]:With the development of social economy and the promotion of national policy, higher vocational education has developed rapidly in the past ten years and occupied half of higher education. At present, the reform of higher vocational education is developing in depth, and the direction of national policy guidance is to strengthen the competitiveness of higher vocational education, strengthen the construction of connotation and pay attention to improving the quality of education. Police higher vocational education is a specific category of higher vocational education, which has the general attributes of higher vocational education, but it has distinct characteristics in talent training and professional characteristics, and has its different educational characteristics. With the rapid development of higher vocational education, police higher vocational education has made great progress. At the same time, while the government has issued policies to promote the development of higher vocational education, the police higher vocational education has been restricted by many policy environments in the actual development, which has become an obstacle to its further development. It is necessary to face the problems in the development of police higher vocational education by analyzing the present situation and problems of the policy environment of the development of the police higher vocational education and exploring the strategies for further optimization of the development of this kind of higher vocational education. The paper is divided into five parts. The first part introduces the background of the topic, the purpose and significance of writing, the research ideas and methods. The second part, combining the viewpoint of sustainable development with the concept of higher vocational education, analyzes the conditions, elements and policy environment requirements of the sustainable development of higher vocational education of police in China. The third part analyzes the current situation and problems of the policy environment of the police higher vocational education in our country, the fourth part, analyzes the policy strategy of higher vocational education in the main developed countries, and draws experience from it. The fifth part, puts forward the policy environment optimization thought of police higher vocational education sustainable development. From the perspective of policy factors, this paper analyzes the problems faced by the sustainable development of higher vocational colleges of the police category, namely, the imperfection of the orientation policy of higher vocational education, the imperfection of the policy of funds input, the disadvantage of the fair development of the enrollment policy, the imperfection of the policy of cooperation between industry and university; The autonomy of higher vocational school is not enough. Based on the experience, the paper puts forward the policy environment optimization ideas for the sustainable development of the police higher vocational colleges: to transform the government functions, to further improve the laws and regulations, to establish a complete higher vocational education system, to increase the support of the government financial input; Reform enrollment and employment policy; strengthen policy support for industrial and university cooperation.
