【摘要】：本文通過對(duì)大連市區(qū)小學(xué)、幼兒園校車運(yùn)營(yíng)現(xiàn)狀的調(diào)查。指出校車運(yùn)營(yíng)及管理中存在的問題:缺少必要的安全保障;缺乏有效的合同制約機(jī)制;缺失有效監(jiān)管;缺乏運(yùn)營(yíng)管理的科學(xué)性。在分析存在問題原因的基礎(chǔ)上提出相應(yīng)的解決對(duì)策:發(fā)揮政府職能作用,消除教育資源不均衡;制定適應(yīng)本地區(qū)的管理辦法,完善監(jiān)督機(jī)制;政府主導(dǎo),廣開融資渠道;摒棄重復(fù)管理,提高管理效率;科學(xué)規(guī)劃,減低成本;創(chuàng)新校車模式。
[Abstract]:This article through the Dalian urban primary school, the kindergarten school bus operation present situation investigation.The paper points out the problems in the operation and management of school bus: lack of necessary safety guarantee, lack of effective contract restriction mechanism, lack of effective supervision and management, lack of scientific management of operation.On the basis of analyzing the causes of the problems, the paper puts forward the corresponding countermeasures: exerting the function of the government, eliminating the imbalance of the educational resources, formulating the management method to adapt to the local area, perfecting the supervision mechanism, leading by the government, opening up the financing channels;Abandon repeated management, improve management efficiency; scientific planning, reduce costs; innovative school bus model.
