學前教育的公平理念及其實現(xiàn)路徑——基于學前教育法的思考

【摘要】:近年來學前教育領域中出現(xiàn)的"入園難"、"入園貴"現(xiàn)象嚴重違背了學前教育的公平理念。對近期公布的生均教育經(jīng)費、生師比、毛入園率等數(shù)據(jù)進行分析可以發(fā)現(xiàn),我國學前教育發(fā)展仍不均衡,要實現(xiàn)學前教育的公平必須在制定學前教育法的過程中堅持公平理念。學前教育法的立法模式選擇、基本價值取向、經(jīng)費供給制度、弱勢群體保障措施等基本問題的解決正是實現(xiàn)學前教育公平理念的具體路徑。
[Abstract]:In recent years, the phenomenon of "difficult entry" and "expensive entry" in the field of pre-school education has seriously violated the concept of fairness in preschool education. It is found that the development of pre-school education in China is still uneven. In order to realize the fairness of pre-school education, we must adhere to the concept of equity in the process of formulating the law of preschool education in the process of formulating the law of preschool education through the analysis of the data on average education expenditure, teacher-to-student ratio and gross admission rate recently published. The solution to the basic problems such as the choice of legislative mode, the basic value orientation, the fund supply system and the safeguard measures of the disadvantaged groups is the concrete way to realize the idea of pre-school education equity.
