【摘要】：在美國實(shí)行的公共教育券可以歸納為三個(gè)類型:第一類是補(bǔ)貼性公共教育券,其初衷是為低收入家庭提供教育選擇的權(quán)利,實(shí)現(xiàn)教育公平;第二類是競爭性公共教育券,其目的是引入競爭機(jī)制,促使不合格公立學(xué)校提高教育質(zhì)量,從而促進(jìn)公立教育的改革與發(fā)展;第三類是擴(kuò)充性公共教育券,其目的是彌補(bǔ)公立學(xué)校數(shù)量不足的缺陷,同時(shí)也為了提高政府教育資金的使用效率。各類教育券的實(shí)施不僅達(dá)到了各自的目的,而且都因其引入了競爭機(jī)制而促進(jìn)了公立學(xué)校的改革和發(fā)展。
[Abstract]:Public education vouchers in the United States can be divided into three categories: the first is subsidized public education vouchers, which are intended to provide low-income families with the right to choose education, and the second is competitive public education vouchers. The aim is to introduce competitive mechanisms to improve the quality of education in unqualified public schools and thus to promote the reform and development of public education. The third category is the expansion of public education vouchers, which is designed to compensate for the shortage of public schools. At the same time, in order to improve the efficiency of the use of government education funds, the implementation of all kinds of education vouchers not only achieved their respective purposes, but also promoted the reform and development of public schools because of the introduction of competition mechanism.
