【摘要】：收支兩條線的資金管理模式旨在以人為方式將收入和支出進行涇渭劃分,通過對資金異質(zhì)流向的分別管控,防止坐支坐收,杜絕資金漏洞,降低資金成本,管控資金風(fēng)險,提升資金效益,最終實現(xiàn)資金運作的高效、健康、規(guī)范、有序。本文以學(xué)校資金管理中的資金效益最大化為研究視角,通過對以往收支兩條線的學(xué)理反思,探討建立學(xué)校等事業(yè)單位的收支兩條線資金管理模式的有效途徑。
[Abstract]:The fund management mode of the two lines of income and expenditure aims to divide income and expenditure into two parts in an artificial way. By controlling the heterogeneous flow of funds separately, we can prevent them from sitting and receiving, put an end to the loopholes of funds, reduce the cost of funds, and control the risk of funds. Improve the efficiency of funds, and ultimately realize the efficient, healthy, standardized and orderly operation of funds. From the perspective of the maximization of fund benefit in the management of school funds, this paper discusses the effective ways to establish the two lines of income and expenditure fund management mode of school and other institutions through the reflection of the theory of two lines of income and expenditure in the past.
