【摘要】：SABER項(xiàng)目是世界銀行新近啟動(dòng)的一項(xiàng)國(guó)際教育質(zhì)量監(jiān)測(cè)項(xiàng)目,其核心工作是通過(guò)對(duì)教育結(jié)果的系統(tǒng)監(jiān)測(cè)和基本標(biāo)準(zhǔn)制定,保障各個(gè)國(guó)家和地區(qū)的教育結(jié)果,提升其教育質(zhì)量。該項(xiàng)目以實(shí)現(xiàn)"全民學(xué)習(xí)"為目標(biāo),以教育系統(tǒng)作為質(zhì)量監(jiān)測(cè)的對(duì)象,以診斷性評(píng)價(jià)作為首要監(jiān)測(cè)功能,通過(guò)對(duì)八大教育政策領(lǐng)域的概念框架制定、診斷工具開發(fā)、國(guó)家報(bào)告、案例研究和基于知識(shí)的網(wǎng)絡(luò)平臺(tái)來(lái)實(shí)施監(jiān)測(cè),為各個(gè)國(guó)家和地區(qū)的教育政策借鑒提供平臺(tái)。其中,教育質(zhì)量監(jiān)測(cè)的系統(tǒng)性,教育投入的戰(zhàn)略性,教育決策制定的科學(xué)性值得借鑒。
[Abstract]:The SABER project is an international educational quality monitoring project recently launched by the World Bank. Its core work is to ensure the educational results of various countries and regions and improve their educational quality through systematic monitoring and basic standard formulation of educational results. The project aims to achieve "learning for all", with the education system as the object of quality monitoring and diagnostic evaluation as the primary monitoring function, through the development of conceptual frameworks, the development of diagnostic tools and national reporting in the eight major areas of education policy, Case study and knowledge-based network platform to implement the monitoring, for countries and regions to learn from the education policy provides a platform. Among them, the systematization of educational quality monitoring, the strategy of educational investment and the scientific nature of educational decision making are worthy of reference.
