【摘要】：基于普惠性學(xué)前教育的屬性,發(fā)展普惠性學(xué)前教育必須建立普惠性幼兒園成本合理分擔(dān)機(jī)制,以保障普惠性幼兒園的建設(shè)和運行。普惠性幼兒園成本合理分擔(dān)機(jī)制是以福利制度和市場機(jī)制為共同基礎(chǔ)的混合型學(xué)前教育資源配置方式,體現(xiàn)的是學(xué)前教育供給主體之間相互聯(lián)系和相互作用的方式。合理的成本分擔(dān)機(jī)制必須兼顧公平、效率以及自由。通過成本合理分擔(dān)機(jī)制模型的建構(gòu),本研究建立了學(xué)前教育投入核心變量之間的動態(tài)關(guān)系,并通過質(zhì)量-價格杠桿自發(fā)調(diào)節(jié)普惠性幼兒園成本分擔(dān)的方式和水平,為普惠性幼兒園成本合理分擔(dān)的實施提供了可靠的依據(jù)。據(jù)此給出的政策建議是:明確普惠性幼兒園成本分擔(dān)的基礎(chǔ)邏輯,保持政策邏輯的連續(xù)性和穩(wěn)定性;通過立法建立完整的普惠性學(xué)前教育財政保障體系;實行以質(zhì)量管理為核心的普惠性幼兒園管理制度;充分發(fā)揮市場機(jī)制的作用,利用質(zhì)量-價格杠桿配置學(xué)前教育資源。
[Abstract]:Based on the attributes of inclusive preschool education, it is necessary to establish a reasonable cost sharing mechanism in order to ensure the construction and operation of inclusive preschool education. The reasonable cost sharing mechanism of inclusive kindergartens is a kind of mixed preschool education resource allocation mode, which is based on welfare system and market mechanism, and reflects the mutual connection and interaction between the supply subjects of preschool education. A reasonable cost-sharing mechanism must take into account fairness, efficiency and freedom. Through the construction of the model of reasonable cost sharing mechanism, this study establishes the dynamic relationship between the core variables of preschool education input, and adjusts the way and level of cost sharing of inclusive kindergartens spontaneously through quality-price lever. It provides a reliable basis for the implementation of reasonable cost sharing in inclusive kindergartens. The policy recommendations are as follows: clarifying the basic logic of cost sharing in inclusive kindergartens, maintaining the continuity and stability of policy logic, establishing a complete financial security system for inclusive preschool education through legislation; To implement the inclusive kindergarten management system with quality management as the core, to give full play to the role of the market mechanism, and to use quality-price leverage to allocate pre-school education resources.
