【摘要】：當(dāng)前,我國農(nóng)村學(xué)前教育所實(shí)行的以"鎮(zhèn)為主"的管理體制已經(jīng)制約了農(nóng)村學(xué)前教育的發(fā)展,是導(dǎo)致農(nóng)村學(xué)前教育經(jīng)費(fèi)投入得不到有效保障以及縣域內(nèi)學(xué)前教育發(fā)展不均衡等問題的主要原因。依據(jù)事權(quán)和財(cái)權(quán)相統(tǒng)一的財(cái)政管理原則以及我國農(nóng)村學(xué)前教育的發(fā)展實(shí)際,整體上推行以"縣為主"的農(nóng)村學(xué)前教育管理體制具有現(xiàn)實(shí)合理性和可能性。
[Abstract]:At present, the "town oriented" management system of pre-school education in rural areas has restricted the development of pre-school education in rural areas. It is the main reason that leads to the problems of the rural preschool education investment can not be effectively guaranteed and the development of preschool education in the county is not balanced. According to the principle of financial management of the unity of power and financial power and the actual development of pre-school education in rural areas in our country, It is reasonable and possible to carry out the rural preschool education management system based on county as a whole.
