【摘要】：中等職業(yè)教育是我國教育事業(yè)的重要組成部分，在培養(yǎng)技能型人才、提高勞動者就業(yè)能力、普及高中階段教育、促進(jìn)農(nóng)村勞動力轉(zhuǎn)移、加快新農(nóng)村建設(shè)等方面都發(fā)揮著重要的作用。教育經(jīng)費(fèi)是發(fā)展教育事業(yè)的重要物質(zhì)保證，要謀求教育的發(fā)展，必須有充裕的經(jīng)費(fèi)予以支持。因此，如何建立科學(xué)、合理、完善的中等職業(yè)教育投資體制成為重要的研究課題。本文主要從以下五個方面對這一主題開展研究。 第一章緒論部分。論述了本課題研究的背景、意義、內(nèi)容等，同時對國內(nèi)投資體制研究的現(xiàn)狀作了大致的梳理。 第二章相關(guān)概念界定及教育投資的相關(guān)理論。界定了本文涉及的基本概念，通過對人力資本理論、公共產(chǎn)品理論、成本分擔(dān)理論等的剖析，為中等職業(yè)教育體制的改革提供了重要的理論依據(jù)。 第三章教育投資體制發(fā)展歷程及現(xiàn)狀。對我國中等職業(yè)教育投資體制在計劃經(jīng)濟(jì)體制、經(jīng)濟(jì)轉(zhuǎn)型、社會主義市場經(jīng)濟(jì)體制三個時期的發(fā)展的過程做了簡要論述，同時總結(jié)了現(xiàn)行中等職業(yè)教育體制的特點(diǎn)。其次，通過收集、整理、歸納、分析近十年我國中等職業(yè)教育經(jīng)費(fèi)投入的情況，從投入總量、經(jīng)費(fèi)來源結(jié)構(gòu)、生均經(jīng)費(fèi)三個方面分析了我國中等職業(yè)教育經(jīng)費(fèi)投入的現(xiàn)狀及存在的問題。 第四章國外職業(yè)教育投資體制。介紹了西方發(fā)達(dá)國家中等職業(yè)教育經(jīng)費(fèi)的籌措方法、投入主體等方面的先進(jìn)經(jīng)驗(yàn)，旨在對我國的中等職業(yè)教育投資體制改革提供有益借鑒。 第五章完善中等職業(yè)教育投資體制的建議。從行政、市場、制度三個途徑提出了完善我國中等職業(yè)教育投資體制的建議和對策，以增強(qiáng)中等職業(yè)教育的發(fā)展能力。
[Abstract]:Secondary vocational education is an important part of education in China. In training skilled talents, improving the employability of workers, popularizing high school education and promoting the transfer of rural labor force, secondary vocational education is an important part of China's education. Education funds are an important material guarantee for the development of education. To seek the development of education, we must have sufficient funds to support them. Therefore, how to establish a scientific and reasonable way, Perfect investment system of secondary vocational education has become an important research topic. The first chapter introduces the background, significance and content of the research, and summarizes the current situation of the domestic investment system. The second chapter defines the related concepts and the related theories of education investment. It defines the basic concepts involved in this paper, through the analysis of human capital theory, public goods theory, cost sharing theory, etc. It provides an important theoretical basis for the reform of secondary vocational education system. The third chapter discusses the development process of the investment system of secondary vocational education in the three periods of planned economy system, economic transformation and socialist market economy system. At the same time, it summarizes the characteristics of the current secondary vocational education system. Secondly, through collecting, arranging, summing up, analyzing the situation of our country's secondary vocational education funds investment in the past ten years, from the total amount of investment, the structure of funding source, This paper analyzes the current situation and existing problems of the expenditure on secondary vocational education in China from three aspects. In chapter 4th, the author introduces the methods of raising funds for secondary vocational education in western developed countries, the advanced experience in the investment subject and so on, in order to provide a useful reference for the reform of the investment system of secondary vocational education in our country. In chapter 5th, the author puts forward suggestions and countermeasures to perfect the investment system of secondary vocational education from three ways of administration, market and system, in order to strengthen the development ability of secondary vocational education.
