大連金州新區(qū)學(xué)前教育發(fā)展研究

【摘要】：“人生百年,立于幼學(xué)”。 20世紀(jì)50年代以來,世界許多發(fā)達(dá)國家和地區(qū)逐步認(rèn)識到發(fā)展學(xué)前教育的重要性,它們把發(fā)展學(xué)前教育提到同發(fā)展初等教育、高等教育相同的地位,作為提高民族素質(zhì)、增強(qiáng)綜合國力的一項(xiàng)重要方面來抓,紛紛通過各種措施強(qiáng)化發(fā)展學(xué)前教育的政府職能,這些國家學(xué)前教育得到了持續(xù)快速發(fā)展。近年來,國內(nèi)一些地區(qū)也嘗試推進(jìn)學(xué)前教育改革,尋求解決“入園難”、“入園貴”問題,使得這些地區(qū)學(xué)前教育得到了長足發(fā)展。與這些國家和地區(qū)相比,金州新區(qū)學(xué)前教育發(fā)展還相對緩慢,存在著一些不可忽視的問題。 本文立足于金州新區(qū)學(xué)前教育發(fā)展實(shí)際,結(jié)合公共管理學(xué)、公共經(jīng)濟(jì)學(xué)理論,以金州新區(qū)成立并全面實(shí)施“十二五”事業(yè)發(fā)展規(guī)劃為大背景,運(yùn)用了文獻(xiàn)分析法、統(tǒng)計(jì)分析法、調(diào)查研究法、數(shù)學(xué)方法、對比分析法等研究方法,對金州新區(qū)學(xué)前教育發(fā)展現(xiàn)狀、存在的一些熱點(diǎn)難點(diǎn)問題進(jìn)行了分析研究,并借鑒了國內(nèi)外一些地區(qū)發(fā)展學(xué)前教育的經(jīng)驗(yàn)和教訓(xùn),闡述了對大連金州新區(qū)學(xué)前教育發(fā)展的啟示,在此基礎(chǔ)上提出了金州新區(qū)學(xué)前教育事業(yè)發(fā)展的對策,同時(shí)也為其他涉農(nóng)地區(qū)發(fā)展學(xué)前教育提供借鑒意義。 本文認(rèn)為金州新區(qū)有著良好的教育發(fā)展基礎(chǔ)和雄厚的經(jīng)濟(jì)基礎(chǔ),金州新區(qū)學(xué)前教育發(fā)展過程中存在著發(fā)展不平衡、政府投入嚴(yán)重不足、幼兒教師整體素質(zhì)偏低、園所管理不規(guī)范等問題,要解決這些問題可以從強(qiáng)化學(xué)前教育發(fā)展的政府職能、建立健全學(xué)前教育經(jīng)費(fèi)保障和管理機(jī)制、規(guī)范金州新區(qū)學(xué)前教育發(fā)展、建設(shè)一支高水準(zhǔn)的幼兒教師隊(duì)伍、探索民辦學(xué)前教育發(fā)展新辦法等方面入手,推動金州新區(qū)學(xué)前教育改革,進(jìn)而促進(jìn)金州新區(qū)學(xué)前教育持續(xù)健康快速發(fā)展。
[Abstract]:Since the 1950s, many developed countries and regions in the world have come to realize the importance of the development of pre-school education, which has been linked to the development of primary education, The equal status of higher education, as an important aspect of improving the national quality and enhancing the comprehensive national strength, has strengthened the government function of developing preschool education through various measures, and the preschool education in these countries has been developed continuously and rapidly. In recent years, some regions in China have tried to promote the reform of preschool education, seeking to solve the problem of "difficult to enter the kindergarten" and "expensive to enter the garden", which has made the preschool education in these areas develop rapidly. Compared with these countries and regions, the development of preschool education in Jinzhou New District is relatively slow, and there are some problems that can not be ignored. Based on the actual development of pre-school education in Jinzhou New District, combined with the theory of public management and public economics, this paper uses the literature analysis method and statistical analysis method to set up and implement the "12th Five-Year Plan" in Jinzhou New District. Investigation and research methods, mathematical methods, comparative analysis methods, etc., have analyzed and studied the present situation and some hot and difficult problems of preschool education in Jinzhou New District. Based on the experience and lessons of developing preschool education in some regions at home and abroad, this paper expounds the enlightenment to the development of preschool education in Jinzhou New District of Dalian, and puts forward the countermeasures for the development of preschool education in Jinzhou New District on this basis. At the same time, it also provides reference for the development of preschool education in other agricultural areas. This paper holds that Jinzhou New District has a good foundation of educational development and a strong economic foundation. There is an imbalance in the development of preschool education in Jinzhou New District, a serious shortage of government investment, and a low overall quality of preschool teachers. If we want to solve these problems, we can strengthen the government function of preschool education development, establish and perfect the fund guarantee and management mechanism of preschool education, and standardize the development of preschool education in Jinzhou New District. In order to promote the reform of preschool education in Jinzhou New District and promote the sustained and healthy development of preschool education in Jinzhou New District, we should build a team of high standard preschool teachers and explore new methods for the development of private preschool education.
