功能層面的教育信息化評價(jià)標(biāo)準(zhǔn)研究

【摘要】:標(biāo)準(zhǔn)的科學(xué)制定及合理使用是實(shí)踐工作順利開展的重要保障,而開展標(biāo)準(zhǔn)理論研究則是標(biāo)準(zhǔn)制定及實(shí)施科學(xué)性的前提保證。通過對教育信息化工作的考察,發(fā)現(xiàn)該領(lǐng)域內(nèi)存在著大量的標(biāo)準(zhǔn)及規(guī)范性文件,扮演著引領(lǐng)、指導(dǎo)和規(guī)范教育信息化建設(shè)的重要作用。但是,由于標(biāo)準(zhǔn)理論研究的缺失,導(dǎo)致該類標(biāo)準(zhǔn)文件在規(guī)范相應(yīng)建設(shè)實(shí)踐的同時(shí),自身的建設(shè)卻并無規(guī)則可言,表現(xiàn)出樸素、隨意乃至某種程度的混亂。這種現(xiàn)象導(dǎo)致了教育信息化工作長期以來重建設(shè)輕應(yīng)用,因而無法充分發(fā)揮其促進(jìn)教育現(xiàn)代化的作用。本文提出功能標(biāo)準(zhǔn)這一概念,希望通過論證功能標(biāo)準(zhǔn)在規(guī)范教育信息化應(yīng)用方面的價(jià)值,引起業(yè)界對功能標(biāo)準(zhǔn)思路的關(guān)注,從而促進(jìn)教育信息化工作重點(diǎn)從建設(shè)走向應(yīng)用。 本文使用文獻(xiàn)研究法,通過借鑒與信息化、評價(jià)、標(biāo)準(zhǔn)相關(guān)的理論,包括系統(tǒng)評價(jià)理論、教育評價(jià)理論、信息化評價(jià)理論、標(biāo)準(zhǔn)化理論、信息系統(tǒng)理論,完成關(guān)于功能標(biāo)準(zhǔn)的學(xué)理分析。 本文從功能標(biāo)準(zhǔn)思想的產(chǎn)生開始討論,在對其重要性及價(jià)值的論證過程中加深對功能標(biāo)準(zhǔn)的理解,從而形成對功能標(biāo)準(zhǔn)概念、特征等的深入理解。首先,通過對系統(tǒng)評價(jià)理論和教育評價(jià)理論中標(biāo)準(zhǔn)分類及職責(zé)標(biāo)準(zhǔn)的分析,結(jié)合教育信息化領(lǐng)域特點(diǎn),提出功能標(biāo)準(zhǔn)是職責(zé)標(biāo)準(zhǔn)在教育信息化領(lǐng)域內(nèi)的準(zhǔn)確描述。然后,根據(jù)標(biāo)準(zhǔn)化理論和信息化評價(jià)理論分析教育信息化標(biāo)準(zhǔn)系統(tǒng),指出在標(biāo)準(zhǔn)系統(tǒng)中條件標(biāo)準(zhǔn)、功能標(biāo)準(zhǔn)、績效標(biāo)準(zhǔn)構(gòu)成自下而上的層級關(guān)系,功能標(biāo)準(zhǔn)處于承上啟下的中間層,占據(jù)著重要的地位。再通過信息系統(tǒng)理論分析教育信息化工作對標(biāo)準(zhǔn)的動態(tài)需求,使得功能標(biāo)準(zhǔn)在現(xiàn)階段教育信息化工作中存在的價(jià)值進(jìn)一步得到確認(rèn)。最后,在對功能標(biāo)準(zhǔn)的理解逐步深入后,綜合運(yùn)用多種理論,對功能標(biāo)準(zhǔn)的概念、特征、定位、作用、形式等進(jìn)行論證。在文章的最后,介紹了一個(gè)針對基礎(chǔ)教育管理信息化系統(tǒng)的實(shí)案,以更加清晰地說明本文思想的生成、發(fā)展及落實(shí)的過程。 通過本文研究,功能標(biāo)準(zhǔn)的概念、特征、定位、作用、形式得到初步確定,功能標(biāo)準(zhǔn)的價(jià)值得到確認(rèn)。
[Abstract]:The scientific formulation and rational use of the standard is an important guarantee for the smooth development of the practical work, while the research of the standard theory is the prerequisite for the scientific formulation and implementation of the standard. Through the investigation of educational informatization, it is found that there are a large number of standards and normative documents in this field, which play an important role in guiding, guiding and standardizing the construction of educational informatization. However, due to the lack of research on standard theory, this kind of standard document, while standardizing the corresponding construction practice, has no rules to speak of, showing simplicity, even some degree of confusion. This phenomenon has led to the education information work for a long time emphasis on construction and application, so it can not give full play to its role in promoting the modernization of education. This paper puts forward the concept of functional standard, hoping to demonstrate the value of functional standard in standardizing the application of educational informatization, so as to arouse the attention of the industry to the idea of functional standard, so as to promote the emphasis of educational informatization work from construction to application. This article uses the literature research method, through drawing lessons from the theory related to information, evaluation, standard, including system evaluation theory, education evaluation theory, information evaluation theory, standardization theory, information system theory, Complete the theoretical analysis of functional standards. This paper begins with the discussion of the idea of functional standard, deepening the understanding of functional standard in the process of demonstrating its importance and value, thus forming an in-depth understanding of the concept and characteristics of functional standard. First of all, through the analysis of the standard classification and duty standard in the system evaluation theory and the education evaluation theory, combining with the characteristics of the educational information field, the paper puts forward that the functional standard is the accurate description of the duty standard in the field of education information. Then, according to the standardization theory and the information evaluation theory, the paper analyzes the educational informatization standard system, and points out that the condition standard, the function standard and the performance standard form the bottom-up hierarchy in the standard system. The function standard is in the middle layer of connecting the above and the following, and occupies an important position. Through the theory of information system, the paper analyzes the dynamic demand of the educational information work to the standard, which makes the value of the function standard in the current education information work to be further confirmed. Finally, after the understanding of the functional standard is deepened step by step, the concept, characteristics, orientation, function and form of the functional standard are demonstrated by comprehensive use of various theories. At the end of the article, the paper introduces a real case for the basic education management information system, in order to explain the process of the generation, development and implementation of the ideas in this paper more clearly. In this paper, the concept, characteristics, location, function and form of the functional standard are preliminarily determined, and the value of the functional standard is confirmed.
